The NY Cares Act provides New York resident service members with academic credit for military training and experience without tuition fees, plus transition "bridge courses" to help them adjust to college life. It also establishes tuition awards covering full undergraduate costs for spouses and children of service members who died while serving, limited to 8 semesters of full-time study or equivalent. Both programs require state education officials to coordinate with veterans' services, ensuring military experience is recognized in higher education pathways.

S 1650 creates new state-funded support services for unaccompanied minors in New York - defined as children under 18 without lawful immigration status who entered the U.S. without a parent/guardian or were separated from them. The bill requires New York to provide legal representation in immigration court and appeals, along with health services, counseling, language assistance, school enrollment help, and employment support - all delivered in a culturally competent, trauma-informed way. It mandates informational materials in multiple languages for agencies and explicitly states these services won’t count as "public benefits" that could harm immigration status under federal law. The law applies directly to unaccompanied minors in New York’s care, including those under federal custody before being released to sponsors.
Authorizes the department of health to establish an indoor air quality inspection, measurement and evaluation program; defines terms; makes related provisions.
Provides funds for day care services for the children of persons 24 and under to enable such persons to continue secondary and post-secondary education; provides criteria to be governed by standards established for economically and educationally disadvantaged students under special opportunity programs for state and city universities; appropriates $5,600,000 to the office of children and family services therefor.
