Stop CRT Act This bill grants Executive Order 13950 the force and effect of law, except with respect to elementary schools, secondary schools, or institutions of higher education. That order prohibits federal agencies and contractors from advancing specified policies or training related to race or sex. The bill further prohibits the allocation of federal funds to an elementary school, secondary school, or institution of higher education that compels teachers or students to affirm certain race-based theories.
This bill requires the Department of State to compile a list of allied countries with which joint international research and cooperation would advance U.S. national interests and scientific knowledge in key technology focus areas. The State Department must collaborate with similar entities in listed countries to establish general security policies and procedures for governmental, academic, and private-sector research in order to prevent sensitive research from being disclosed to adversaries.
This concurrent resolution expresses the sense of Congress that tax-exempt fraternal benefit societies provide critical benefits to the people and communities of the United States and their work should continue to be promoted.
This resolution designates May 18, 2021, as National CASA/GAL Volunteers Day to commend the work of court-appointed special advocate (CASA) and guardian ad litem (GAL) volunteers.
END CRT Act This bill prohibits executive agencies from acting in contravention of certain provisions of Executive Order 13950, which prohibits programming that contains certain concepts relating to race and sex. It also prohibits federal agencies and recipients of federal funds from advancing certain ideas, such as that one race is inherently superior or inferior to another race.
Secure and Fair Employment in federal Contracting Act or the SAFE Contracting Act This bill expands the E-Verify program. E-Verify is a web-based system that allows enrolled employers to confirm the eligibility of their employees to work in the United States. Specifically, the bill requires federal contractors, subcontractors, grantees, and assistance recipients to enroll in the E-Verify program and maintain compliance with all related statutes, regulations, and policies. The bill sets forth requirements regarding compliance certification and consideration of past contract performance. The Office of the Administrator for Federal Procurement Policy must report annually on agency compliance with statutes, regulations, and policies regarding the E-Verify program.
Unnecessary Agency Regulations Reduction Act of 2021 This bill requires the Office of Information and Regulatory Affairs to annually report a list of major rules (i.e., rules with a significant economic impact, cost to consumers, or adverse effects on competition) that it recommends should be consolidated or repealed because they are outdated, duplicative, or incur excessive compliance costs. Congress must review the list to determine, and recommend by joint resolution, any such rules to consolidate or repeal.
United States-Mexico-Canada Agreement Foreign-Trade Zone Modernization Act of 2021 or the USMCA FTZ Modernization Act of 2021 This bill requires the International Trade Commission to investigate tariff policies related to foreign-trade zones (FTZs), which are designated sites at which special customs procedures may be used to allow for domestic activity involving foreign items prior to formal customs entry. The investigation must examine (1) differences in tariff treatment by the United States, Canada, and Mexico; (2) any effects of such differences on the cost-competitiveness of U.S.-manufactured products compared to products manufactured in Canada or Mexico; and (3) how FTZs in the United States could be better employed to redress and mitigate any inequities.
Protecting Life and Taxpayers Act of 2021 This bill requires federally funded entities to certify that they will not perform an abortion, and will not provide funds to any other entity that performs an abortion, except in cases of rape or incest or where a physical condition endangers the woman's life unless an abortion is performed. The bill's requirements do not apply to hospitals, as long as the hospital does not provide funds to any non-hospital entity for abortions that are not otherwise excepted.
