Provides that if a defendant dies when they have a pending appeal, such appeal shall be dismissed and the trial court's judgment shall remain in effect.

Establishes a new assault crime for an assault on a retired police officer who previously arrested the assailant; establishes that assaulting such a retired police officer with intent to seek retribution is assault in the first degree.

Relates to certain guilty pleas where the plea is in the interest of justice and which are entered into with both the permission of the court and the consent of the people.

Allows the removal of criminal actions to a mental health court in an adjoining county and provides for the reversion to the original court of record where the defendant fails to comply with or complete the mental health court program.

Establishes the crime of interference with constitutional rights by public officials when, acting under color of law, such public official by force or threat of force, or by intimidation or coercion, recklessly engages in conduct which injures, intimidates, interferes with, or attempts to injure, intimidate, or interfere with another person in the free exercise or enjoyment of any right or privilege secured by the constitution or laws of the United States; or the constitution or laws of the state of New York; provides such offense is a class A misdemeanor which elevates if bodily injury occurs.

Enacts the New York Artificial Intelligence Civil Rights Act establishing protections for individual rights with respect to computational algorithms; establishes protections against the use of algorithms involved in consequential decisions, such as those that impact people's rights, civil liberties, and livelihoods, including employment, banking, health care, the criminal justice system, public accommodations, and government services; prohibits developers and deployers from offering, licensing, or using covered algorithms that discriminate based on protected characteristics or that cause a disparate impact; requires developers and deployers of covered algorithms to complete independently audited pre-deployment evaluations and post-deployment impact assessments to identify, evaluate, and mitigate any potential biased use or discriminatory outcomes; requires developers and deployers to mitigate any harms identified by the pre-deployment evaluations and impact assessments and ensure that any covered algorithm performs reasonably well and is consistent with its publicly-advertised purpose; increases transparency around the use of covered algorithms in consequential decisions, including providing individuals a right to appeal an algorithmic decision to a human decision-maker; provides remedies for violations.

Enacts the "cannabis supply chain integrity and anti-inversion act"; prohibits any act or omission involving illicit cannabis; provides penalties for such cannabis inversion.

Relates to coercive control; provides that the family court and the criminal courts shall have concurrent jurisdiction over acts which constitute coercive control; provides that courts may issue orders of protection upon a finding of coercive control; directs the office of court administration, in consultation with the office for the prevention of domestic violence and certain organizations, to develop and administer training for judges and court clerks on coercive control.
