Relates to the climate change adaptation cost recovery program and requirements for climate change adaptive infrastructure projects; relates to the use of funds from the climate change adaptation fund for certain projects; relates to the disclosure of certain data from returns of petroleum or fossil fuel businesses; relates to expenditure of funds from the climate change adaptation fund; repeals certain provisions; relates to severability and legislative findings.
Establishes an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.
Requires the state fire administrator to make available a specialized electric vehicle emergency response training program to provide training to individuals responsible for providing emergency response and recovery following incidents involving electric vehicles; defines emergency medical services agency.
Directs the state fire prevention and building code council to update the state fire prevention and building code and the state energy conservation construction code within 18 months of the publication of any updated or revised edition of the international and national codes relating thereto, so as to ensure that the state's codes reflect such revisions and updates.
Requires the installation and maintenance of outdoor lithium-ion battery charging stations at multiple dwellings as part of the state uniform fire prevention and building code; prohibits charging lithium-ion batteries used in powered mobility devices inside of multiple dwellings.
Ensures proper administration and enforcement of the uniform fire prevention and building code and the state energy conservation construction code; provides additional definitions; provides remedies for violations of the code; makes conforming technical changes.
Enacts the "sustainable building materials act"; enacts into law components of legislation relating to reducing greenhouse gas emissions in construction; provides a sales tax exemption for certain low-carbon building materials (Part A); establishes a grant program for manufacturers of concrete for environmental product declarations (Part B).

Directs NYSERDA to establish a wireless electric vehicle charging program to research and provide incentives to eligible entities for projects to construct, install, or improve existing wireless charging infrastructure and technology for electric vehicles, including performance, safety, electromagnetic compatibility, interoperability, development, and testing of wireless charging.
Relates to conducting investigations into the administration and enforcement of the New York state uniform fire prevention and building code and the New York state energy conservation construction code by counties.
