A bill to establish a Global Climate Change Resilience Strategy, to authorize the admission of climate-displaced persons, and for other purposes.

This bill generally addresses the adverse effects of climate change with a particular focus on immigration. Specifically, the bill establishes an immigration pathway to admit climate-displaced persons into the United States. These are individuals (1) who need durable resettlement because of an environmental change that adversely affects their living conditions, and (2) whose government cannot or will not provide a resettlement solution. Persons admitted to the United States under this pathway are entitled to the same resettlement assistance and benefits available to refugees. Additionally, the bill authorizes the President to provide foreign assistance for promoting resilience and reducing vulnerability among communities facing adverse effects of climate change. It also creates the position of Coordinator of Climate Change Resiliency in the Department of State. Moreover, the State Department must implement, and periodically report on, a strategy to mitigate the impact of climate change on displacement and humanitarian emergencies. The State Department must also provide (1) training on climate displacement to foreign service officers assigned to countries from which climate-displaced persons originated, and (2) guidance on the humanitarian impacts associated with climate change to all U.S. diplomatic missions. The bill also requires the President to report on displacement caused by climate change.

Lymphedema Treatment Act

Lymphedema Treatment Act This bill provides for Medicare coverage of lymphedema compression treatment items. Specifically, the bill provides for coverage of (1) standard and custom fitted gradient compression garments that are prescribed by a physician or other specified health care professional to treat lymphedema, and (2) other devices determined to be effective in the prevention or treatment of lymphedema.

Promotion and Expansion of Private Employee Ownership Act of 2021

Promotion and Expansion of Private Employee Ownership Act of 2021 This bill expands tax incentives and federal assistance for employee stock ownership plans (ESOPs) that are sponsored by S corporations. The bill extends to all domestic corporations, including S corporations, provisions allowing deferral of tax on gain from the sale of employer securities to an ESOP. The Department of the Treasury must establish the S Corporation Employee Ownership Assistance Office to foster increased employee ownership of S corporations. The bill defines an ESOP business concern and allows such a concern to continue to qualify as a small business for the purposes of programs under the Small Business Act. An ESOP business concern is a business concern that was a small business concern eligible for a loan, preference, or other program under the Small Business Act before more than 49% of the business concern was acquired by an ESOP.

Environmental Justice for Communities Act of 2021

Environmental Justice for Communities Act of 2021 This bill reauthorizes through FY2022 (1) the Environmental Justice Small Grants Program; (2) the Environmental Justice Collaborative Problem-Solving Cooperative Agreement Program, which provides financial assistance to address local environmental or public health issues; and (3) the Community Action for a Renewed Environment grant program, which assists communities address multiple sources of toxic pollutants.

Agriculture Resilience Act of 2021

Agriculture Resilience Act of 2021 This bill establishes, expands, and revises multiple programs and activities of the Department of Agriculture (USDA) primarily to reduce carbon emissions from the agriculture sector. Specifically, USDA must finalize and implement a plan to achieve net-zero emissions from the sector by 2040. USDA must periodically review and revise the plan, as necessary, and annually report on its implementation. Additionally, the bill expands the scope of various USDA research, extension, and education programs; conservation programs; and livestock programs to incorporate climate change adaption and mitigation. Expanded activities include efforts to improve soil health and preserve farmland and grassland. Further, the bill changes programs that support renewable energy in rural areas to address carbon emissions in the agriculture sector. Among these changes, the bill provides statutory authority for a program for reducing methane emissions from livestock waste that is carried out by the Environmental Protection Agency and transitions the program to USDA. The bill also addresses food waste, for example, by (1) standardizing the voluntary labels used by food producers to indicate the date by which food should be used or discarded, and (2) making composting activities eligible for support through USDA conservation programs. Moreover, the bill establishes grants to reduce and prevent food waste in landfills and in schools.

PROTECT Immigration Act

Protecting the Rights Of Towns against federal Enforcement contrary to Constitutional Tenets for Immigration Act or the PROTECT Immigration Act This bill establishes that the authority to investigate, apprehend, or detain aliens for the purposes of immigration enforcement is limited to immigration officers and authorized Department of Homeland Security employees, except when such authority is provided to other individuals under specified statutes. Specifically, this restriction does not apply in certain instances involving (1) an actual or imminent mass influx of aliens, (2) persons bringing in and harboring aliens in violation of immigration laws, or (3) an alien illegally present in the United States who had previously left or was deported after being convicted of a felony. The bill repeals the authority allowing the Department of Justice to enter into agreements authorizing state or local government employees to perform immigration enforcement functions.

Advanced Coursework Equity Act

Advanced Coursework Equity Act This bill directs the Department of Education to establish three grant programs to increase enrollment and performance of underrepresented students in advanced courses and programs. Local educational agencies receiving grants or subgrants must use such funds for certain activities, such as conducting community engagement, expanding enrollment of underrepresented students in advanced courses, and providing direct services (e.g., tutoring) to underrepresented students.

Social Security Fairness Act

Social Security Fairness Act This bill repeals provisions that reduce Social Security benefits for individuals who receive other benefits, such as a pension from a state or local government. The bill eliminates the government pension offset , which in various instances reduces Social Security survivors' benefits for spouses, widows, and widowers who also receive government pensions of their own. The bill also eliminates the windfall elimination provision , which in some instances reduces Social Security benefits for individuals who also receive a pension or disability benefit from an employer that did not withhold Social Security taxes. These changes are effective for benefits payable after December 2021.

Metastatic Breast Cancer Access to Care Act

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait five months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.
