It directs these funds toward installing cold-climate heat pumps, rooftop solar, and battery storage in New York homes with outdated systems, prioritizing low-income and disadvantaged communities. NYSERDA will administer the program, ensuring projects align with state climate goals and provide free installations. The funds flow into a dedicated "Clean Home Energy Offset Fund" managed by NYSERDA, with data center operators required to submit annual compliance reports.
Removes references to the electric school bus mandate; provides that there shall be no mandate requiring school districts to purchase, operate or maintain any certain type of school buses and that the superintendent of each school district shall have the sole authority to determine the types of school buses such school district will purchase, operate and maintain; repeals certain provisions of law relating to electric school buses.
Provides for reporting by utilities and owners of buildings meeting certain thresholds regarding energy consumption data; requires NYSERDA to create a list of buildings subject to such requirements; provides exemptions; requires public reporting on the information collected; makes related provisions.
Requires the New York city housing authority to repair certain conditions within thirty days of receipt of a written notice requesting such repairs; requires NYCHA to convert from gas to electric appliances when repairing or replacing any such appliances.
Directs the New York City Economic Development Corporation to immediately commence any proceedings, processes, stakeholder engagement, or capital projects necessary for the installation of shore power capability at the Manhattan Cruise Terminal; provides for the repeal of such provisions upon the expiration thereof.
Establishes the green affordable pre-electrification program to assist owners and tenants in residential properties in curing structural and building code defects which render the properties ineligible for improvements or projects relating to energy savings, green-house gas emissions reductions, climate change adaptation and resiliency project grants.
Provides a reimbursement to small businesses and residential consumers of certain utilities for failure to provide contracted services; requires the Long Island power authority to do the same.
Ensures proper administration and enforcement of the uniform fire prevention and building code and the state energy conservation construction code; provides additional definitions; provides remedies for violations of the code; makes conforming technical changes.
Provides that contract cost adjustments in the middle of contract terms for school districts transportation contracts shall be at no additional cost to the state, locality or school district unless such amendment is necessary to comply with the statewide transition to zero-emission buses and provided that it has been established by the contractor that there has been at least an equivalent increase in the amount of such contractor's cost of operation.
