21st Century Mortgage Act of 2025

Maddy summaryThis bill allows borrowers to count digital assets (like cryptocurrency) held in secure custody as part of their mortgage reserves, without converting them to U.S. dollars. It directly affects borrowers with digital assets and requires Fannie Mae (Federal National Mortgage Association) and Freddie Mac (Federal Home Loan Mortgage Corporation) to adjust their risk assessments for these assets. Key provisions include applying adjustments for market volatility and asset concentration, requiring periodic reviews of risk models, and mandating board and agency approval before implementing assessment methods. The bill defines "digital assets" to exclude non-fungible items like collectibles and specifies secure custody requirements for inclusion.

Combating CCP Labor Abuses Act of 2025

Maddy summaryThis bill requires the U.S. Department of Commerce to train its employees who advise businesses on interstate commerce or foreign investment about human rights abuses by the Chinese government, specifically forced labor against Uyghurs and other minorities in Xinjiang. It also mandates that the Department provide advisory guidance to U.S. businesses on identifying risks related to entities linked to jurisdictions with such abuses, including risk factors and ways to avoid problematic transactions. The guidance is explicitly stated to be for informational purposes only, not enforceable policy. The bill directly affects Commerce Department staff and businesses engaged in U.S. or international trade with Chinese entities.

STUDENT Act

Maddy summaryS 2428, the STUDENT Act, amends the federal charter of the National Education Association (NEA) to restrict its political activities and membership practices. It requires NEA members (public school teachers) to explicitly consent to dues payments (banning payroll deductions), prohibits the NEA from engaging in political lobbying or supporting candidates, and bans advocacy of specific concepts like critical race theory or antisemitic beliefs. The bill also mandates annual reporting to Congress and prohibits strikes by NEA-affiliated staff in public schools. These provisions directly affect the NEA’s operations and its members’ financial and political engagement.

Neonatal Care Transparency Act of 2025

Maddy summaryThis bill requires hospitals and obstetric providers to disclose policies on providing life-saving care to premature infants, directly affecting parents expecting premature births and healthcare facilities. Hospitals must publicly state if they have a minimum gestational age for treatment, whether care decisions are case-by-case, and transfer plans for infants needing higher-level care. Obstetric providers must share these policies with patients during the first prenatal visit. Non-compliant hospitals and providers risk losing federal Medicaid and CHIP funding starting January 2026. The law aims to ensure transparency about neonatal care options before delivery.

Identifying Regulatory Barriers to Housing Supply Act

Maddy summaryThis bill requires local governments receiving certain federal housing grants to track and report on specific zoning reforms that could increase housing supply. It targets jurisdictions served by recipients of Community Development Block Grants, asking them to document plans for policies like allowing duplexes in single-family zones, reducing parking requirements, or streamlining building permits. The reporting is voluntary - submissions aren't binding, can't be used for enforcement, and don't require actual policy changes. The goal is to identify barriers to affordable housing through data collection, not to mandate specific reforms.

Business of Insurance Regulatory Reform Act of 2025

Maddy summaryThis bill clarifies that the federal Consumer Financial Protection Bureau (CFPB) cannot enforce its rules on insurance companies regulated by state insurance departments when those companies are engaged in insurance activities. It directly affects insurance companies operating under state regulation by limiting the CFPB's authority over their insurance-related business. The key provision amends federal law to state that the CFPB may not enforce its rules regarding insurance business, and requires federal enforcement of related laws to be narrowly construed when insurance is involved. A new rule of construction explicitly favors state insurance regulators' authority over such companies.

PRIME Act

Processing Revival and Intrastate Meat Exemption Act or the PRIME Act This bill exempts from federal inspection requirements animals and meats that are slaughtered and prepared at custom animal slaughter facilities for distribution within the state. Under current law, a custom slaughter exemption applies if the meat is slaughtered exclusively for personal, household, guest, or employee uses. Specifically, the bill expands the federal inspection exemption to include the slaughter of animals or the preparation of carcasses, meat, and meat food products that are slaughtered and prepared at a custom slaughter facility in accordance with the laws of the state where the facility is located; and prepared exclusively for distribution to household consumers in the state or restaurants, hotels, boarding houses, grocery stores, or other establishments in the state that either prepare meals served directly to consumers or offer meat and food products for sale directly to consumers in the state. The bill does not preempt any state law concerning (1) the slaughter of animals or the preparation of carcasses, meat, and meat food products at a custom slaughter facility; or (2) the sale of meat or meat food products.

Ending Lending to China Act of 2025

Maddy summaryS 2362, the Ending Lending to China Act of 2025, directs the U.S. Treasury to instruct American representatives at multilateral development banks (like the World Bank and Asian Development Bank) to oppose all new loans and financial assistance to China. It targets China specifically because the bill states China has "graduated" from needing such aid (exceeding the income threshold for borrowing since 2016). The bill requires the Treasury to submit annual reports to Congress on China’s borrowing status, voting power at these banks, and efforts to encourage other countries to graduate from borrowing eligibility. This legislation changes U.S. voting policy at these institutions but does not alter China’s actual eligibility or stop existing loans.

IRS Accountability and Taxpayer Protection Act

Maddy summaryThis bill requires IRS supervisors to provide written approval before applying penalties or disallowance periods to taxpayers, mandating that approval occur before any penalty notice is sent. It defines an "initial determination" as a specific written notice detailing the exact penalty amount or disallowance period, excluding general inquiries. The bill also mandates annual IRS reports on all penalties assessed, broken down by IRS unit and process step. It directly affects taxpayers facing penalties for tax credits under Sections 24, 25A, or 32, and requires the IRS to publicly report penalty data starting 24 months after enactment.
