Public Buildings Renewal Act of 2021

Public Buildings Renewal Act of 2021 This bill allows tax-exempt financing of certain government-owned buildings by expanding the definition of exempt facility bond to include bonds used for qualified government buildings. A qualified government building is a government-owned building or facility that consists of one or more of the following an elementary or secondary school; a facility of a state college or university used for educational purposes; a public library; a court; a hospital or health care facility; a laboratory or research facility used by a governmental unit; a public safety facility; or an office for government employees. The bill excludes buildings or facilities that include specified recreational equipment or are used for the primary purpose of providing retail food and beverage services, recreation, or entertainment. The bill establishes (1) a $5 billion limit on the amount of tax-exempt financing which may be provided for government buildings, and (2) procedures for allocating and applying for the financing. The bill exempts the bonds for government buildings from the volume cap on private activity bonds.

Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

A resolution relating to the death of Walter Frederick Mondale, former Vice President of the United States.

This resolution extends condolences to the family and friends of former Vice President Walter Mondale. The resolution acknowledges Mondale's lifetime service to the United States, including as a U.S. Senator and as the first presidential candidate from a major party to select a woman, Geraldine Ferraro, as his running mate.

Non-Opioid Directive Act

Non-Opioid Directive Act This bill requires the Department of Health and Human Services (HHS) to develop a non-opioid pain management directive. This is a form that an individual may use to inform health care providers of the individual's choice to avoid opioid medications for pain management. The bill also sets out requirements for the execution, use, and revocation of these forms. HHS must make the form available on its website, and health insurers must make it available to their plan enrollees. Insurers must also share an enrollee's choice about opioid treatment with health care providers during pre-authorization processes. The bill allows health care providers to override a patient's form in specified circumstances. It also extends liability protections for providers who reasonably and in good faith administer or prescribe an opioid to a patient with an executed form in place.

Future Logging Careers Act

Future Logging Careers Act This bill allows individuals who are 16 or 17 years old to work at certain logging operations that are owned or operated by at least one parent or a person standing in place of a parent. Thus, the bill exempts such employees from child labor laws.

PUA Eligibility Clarification Act of 2021

PUA Eligibility Clarification Act of 2021 This bill revokes the authority of the Department of Labor to establish additional eligibility criteria for COVID-19 pandemic unemployment assistance with respect to self-certification by individuals who are directly affected by the COVID-19 public health emergency. Labor must rescind the guidance titled Expanded Eligibility Provisions for the Pandemic Unemployment Assistance (PUA) Program , issued on February 25, 2021. The guidance makes individuals eligible to receive regular unemployment compensation and COVID-19 PUA if they (1) refuse an offer to work or return to work because of certain safety concerns, (2) provide services to educational institutions or educational service agencies, and (3) experience a reduction of hours or a temporary or permanent layoff. A recipient of such PUA before enactment of this bill is not required to repay it. However, this requirement excludes individuals who, as of such enactment, were approved for PUA but have not received it.

Accelerate Long-term Investment Growth Now Act or the ALIGN Act This bill makes permanent the expensing of certain new business equipment. Expensing allows the deduction of the full amount of an expense item in the same taxable year.
