This resolution condemns those acting on behalf of Russia for committing acts of genocide against the Ukrainian people. Expanding Home Loans for Guard and Reservists Act This bill revises a provision that makes full-time National Guard members who serve for a specified period eligible for home loans from the Department of Veterans Affairs to instead make any individual who performed active service for the specified period eligible for the loans.
Bring Our Heroes Home Act This bill establishes at the National Archives a collection of records that relate to the fate or status of missing Armed Forces personnel. Each government office must identify and locate such records in its possession and transmit them to the Archives. The bill establishes a temporary board to ensure and facilitate the review, transmission, and public disclosure of such records. The bill generally makes such records public, with specified exceptions.
Syria Detainee and Displaced Persons Act This bill addresses detainees in Syria affiliated with the Islamic State in Iraq and Syria (ISIS), including by requiring an interagency strategy regarding such detainees.
Black Sea Security Act of 2022 This bill authorizes the National Security Council to direct an interagency strategy to (1) increase coordination with NATO and the European Union, (2) deepen economic ties, and (3) strengthen the security and democratic resilience of partners in the Black Sea region in accordance with U.S. values and interests.

Holding Accountable Russian Mercenaries Act or the HARM Act This bill requires the Department of State to designate the PMC Wagner Group as a foreign terrorist organization. Such designation also applies to any affiliated and successor entities undertaking malign activities against the United States and its allies or partners. (Among other things, such a designation allows the Department of the Treasury to require financial institutions to block transactions involving the organization.) The President may waive the application of sanctions against these entities if the President determines it to be in the national interest.
