Holocaust Expropriated Art Recovery Act of 2025 This act permanently extends and expands judicial authority under the Holocaust Expropriated Art Recovery Act of 2016. The law allows and establishes procedures for civil claims and causes of action to recover artwork and other property lost between 1933 and 1945 because of Nazi persecution. Among the changes, the act removes the deadline for filing civil claims or causes of action. Currently, the filing deadline is December 31, 2026. (Claims must still be filed within six years of the claimant's discovery of the property in question.) The act permits courts to exercise jurisdiction over civil claims or causes of action against a foreign state without regard to the nationality or citizenship of the alleged victim. The art or property at issue must still have a connection to the foreign state's commercial activities in the United States. Additionally, the act authorizes nationwide service of process, which allows courts to exercise personal jurisdiction over defendants in any judicial district where they may be found, reside, have an agent, or transact business. Finally, the act limits the defenses that may be asserted against civil claims or causes of action, including by prohibiting defenses based on the passage of time, including equitable defenses such as laches (i.e., unreasonable delays); and discretionary bases for dismissal that are unrelated to the merits of the claim, including international comity (i.e., deference to the laws of other countries). These changes apply to pending and future civil claims or causes of action.
Maddy summaryThis Senate resolution designates the first week of April as National Asbestos Awareness Week to raise public awareness about the dangers of asbestos exposure. The bill does not create new laws or regulations but instead calls for the Surgeon General to educate the public about asbestos-related health risks. It highlights that asbestos fibers can cause serious diseases like mesothelioma and asbestosis, particularly affecting workers and residents of older buildings constructed before 1975. The resolution also requests that a copy be sent to the Office of the Surgeon General to support ongoing health education efforts.
Maddy summaryThe Protect Your Points Act of 2026 would require airlines operating frequent flyer programs to provide consumers with more transparent information and protections regarding loyalty points and miles. Key provisions mandate that carriers display the financial value of points, show expiration dates (which would be prohibited), allow free transfers between members, and offer flexible payment options combining cash and points. The bill also requires airlines to provide at least one year of notice before changing program terms or devaluing accrued points, while implementing enhanced account security measures like multi-factor authentication. These rules would apply to all major U.S. airlines that offer frequent flyer programs and their co-branded credit card partnerships.
Maddy summaryThis bill establishes a funding mechanism to support youth vaping prevention efforts by increasing tobacco industry user fees and expanding how those fees are collected and allocated. It requires tobacco manufacturers and importers to submit detailed sales data to the FDA, which will use this information to calculate fees based on market share and distribute funds for public education campaigns targeting teens and minors. The legislation also mandates annual reporting to Congress on how user fees are spent between different types of tobacco products and requires the FDA to explain how it ensures sufficient funding for youth vaping prevention education.
Maddy summaryThis bill extends eligibility for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) to new mothers for up to two years after giving birth, instead of the current six-month limit. It also adjusts the breastfeeding requirement to allow continued participation for 24 months rather than one year, helping families receive nutritional support during a longer postpartum period. The legislation requires the Secretary of Agriculture to submit a report to Congress within two years evaluating how these changes affect maternal and infant health, breastfeeding rates, and family experiences. Directly affected individuals include new mothers and their infants who currently lose access to WIC benefits before the end of their first year postpartum.
Maddy summaryThis bill requires data centers with a peak demand of at least 25 megawatts to submit annual reports on their energy and water consumption to state agencies or federal officials if states lack such programs. The reports must include monthly usage data, efficiency metrics, and five-year projections for future energy and water use, along with plans for improving efficiency. States can charge fees to cover data collection costs, and the federal government will publish annual aggregated reports on national data center impacts on energy and water resources.
Maddy summaryThe Rural America Health Corps Act creates a demonstration program to help health professionals work in rural areas by offering loan repayment assistance. Eligible individuals must commit to five years of full-time employment in a rural health professional shortage area to receive payments on their student loans. The program would pay one-fifth of the loan principal and interest each year of service, with a maximum total payment of $200,000 per person. This initiative is designed to address healthcare access challenges in rural communities by incentivizing medical professionals to serve in underserved areas.
Maddy summaryThis bill, known as the Plastic Pellet Free Waters Act, directs the Environmental Protection Agency to ban the discharge of pre-production plastic pellets and related materials into wastewater and runoff from specific industrial facilities. It requires the EPA to issue new rules within 60 days that prohibit these discharges from factories that make, use, package, or transport plastic pellets, as well as from facilities regulated under existing federal water pollution regulations. The law mandates that these new restrictions be included in all wastewater and stormwater permits issued by the EPA and state programs, as well as in performance standards for affected industrial point sources. This legislation directly impacts manufacturers and distributors of plastic pellets and aims to prevent plastic pollution from entering water systems during the production and packaging stages.
