Emmett Till and Mamie Till-Mobley Congressional Gold Medal Act of 2021 This act provides for the posthumous presentation of a Congressional Gold Medal in commemoration of Emmett Till and Mamie Till-Mobley. After it is awarded, the medal shall be given to the National Museum of African American History and Culture.

Law Enforcement De-Escalation Training Act of 2022 This act directs the Department of Justice (DOJ) to develop scenario-based training curricula (or identify existing curricula) that includes topics such as alternatives to the use of force, de-escalation tactics, and safely responding to an individual experiencing a mental, behavioral health, or suicidal crisis. The act also directs DOJ to make grants to states for costs associated with providing the training to law enforcement officers or mental health professionals.

Justice and Mental Health Collaboration Reauthorization Act of 2022 This act expands the allowable use of grants under the Justice and Mental Health Collaboration Program. The program provides state, local, and tribal grants to improve the criminal justice system's response to people with mental health disorders. Among the provisions, the act allows funds for diversion and alternative prosecution and sentencing programs to be used for training for state and local prosecutors related to diversion programs; allows funds for multidisciplinary teams to be used to support police officers and mental health crisis workers responding together to mental health calls; and allows grants to be awarded for additional purposes such as suicide prevention programs and services, case management services, and state and local implementation of the 988 suicide hotline. Additionally, the act reauthorizes through FY2027 the requirement for the Department of Justice to examine and report on the prevalence of mentally ill offenders in prisons and jails.

Prison Camera Reform Act of 2021 This act establishes various requirements to ensure that the security camera, radio, and public address systems used by the Bureau of Prisons (BOP) have the capabilities necessary to (1) ensure the health and safety of staff and inmates; and (2) ensure the documentation and accessibility of video evidence pertaining to misconduct, maltreatment, or criminal activity within correctional facilities. Among the requirements, the BOP must evaluate the systems currently in use at its facilities and implement a plan that addresses deficiencies in and makes upgrades to the systems.

Iran Hostages Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal to the 53 hostages of the Iran Hostage Crisis (November 4, 1979-January 21, 1981) in recognition of their bravery and endurance throughout their captivity.

Preventing Child Sex Abuse Act of 2022 This bill makes changes to the federal law prohibiting child sexual tourism. First, the bill revises the specific intent required for certain offenses involving interstate or foreign travel to engage in or facilitate illicit sexual conduct. Specifically, this bill requires the government to prove that an individual traveled (or facilitated travel) with the intent to engage in illicit sexual conduct (currently, with a motivating purpose of engaging in illicit sexual conduct). Further, it specifies that the term intent is to be construed as any intention to engage in illicit sexual conduct at the time of the travel. Second, the bill establishes new criminal offenses for acts in furtherance of illicit sexual conduct by an officer, director, employee, or agent of an organization through his or her connection to or affiliation with the organization. A violation is subject to a fine, a prison term of up to 30 years, or both. Finally, the bill specifies that the term sexual activity for which any person can be charged with a criminal offense does not require interpersonal physical contact.

Rural Opioid Abuse Prevention Act This act expands the allowable uses of grant funds under the Comprehensive Opioid, Stimulant, and Substance Abuse Program administered by the Department of Justice. Specifically, the act allows grants to be used for pilot programs for rural areas to implement community response programs that focus on reducing opioid overdose deaths, which may include presenting alternatives to incarceration.

Defense of United States Infrastructure Act of 2021 This bill sets out programs and requirements related to critical infrastructure and cybersecurity threats, including (1) a pilot program to enable federal and nonfederal entities to share information in order to prevent, identify, and mitigate cyber threats; (2) reporting about the federal government's efforts to support security certifications for information technology; and (3) a working group to develop a strategy for implementing security measures for foundational internet protocols.

Access for Veterans to Records Act of 2022 This bill directs the Office of the Archivist of the United States to submit to Congress a comprehensive plan for eliminating the backlog of requests for records from, and improving the efficiency and responsiveness of operations at, the National Personnel Records Center. Such plan must include the number and percentage of unresolved veteran record requests that have been pending for more than 20 days, 90 days, and one year; target time frames to eliminate the backlog; a detailed plan for using existing funds to improve technology infrastructure, including secure access to appropriate agency federal records, to prevent future backlogs; actions to improve customer service for requesters; measurable goals with respect to the comprehensive plan and metrics for tracking progress toward such goals; and strategies to prevent future record request backlogs, including backlogs caused by an event that prevents employees of the center from reporting to work in person. The office must submit updates of such plan at specified intervals.
