Safe Step Act This bill requires a group health plan to establish an exception to medication step-therapy protocol in specified cases. A medication step-therapy protocol establishes a specific sequence in which prescription drugs are covered by a group health plan or a health insurance issuer.  A request for such an exception to the protocol must be granted if (1) an otherwise required treatment has been ineffective, (2) such treatment is expected to be ineffective and delaying effective treatment would lead to irreversible consequences, (3) such treatment will cause or is likely to cause an adverse reaction to the individual, (4) such treatment is expected to prevent the individual from performing daily activities or occupational responsibilities, (5) the individual is stable based on the prescription drugs already selected, or (6) there are other circumstances as determined by the Employee Benefits Security Administration. The bill requires a group health plan to implement and make readily available a clear process for an individual to request an exception to the protocol, including required information and criteria for granting an exception. The bill further specifies timelines under which plans must respond to such requests.

Rebuild Rural America Act of 2021 This bill directs the Department of Agriculture (USDA) to establish the Rural Innovation and Partnership Administration and the Rural Future Partnership Fund to provide five-year renewable rural partnership block grants to certified rural regions to implement locally-developed regional revitalization plans. For purposes of these grants, the following areas may constitute a rural region: a micropolitan statistical area (i.e., at least 10,000 but fewer than 50,000 people); a collection of rural census tracts or counties that fall outside of a micropolitan or metropolitan statistical area (i.e., 50,000 people or more) and that demonstrate evidence of economic, social, and cultural cooperation; or an Indian reservation. To be eligible to receive a grant, a rural region must be certified by its state (or in the case of an Indian reservation, approved by USDA) after having formed a rural partnership council made up of representatives from across different sectors. USDA must provide each rural partnership council with training, education, support, and advice to enhance the technical assistance, research, organizational, and other capacities of the council. The bill also establishes a Rural Future Corps to (1) help rural communities expand critical services such as child care, health, nutrition assistance, education, and job training; and (2) strengthen the capacity of local governments and economic and community development organizations.

Family Support Services for Addiction Act of 2021 This bill directs the Substance Abuse and Mental Health Services Administration to award grants to certain nonprofits to develop or expand services for individuals with substance use disorders and their families.

Pandemic Heroes Compensation Act of 2021 This bill allows essential workers and their family members to file claims and receive compensation for harm or death suffered as a result of COVID-19 (i.e., coronavirus disease 2019). A Special Master appointed by the Department of Justice must review claims submitted and determine if a claimant is eligible for compensation, the extent of the harm to the claimant, and the amount of compensation to be awarded.

Moms Matter Act This bill establishes two grant programs to address maternal mental health conditions and substance use disorders, with a focus on racial and ethnic minority groups. First, the Substance Abuse and Mental Health Services Administration must award grants for maternal behavioral health services. Eligible grantees include state, tribal, and local governments; health care providers; and organizations that serve pregnant and postpartum individuals. Second, the Department of Health and Human Services may award grants to grow and diversify the maternal mental and behavioral health workforce by establishing or expanding schools and training programs.

Continued Funding for Senior Services During COVID-19 Act This bill provides additional funding for FY2021 to the Administration for Community Living for social services and programs for individuals aged 60 years or older, including to mitigate and prevent COVID-19 (i.e., coronavirus disease 2019). With respect to the additional funding, the bill waives matching requirements that typically apply to funding for these services and programs.

This resolution recognizes Black History Month as an opportunity to reflect on U.S. history and to commemorate the contributions of African Americans. It calls for the United States to (1) honor the contribution of pioneers who helped to ensure its legacy; and (2) move forward as a nation "indivisible, with liberty and justice for all."

Complete Streets Act of 2021 This bill directs each state to establish a competitive program to provide technical assistance and grants for the design and construction of complete streets to make transit routes safer and more accessible. Specifically, the bill directs the Department of Transportation (DOT) to establish benchmarks and guidance by which states can implement complete streets programs and eligible entities can carry out complete streets policies and principles; eligible entities seeking technical assistance or funds for a complete streets program to adopt policies using complete streets principles that are approved by the state or metropolitan planning organizations (MPOs) with jurisdiction over such entites; states and MPOs to certify that their complete street policies meet the minimum requirements set out by DOT; states to set aside 5% of their federal highway money to implement a complete streets program; and states and MPOs to adopt design standards for federal surface transportation projects that provide for the safe and adequate accommodation of all users of the surface transportation network, including motorized and non-motorized users, in all phases of project planning, development, and operation.

International Human Rights Defense Act of 2021 This bill establishes in the Department of State a permanent Special Envoy for the Human Rights of LGBTQI (lesbian, gay, bisexual, transgender, queer, or intersex) Peoples who shall serve as the principal State Department advisor regarding human rights for LGBTQI people and represent the United States in diplomatic matters relevant to the human rights of LGBTQI people. The special envoy shall periodically provide Congress with a U.S. global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI people. The State Department and the U.S. Agency for International Development may provide assistance to prevent and respond to such activities against LGBTQI people. The bill also requires that annual country reports on human rights practices include information on criminalization, discrimination, and violence based on sexual orientation and gender identity.

Strengthening Social Connections Act of 2021 This bill provides FY2021 supplemental appropriations to the Administration for Community Living for various activities to address the health effects of extended social isolation and loneliness among older individuals due to factors such as the COVID-19 (i.e., coronavirus disease 2019) pandemic.
