This resolution designates March 2021 as National Women's History Month. The resolution also recognizes the celebration of such month as a time to reflect on the contributions that women have made to the United States.
Survivors' Access to Supportive Care Act or SASCA This bill sets out programs and requirements to address access and quality issues related to sexual-assault examinations. Specifically, the bill establishes training and technical assistance programs for health care providers on conducting sexual-assault examinations and treating survivors of sexual assault, including in rural and tribal settings; grants for states to assess the availability of trained providers to perform sexual-assault examinations; and a task force to assist state-level efforts to improve medical forensic evidence collection related to sexual assault. The bill also requires institutions of higher education to provide information about the availability of sexual-assault examinations to survivors of sexual assault. Additionally, hospitals and specified components of the Department of Health and Human Services (HHS) must report on access and quality issues concerning sexual-assault examinations and related services. Furthermore, HHS must address access to, and the quality of, trained health care providers who conduct sexual-assault examinations in the National Quality Strategy. This is a national effort to align public-sector and private-sector stakeholders to achieve better health and health care.
Affordable and Safe Prescription Drug Importation Act This bill allows expanded importation of eligible prescription drugs and addresses related issues. Current law allows the Department of Health and Human Services (HHS) to authorize the importation of certain eligible prescription drugs from Canada if HHS certifies to Congress that doing so would pose no additional risk to public health and safety and would result in significant cost savings for consumers. The bill removes this certification requirement and requires HHS to issue regulations that permit the importation of qualifying prescription drugs from Canada. After a certain amount of time, HHS may authorize importation from certain other countries if it determines that importation from Canada has resulted in cost savings for consumers and increased access to safe medication. The bill also expands the types of prescription drugs eligible for importation to include, for example, biologics such as insulin. Furthermore, the bill allows individuals to use an eligible licensed foreign pharmacy to fill a U.S.-issued prescription for a qualifying drug for personal use. Currently, an individual seeking to import a prescription drug generally must acquire a waiver from HHS. The bill imposes various requirements related to certification of foreign sellers, labeling of imported drugs, and supply chain security. The bill also (1) prohibits certain acts that discriminate against foreign sellers, such as charging higher prices to foreign sellers than to other sellers in the same country; and (2) imposes criminal penalties for online websites that sell counterfeit drugs or dispense drugs without a required prescription.
Mental Health Access Improvement Act of 2021 This bill provides for coverage of marriage and family therapist services and mental health counselor services under Medicare. It also excludes such services from the skilled nursing facility prospective payment system, and authorizes marriage and family therapists and mental health counselors to develop discharge plans for post-hospital services.
Repairing Existing Public Land by Adding Necessary Trees Act or the REPLANT Act This bill directs the Department of Agriculture (USDA) annually for each of the 10 years after enactment of this bill to transmit to Congress an estimate of the sums necessary to be appropriated, in addition to the funds available from other sources, to replant and otherwise treat an acreage equal to the acreage to be cut over that year, plus a sufficient portion of the backlog of lands found to be in need of treatment to eliminate the backlog within the 10-year period. After such 10-year period, USDA shall transmit annually to Congress an estimate of the sums necessary to replant and otherwise treat all lands being cut over and maintain planned timber production on all other forested lands in the National Forest System to prevent the development of a backlog of needed work larger than the needed work at the beginning of the fiscal year. Each reforestation activity included in a renewable resource assessment shall be carried out in accordance with applicable Forest Service management practices and definitions, including definitions relating to silvicultural practices and forest management. The Forest Service shall, based on recommendations from regional foresters, create a priority list of reforestation projects that primarily take place on priority land, promote effective reforestation following unplanned events, and may include activities to ensure adequate and appropriate seed availability. USDA shall give priority to projects on the priority list.
Jumpstart Our Businesses by Supporting Students Act of 2021 or the JOBS Act of 2021 This bill expands student eligibility for Pell Grants by establishing the Job Training Federal Pell Grant program. Specifically, the bill requires the Department of Education to award a job training Pell Grant to a student who does not have a degree; attends an institution of higher education (IHE); is enrolled in a career and technical education program at an IHE that provides 150 to 600 clock hours of instructional time over a period of 8 to 15 weeks and provides training aligned with high-skill, high-wage, or in-demand industry sectors (i.e., job training programs); and meets all other eligibility requirements for a Pell Grant. It also specifies that any period during which a student receives a job training Pell Grant counts toward that student's Pell Grant eligibility period.
Wise Investment in Children Act of 2021 or the WIC Act of 20 21 This bill expands eligibility for children to receive benefits under the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). The bill authorizes the Department of Agriculture to grant a waiver to a state, on request, that waives certification deadline requirements under the program if such state demonstrates there are unusual technological barriers to implementation, operational costs are not affordable within the nutrition services and administration grant of the state, or it is in the best interest of the program. If a waiver is granted, the bill extends eligibility for the program until the period that ends on the earlier of the sixth birthday of a child or when the child enters kindergarten; extends the certification period under the program for infants to up to two years, instead of the current one year; and increases the certification time under the program for postpartum women to a period of up to two years.
TRICARE Fairness for National Guard and Reserve Retirees Act This bill aligns eligibility for TRICARE health coverage with the age at which personnel of the Retired Reserve (former National Guard and Reserve members) begin receiving retired pay. Specifically, personnel of the Retired Reserve who are not yet age 60 but are receiving their retirement pay may purchase TRICARE health coverage for retired military personnel, rather than the presently allowed TRICARE Retired Reserve. Under current law, Reserve Component personnel may retire below age 60, but not below 50, based on active duty performance.
Improving Access to Mental Health Act of 2021 This bill increases the Medicare reimbursement rate for clinical social worker services. The bill excludes clinical social worker services from the prospective payment system in which predetermined amounts form the basis for payment under Medicare. Additionally, the bill alters the definition of clinical social worker services as it relates to Medicare. Under current law, such services (1) include services performed for the diagnosis and treatment of mental illnesses, and (2) exclude services furnished to an inpatient of a skilled nursing facility as a condition of the facility's participation in the Medicare program. The bill repeals these provisions and instead specifies that such services include certain types of health behavior assessment and intervention.
Empowering Medicare Seniors to Negotiate Drug Prices Act of 2021 This bill allows the Centers for Medicare & Medicaid Services to negotiate drug prices under the Medicare prescription drug benefit and to institute a price structure for the reimbursement of drugs covered under the benefit.
