International Human Rights Defense Act of 2023

Maddy summaryThe International Human Rights Defense Act of 2023 establishes a permanent Special Envoy for LGBTQI+ human rights at the Department of State to lead U.S. foreign policy efforts addressing discrimination and violence against LGBTQI+ people globally. The bill requires the Special Envoy to develop an annual global strategy to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ individuals, with mandatory reporting on countries that criminalize same-sex relationships or discriminate based on sexual orientation, gender identity, or sex characteristics. It directs U.S. foreign assistance to support programs that protect LGBTQI+ rights, including health initiatives addressing HIV/AIDS in LGBTQI+ communities, and requires training for U.S. personnel and foreign officials on LGBTQI+ rights issues. The bill also mandates regular congressional briefings on the status of LGBTQI+ rights worldwide and U.S. government efforts to address abuses.

Loan Forgiveness for Educators Act

Maddy summaryThis bill creates a student loan forgiveness program for educators who work in designated high-need schools or early childhood education programs. After completing 5 years of qualifying service (which can be non-consecutive), educators will have 100% of their outstanding student loan debt forgiven, including interest and fees. The program also provides monthly loan forgiveness during service, with payments counted toward future forgiveness. It applies to teachers, school leaders, early childhood educators, and program directors working in these settings, including those in Bureau of Indian Education schools and Tribal programs. Service completed before the bill's enactment can count toward the 5-year requirement.

Puerto Rico Nutrition Assistance Fairness Act of 2023

Maddy summaryThis bill amends the federal Food and Nutrition Act to allow Puerto Rico to transition from its current nutrition assistance system to the Supplemental Nutrition Assistance Program (SNAP), which provides federal benefits to low-income households. It requires Puerto Rico to submit a transition plan to the U.S. Department of Agriculture within 60 days, with the agency having 180 days to approve it. Puerto Rico would operate under a 5-year transition period from its existing block grant system, during which the federal government must provide technical assistance and annual reporting. The bill directly affects Puerto Rico residents eligible for nutrition assistance and modifies federal funding formulas to support this transition.

Better Mental Health Care for Americans Act

Better Mental Health Care for Americans Act This bill modifies programs and payment rates for behavioral health services under Medicare, Medicare Advantage, the Medicare prescription drug benefit, Medicaid, and the Children's Health Insurance Program (CHIP). For example, the bill provides for specialized payment under the Medicare physician fee schedule of certain mental health and substance use disorder services that are integrated into primary care practice, such as preventive screenings and telehealth treatment. It also establishes and provides funds for a Medicaid demonstration program to provide such services to children in a variety of settings, including schools and hospitals. The bill also requires Medicare Advantage and Medicare prescription drug benefit plans to offer mental health and substance use disorder benefits in a manner that is no more restrictive than other benefits with respect to financial and treatment requirements (i.e., parity in benefits). Additionally, the Centers for Medicare & Medicaid Services must audit state Medicaid and CHIP programs with respect to parity requirements and post its related enforcement actions on its website; the bill provides funds for these purposes.

Abortion is Health Care Everywhere Act of 2023

Maddy summaryThis bill amends U.S. foreign aid law to remove restrictions preventing federal funds from supporting abortion services as part of comprehensive reproductive health care. It directly affects U.S. international health programs and people in low- and middle-income countries who rely on U.S.-funded reproductive health services. The key provision explicitly allows foreign assistance funds to cover abortion services, training, and equipment for safe abortion care, alongside other reproductive health services. This changes how U.S. aid is allocated globally, aiming to increase access to safe abortion care in countries where it is legal.

American Innovation and Jobs Act

Maddy summaryThis bill modifies U.S. tax code to boost research and development (R&D) investment by businesses. It allows companies to immediately deduct R&D costs (instead of amortizing them over 5 years) and expands refundable tax credits for small businesses, raising the annual credit cap from $250,000 to $750,000 by 2032. Small businesses with gross receipts under $15 million can now qualify for higher credit rates (up to 20% of R&D costs) and may exclude years with no R&D expenses when calculating credits. The changes apply to taxable years beginning after December 2022, directly benefiting R&D-focused startups and small businesses.

A bill to amend section 7014 of the Elementary and Secondary Education Act of 1965 to advance toward full Federal funding for impact aid, and for other purposes.

Maddy summaryThis bill amends the Elementary and Secondary Education Act to increase annual federal funding for impact aid programs. It sets specific, rising funding amounts for four key areas: payments to school districts affected by federal property use ($90.3M in 2024, growing to $150.3M by 2029), basic payments to local school districts ($1.63B in 2024, growing to $2.45B by 2029), payments for children with disabilities ($60.3M in 2024, growing to $120.3M by 2029), and school construction grants ($22.9M in 2024, growing to $45.4M by 2029). These funds directly support school districts facing financial impacts from federal land ownership or operations. The bill advances toward full federal funding for these established programs by authorizing increased annual appropriations through 2029.

MONARCH Act of 2023

Maddy summaryThe MONARCH Act of 2023 establishes a $12.5 million annual fund to support habitat restoration for the western monarch butterfly, which has declined by over 99% in 30 years and faces imminent extinction. It provides grants to local governments, tribal agencies, and nonprofits for projects like planting native milkweed, protecting overwintering sites, and restoring breeding habitats across seven Western states (California, Arizona, Nevada, Oregon, Washington, Idaho, Utah). Projects must include tribal consultation, demonstrate conservation potential, and avoid conflicts with food safety practices, with the Secretary of the Interior approving proposals based on their likelihood to aid recovery. The bill requires annual public reports on project outcomes and monarch population status, ensuring transparency in conservation efforts.

FAIR Contributions Act

Maddy summaryThis bill requires the Federal Communications Commission (FCC) to study whether edge providers (like social media, streaming services, and app stores) should contribute to the Universal Service Fund (USF), which supports affordable broadband in rural areas, schools, and low-income households. The FCC must submit a report to Congress within 180 days, examining factors like how contributions would be calculated, equity impacts on consumers, and effects on USF sustainability. The bill does not change current funding rules - it only mandates a study to assess the feasibility of shifting USF funding to digital services. This study would inform future policy decisions but does not enact any new contributions.
