This bill requests that Governor Kathy Hochul issue a proclamation designating September 2026 as Early Intervention Awareness Month in New York. It seeks to highlight the availability of services for infants and toddlers under age three who have developmental delays or disabilities. The resolution does not alter existing laws or funding but directs the Governor to acknowledge the importance of these early childhood support programs.
Establishes a 14 member doula Medicaid reimbursement work group within the department of health to set reimbursement rates for doulas in the state Medicaid program and address other criteria related to their practice; requires the work group to conduct a study and evaluate the costs, benefits and issues that may be associated with Medicaid reimbursement for doulas and for providing doula care to Medicaid recipients; makes related provisions.
Requires insurance companies to deposit a certain percentage of premiums collected but not paid out in prior years for abortion care to the reproductive health care access fund for use for grants under the reproductive freedom and equity grant program; establishes the reproductive health care access fund; relates to the use of funds under the reproductive freedom and equity grant program; directs the governor to provide for funding in the state budget.
Enacts the "foreign drug transparency act" to provide information on the origin, manufacture and distribution of prescription drugs; requires a pharmacy benefit manager to maintain, and make available to pharmacies, health plans, and patients upon request, supply chain information for prescription drugs covered under its network.
Requires small businesses to have and maintain a first aid kit on the premises of the business at all times and to store such kits in an accessible location and to make such kits available for use by any person who enters the premises of the business.
Requires general hospitals and nursing homes to offer free notarial services to patients; requires an employee of such general hospital or nursing home who is a notary public to be present from 8 a.m. to 6 p.m. on business days.
Establishes a private right of action against mental health professionals who engaged in sexual orientation change efforts, revives such actions otherwise barred by the existing statute of limitations and grants trial preference to such actions.
Establishes the office of global public health and international cooperation within the department of health to coordinate cooperation with international public health institutions for purposes related to public health; requires such office to submit an annual global health risk and preparedness report to the governor, the temporary president of the senate, the speaker of the assembly and the chairs of the senate and assembly health committees.
Replaces certain appearances of the words addict, addicts and addiction with the words person with a substance use disorder, person with a mental health disorder, person with co-occurring disorder, person in recovery, or a variation thereof.
Requires managed care providers and the medical assistance program shall cover prescription drugs approved by the federal food and drug administration for chronic weight management in adults with obesity with at least one weight-related condition.
