Route 66 National Historic Trail Designation Act This bill amends the National Trails System Act to designate a trail of approximately 2,400 miles extending from Chicago, Illinois, to Santa Monica, California, as the Route 66 National Historic Trail. The trail shall be administered by the Department of the Interior in a manner that respects and maintains its idiosyncratic nature. Interior may not use eminent domain or condemnation in carrying out this bill.

No Emergency Crude Oil for Foreign Adversaries Act This bill prohibits exports of crude oil from the Strategic Petroleum Reserve (SPR) to China, Russia, North Korea, and Iran. Specifically, the bill directs the Department of Energy (DOE) to require as a condition of any sale of crude oil from the SPR that the oil not be exported to such countries. However, DOE may issue a waiver of the prohibition if the sale of crude oil is in the national security interests of the United States. In addition, DOE must report on (1) the route to destination and place of refinement of all crude oil sold at auction from the SPR since November 23, 2021, and (2) the ownership of the refinement facilities at which such crude oil was refined.
Military Spouse Employment Act This bill authorizes federal agencies to make noncompetitive appointments of spouses of members of the Armed Forces on active duty, or spouses of disabled or deceased members of the Armed Forces, to positions in which the spouses engage in remote work.

Chance to Compete Act of 2022 This bill modifies examination requirements and other components of the federal hiring process for positions in the competitive service, including prohibiting examinations from consisting solely of a self-assessment from an automated examination, allowing for the use of subject matter experts to develop position-specific assessments, and requiring the creation of an online platform through which agencies may share developed assessments.
Hazard Eligibility and Local Projects Act This bill makes an entity seeking assistance under a hazard mitigation assistance program eligible to receive such assistance for certain projects already in progress. A covered project means a project that is an acquisition and demolition project for which an entity began implementation, including planning or construction, before or after requesting assistance for the project under a hazard mitigation assistance program; and qualifies for a categorical exclusion under the National Environmental Policy Act of 1969. The authority provided under this bill terminates three years after its enactment.
