Inspector General Access Act of 2021

Inspector General Access Act of 2021 This bill transfers responsibility for investigating certain allegations of misconduct from the Department of Justice (DOJ) Office of Professional Responsibility to the DOJ Office of the Inspector General. Specifically, the bill transfers responsibility for allegations relating to a DOJ attorney's authority to investigate, litigate, or provide legal advice.

Border Water Quality Restoration and Protection Act of 2021

Border Water Quality Restoration and Protection Act of 2021 This bill establishes programs that address water pollution along the U.S.-Mexico border. Specifically, the bill requires the Environmental Protection Agency (EPA) to establish the Tijuana River Public Health and Water Quality Restoration Program. Under the program, the EPA must plan, implement, coordinate, and provide grants for public health and water quality restoration and protection activities in the Mexican Tijuana River watershed and the American Tijuana River watershed in California. In addition, the EPA must establish the California New River Public Health and Water Quality Restoration Program to plan, implement, coordinate, and provide grants for water quality restoration and protection activities in the New River watershed. Finally, the bill provides statutory authority for the U.S.-Mexico Border Water Infrastructure Program to provide assistance for activities related to the construction of infrastructure for drinking water treatment or distribution, wastewater management, or stormwater management.

Life at Conception Act

Life at Conception Act This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2021

No Taxpayer Funding for Abortion and Abortion Insurance Full Disclosure Act of 2021 This bill modifies provisions relating to federal funding for, and health insurance coverage of, abortions. Specifically, the bill prohibits the use of federal funds for abortions or for health coverage that includes abortions. Such restrictions extend to the use of funds in the budget of the District of Columbia. Additionally, abortions may not be provided in a federal health care facility or by a federal employee. Historically, language has been included in annual appropriations bills for the Department of Health and Human Services (HHS) that prohibits the use of federal funds for abortions—such language is commonly referred to as the Hyde Amendment. Similar language is also frequently included in appropriations bills for other federal agencies and the District of Columbia. The bill makes these restrictions permanent and extends the restrictions to all federal funds (rather than specific agencies). The bill's restrictions regarding the use of federal funds do not apply in cases of rape, incest, or where a physical disorder, injury, or illness endangers a woman's life unless an abortion is performed. The Hyde Amendment provides the same exceptions. The bill also prohibits qualified health plans from including coverage for abortions. Currently, qualified health plans may cover abortion, but the portion of the premium attributable to abortion coverage is not eligible for subsidies.

Cyber Diplomacy Act of 2021

Cyber Diplomacy Act of 2021 This bill establishes requirements related to diplomatic engagement with foreign countries on matters of U.S. cyberspace policy. Specifically, the bill establishes the Bureau of International Cyberspace Policy within the Department of State to advise the State Department on cyberspace issues and lead diplomatic efforts on issues related to international cybersecurity, internet access and freedom, and international cyber threats. The bureau must undertake specified duties and responsibilities to implement the stated U.S. policy of working internationally to promote an open, interoperable, and secure internet governed by a multi-stakeholder model that (1) promotes human rights, democracy, and rule of law; and (2) respects privacy and guards against deception, fraud, and theft. The President must devise a strategy for U.S. engagement with foreign governments on international norms related to responsible state behavior in cyberspace. Further, the President is encouraged to enter into executive arrangements with foreign governments that support U.S. cyberspace policy. In addition, annual country reports on human rights practices must include assessments of freedom of expression in each country with respect to electronic information, and the Government Accountability Office must report on U.S. diplomatic processes and other efforts with foreign countries to advance U.S. interests in cyberspace.

To extend the authorities under the Water Infrastructure Improvements for the Nation Act of 2016 providing operational flexibility, drought relief, and other benefits to the State of California.

This bill extends the authority of certain federal agencies to provide support for western water infrastructure and extends consultation requirements concerning projects in California. Specifically, the bill extends through 2028 the authority of the Bureau of Reclamation to provide support for projects in certain western states related to federal or state-led water storage, water desalination, and water recycling and reuse. It also extends provisions specific to California, including drought relief and the operations of the Central Valley Project (a hydropower and water management project in California that is operated by Reclamation). Further, the bill extends through 2033 consultation requirements concerning biological assessments and the coordinated operations of the Central Valley Project and the State Water Project in California.

Condemning the continued violation of rights and freedoms of the people of Hong Kong by the People’s Republic of China and the Government of the Hong Kong Special Administrative Region.

This resolution condemns the actions taken by the governments of China and Hong Kong to put in place national security legislation that violates the freedoms and rights guaranteed to the people of Hong Kong. (Hong Kong is a part of China but, by agreement, has operated a legal and economic system largely separate from China's.)

Expressing the sense of the House of Representatives that clean water is a national priority and that the April 21, 2020, Navigable Waters Protection Rule should not be withdrawn or vacated.

This resolution expresses the sense of the House of Representatives that (1) clean water is a national priority, and (2) the 2020 final rule titled The Navigable Waters Protection Rule: Definition of "Waters of the United States" should not be withdrawn or vacated.

Recognizing the patriotism and contributions of veterans service organizations.

This resolution honors and recognizes the patriotism and contributions made by generations of veterans service organizations and commends the members of such organizations for their dedicated service to members of the Armed Forces, veterans, their families, and their communities. Additionally, the resolution encourages citizens to volunteer their support and services to veterans service organizations and to promote awareness of the contributions of such organizations to members of the Armed Forces, veterans, and their families.
