Sustainable International Financial Institutions Act of 2021

Sustainable International Financial Institutions Act of 2021 This bill directs specified international financial institutions to use the influence of the United States to advance the cause of reducing greenhouse gas emissions and transition the global economy to a clean energy economy. It also prohibits the United States from providing direct or indirect assistance to any country or entity to support any fossil fuel activity.

Fair Day in Court for Kids Act of 2021

Fair Day in Court for Kids Act of 2021 This bill provides legal protections for a noncitizen (i.e., an individual referred to as an alien in federal law) who is detained or subject to immigration-related proceedings. The Department of Justice (DOJ), or the Department of Health and Human Services (HHS) in a case involving an unaccompanied child, may appoint or provide counsel at the government's expense to noncitizens in removal proceedings and related appeals. An unaccompanied child must be represented by counsel paid for and appointed by the government at every stage of such proceedings unless the child has obtained counsel at their own expense. If HHS fails to provide counsel to an unaccompanied child, the deadline for filing a motion to reopen a proceeding shall not apply, and the filing of such a motion shall stay the child's removal from the United States. The Department of Homeland Security (DHS) must provide a complete copy of a noncitizen's immigration file to the noncitizen (or the noncitizen's counsel) within seven days of a notice to appear for an immigration proceeding, and failure to provide the file shall result in a delay in the proceeding. DHS must provide access to counsel for all detained noncitizens. The bill authorizes HHS to enter into contacts or award grants for providing immigration-related legal services to children. The Office of Refugee Resettlement must develop model guidelines for representing noncitizen children in immigration proceedings.

Ending Passenger Rail Forced Arbitration Act This bill prohibits all pre-dispute arbitration agreements and pre-dispute joint-action waivers with respect to consumer and civil rights disputes between Amtrak and its customers.

Cancer Drug Parity Act of 2021

Cancer Drug Parity Act of 20 21 This bill requires group health plans that cover anticancer medications administered by a health care provider to provide no less favorable cost sharing for patient-administered anticancer medications. This requirement applies to medications that are (1) approved by the Food and Drug Administration; (2) medically necessary for the cancer treatment; and (3) clinically appropriate in terms of type, frequency, extent site, and duration. To comply with this requirement, plans may not, with respect to anticancer medications (1) change or replace benefits to increase out-of-pocket costs, (2) reclassify benefits to increase costs, or (3) apply more restrictive limitations to orally administered medications than to intravenously administered or injected medications.

Disaster Equity and Fairness Act

Disaster Equity and Fairness Act This bill makes changes in the provision of federal disaster assistance to underserved communities and other specified recipients. Underserved community means populations sharing a particular characteristic and geographic communities that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life. Specifically, the bill increases the federal cost share to a local government or Indian tribal government in connection with a second or subsequent major disaster during any three-year period. The Federal Emergency Management Agency (FEMA) may provide assistance to a state, local government, or Indian tribal government to reimburse the cost of coordinating food delivery, production, and distribution in the event of a major disaster. FEMA must provide direct technical assistance to eligible entities for applications and prioritize specified categories of communities, including underserved communities, those that have demonstrated a compelling need, and those that are exposed to increased hazards or vulnerabilities. The bill increases the federal cost share for a recipient (1) that will use the assistance in, or for the benefit of persons who are members of, an undeserved community; or (2) who is in, or who is a member of, an underserved community.

Ban Conflicted Trading at the Fed Act

Ban Conflicted Trading at the Fed Act This bill imposes investment restrictions on certain Federal Reserve employees. Specifically, members of the Board of Governors of the Federal Reserve System and presidents or vice presidents of a Federal Reserve bank are prohibited from (1) purchasing or selling a specified investment, including an investment in a security, a commodity, virtual currency, or a future; or (2) entering into a transaction that creates a net short position in a security. (A short position is an investment strategy employed when an investor anticipates a short term decrease in the investment's price.) Investments held prior to taking office may not be bought or sold, except for approved placement in a blind trust or divestiture during a specified time period. Further, Federal Reserve bank presidents, vice presidents, and directors must make annual and periodic financial and transaction disclosures. Finally, the Board of Governors of the Federal Reserve System must issue rules within 90 days of enactment requiring Federal Reserve board members, presidents, vice presidents, and senior staff (1) to provide 45 days advance notice of investment transactions, and (2) to hold investments for at least 1 year from the date of transaction.

Wildfire Resilient Communities Act

Wildfire Resilient Communities Act This bill provides funding and sets forth provisions to address wildland fire management in certain at-risk communities that are within the vicinity of federal lands that are at high risk from wildfire. The bill provides funding for specified federal agencies to carry out hazardous fuels reduction projects. These federal agencies shall prioritize projects that (1) are conducted in areas that are within or adjacent to at-risk communities or high value watersheds, have very high wildfire hazard potential, or are in fire regime I, II, or III; or (2) are designed to integrate and advance two or more of the goals established in a specified wildland fire management report to create fire-adapted communities, to restore and maintain resilient landscapes, and to achieve safe, effective fire response. The Department of Agriculture and the Department of the Interior shall furnish financial and technical assistance to at-risk communities that are adjacent to federal land, including through states, to assist such communities in planning and preparing for wildfire. The bill makes permanent the Collaborative Forest Landscape Restoration Program. The bill removes the limits on the number of proposals that may be funded for ecological restoration treatments for priority forest landscapes under the program. The Forest Service may continue to select the number of proposals that are determined likely to receive adequate funding. The bill establishes the County Stewardship Fund for making payments to counties that have a contract for a stewardship contracting project on federal land within their boundaries.

Department of the Interior, Environment, and Related Agencies Appropriations Act, 2022

Department of the Interior, Environment, and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations for the Department of the Interior, the Environmental Protection Agency (EPA), and several related agencies. The bill provides appropriations to Interior for the Bureau of Land Management, the U.S. Fish and Wildlife Service, the National Park Service, the U.S. Geological Survey, the Bureau of Ocean Energy Management, the Bureau of Safety and Environmental Enforcement, the Office of Surface Mining Reclamation and Enforcement, the Bureau of Indian Affairs, the Bureau of Indian Education, the Office of the Special Trustee For American Indians, Departmental Offices, and Department-Wide Programs. The bill also provides appropriations to the EPA and the Forest Service. Within the Department of Health and Human Services, the bill provides appropriations for the Indian Health Service, the National Institute of Environmental Health Sciences, and the Agency for Toxic Substances and Disease Registry. The bill provides appropriations to several related agencies, including the Council on Environmental Quality and Office of Environmental Quality, the Chemical Safety and Hazard Investigation Board, the Office of Navajo and Hopi Indian Relocation, the Institute of American Indian and Alaska Native Culture and Arts Development, the Smithsonian Institution, the National Gallery of Art, the John F. Kennedy Center for the Performing Arts, the Woodrow Wilson International Center for Scholars, the National Endowment for the Arts, the National Endowment for the Humanities, the Commission of Fine Arts, the Advisory Council on Historic Preservation. the National Capital Planning Commission, the U.S. Holocaust Memorial Museum, the Presidio Trust, the World War I Centennial Commission, the Alyce Spotted Bear and Walter Soboleff Commission on Native Children, and the U.S. Semiquincentennial Commission Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

Improving Seniors’ Timely Access to Care Act of 2021

Improving Seniors' Timely Access to Care Act of 2021 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.
