Lifelong Learning and Training Account Act of 2021 This bill establishes tax-exempt savings accounts that may be used to pay for training expenses and will be managed by state programs known as Lifelong Learning and Training Account programs. Tax-exempt distributions from an account may be used for training that results in a recognized postsecondary credential, such as an industry-recognized certificate or certification, a license recognized by the federal government or a state, or an associate or baccalaureate degree. The bill specifies contribution limits, age restrictions, and income limits that apply to beneficiaries of the accounts. Accounts that meet the requirements are eligible to receive certain federal matching funds for contributions made by the beneficiary or an employer.

This joint resolution requires either the advice and consent of the Senate or an act of Congress before the President may suspend, denounce, or withdraw the United States from the North Atlantic Treaty. No funds may be used to support any efforts to suspend, denounce, or withdraw the United States from the treaty unless (1) both the House and the Senate pass a joint resolution approving withdrawal by a two-thirds vote, or (2) the funds are used pursuant to an act of Congress. The President shall notify Congress in writing of any effort to suspend, denounce, or withdraw from the treaty at least 180 days before taking such action. The President must also consult with Congress before providing such written notification. This joint resolution also authorizes the Senate Legal Counsel and the General Counsel of the House of Representatives to represent Congress in judicial proceedings related to actions that are inconsistent with this resolution.

This resolution designates April 16 through April 24, 2022, as National Park Week. The resolution also encourages the people of the United States and the world to responsibly visit, experience, recreate in, and support the treasured national parks of the United States.

Support Kids Not Red Tape Act of 2022 This bill extends and modifies the authority of the Department of Agriculture (USDA) to waive certain requirements related to the National School Lunch Program, the School Breakfast Program, the Child and Adult Care Food Program, and the Summer Food Service Program. Current law authorizes USDA to waive certain requirements, such as those related to nutritional content and congregate feeding, for the purpose of dealing with the COVID-19 pandemic. Under this bill, USDA shall have authority through FY2023 to grant such a waiver, with no waiver having effect past FY2023. Currently, USDA's authority to grant a waiver expires on June 30, 2022, with no waiver having effect past the 2021-2022 school year. If a state elects to receive a waiver that modifies the operation of a school breakfast or lunch program for the 2022-2023 school year, the state must provide a transition plan to USDA. USDA must provide technical assistance to help school food authorities and states meet nutritional standards and resume regular meal program operations for the 2023-2024 school year. While a waiver is in effect during the 2022-2023 school year, the state subject to the waiver must provide technical assistance in lieu of fiscal action for meal pattern violations due to supply chain disruptions. The bill also appropriates funds as necessary to carry out this bill's activities.

Quad Critical Minerals Partnership Act This bill requires the President to establish a comprehensive strategy to address the national security threat posed by China's dominant share of the global critical minerals market by developing a more reliable and secure supply chain of critical minerals. The bill also requires the U.S. International Development Finance Corporation to prioritize projects that will support the strategy, including projects that will facilitate cooperation with other countries in the Quadrilateral Security Dialogue on investments related to critical minerals. (The dialogue is a coalition comprised of the United States, Japan, India, and Australia.) The U.S. Trade Representative must initiate multilateral discussions with other countries in the dialogue to support the strategy and facilitate cooperation on investments related to critical minerals.

Student Right to Know Before You Go Act of 2022 This bill requires the National Center for Education Statistics to establish and maintain a new higher education data system. The center must use the system to calculate metrics related to student education, debt, and earnings. These metrics include student graduation rates, transfer rates, rates of continuation to subsequent levels of education, dropout rates, loan debt amounts, loan repayment rates, and debt-to-earnings ratios for each institution of higher education (IHE) that participates in federal student-aid programs. The metrics must be disaggregated and separately provided on the basis of specified categories. The system must meet requirements for minimizing privacy and security risks. The bill provides for the transition from the existing Integrated Postsecondary Education Data System to the new higher education data system. The Department of Education must publish the metrics on its website. Within five years, an IHE that participates in federal student-aid programs must display links on its website to these metrics.

Continuing Emergency Support for Restaurants Act This bill provides an additional $48 billion in FY2021 for the Restaurant Revitalization Fund and designates specified amounts for fund administrative expenses and audits of grants made from the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Shenandoah Mountain Act of 2022 This bill establishes the Shenandoah Mountain National Scenic Area, consisting of approximately 92,449 acres of National Forest System land in the George Washington National Forest in Virginia. The bill designates specified lands in the George Washington National Forest as wilderness and as components of the National Wilderness Preservation System.
