Ukraine Supplemental Appropriations Act, 2022 This bill provides FY2022 supplemental appropriations for various activities related to Ukraine, including funding for the Department of Energy to respond to the situation in Ukraine, assistance for refugees from Ukraine, and assistance to Ukraine through the Foreign Military Financing Program.

Ultrasound Informed Consent Act This bill requires abortion providers, as a condition of receiving federal funding, to conduct an ultrasound before performing an abortion. Specifically, before a woman gives informed consent to any part of an abortion, the abortion provider must perform an obstetric ultrasound on the pregnant woman; display the ultrasound images and make audible (when present) the heartbeat and related cardiac sounds for the woman to view and hear while simultaneously explaining the ultrasound depiction and the cardiac sounds; provide a complete medical description of the images, including the dimensions of the embryo or fetus, cardiac activity if present and visible, and the presence of external members and internal organs if present and viewable; and provide the woman with a copy of the ultrasound image. Providers are subject to civil actions and penalties for violations. The bill's ultrasound requirements do not apply in cases where a physical disorder, illness, or injury caused by the pregnancy endangers a woman's life. A woman is also not required to view the ultrasound images; nor may she or the provider be penalized if she declines to do so.

Preempting Misguided Appeasement and Financing of Destabilizing Regimes Act of 2022 This bill prohibits the importation of crude oil, petroleum, petroleum products, and liquefied natural gas from Venezuela and Iran. The prohibition does not apply to those products seized by the U.S. government for violations of sanctions.

Maternal and Child Health Stillbirth Prevention Act of 2022 This bill expands the scope of the Maternal and Child Health Services Block Grant to include research and activities to prevent stillbirths.

Defending American Courts Act This bill imposes limitations relating to a person (i.e., individual or entity) that seeks to use an injunction from a foreign tribunal to restrict a patent infringement claim in the United States. For example, if the person asserting such a foreign injunction has been found liable for patent infringement in a U.S. court, that court shall, with certain exceptions, make specified presumptions that generally increase the likelihood of the court (1) increasing the damages awarded in the case, and (2) awarding attorney fees to the patent owner.

Say No to the Silk Road Act This bill requires various actions pertaining to China's sovereign digital currency. Specifically, the bill requires (1) the Office of Management and Budget to develop guidance for executive agencies pertaining to security requirements for the use of China's sovereign digital currency, (2) countries accepting assistance through the Foreign Military Financing Program to disclose any use of such currency as a settlement or reserve currency, and (3) the Department of State to include on its public website a warning for travelers about the dangers of such currency.

Irresponsible Olympic Collaboration Act or the IOC Act This bill eliminates the tax exemption for any organization or entity whose primary purpose is the promotion of international, multi-sport, athletic competitions, and that has gross receipts in in excess of $100 million for any of the 3 preceding taxable years (e.g., the International Olympic Committee).

Preventing Runaway Inflation in Consumer Expenditures Act or the PRICE Act This bill establishes a point of order that prohibits the Senate from considering legislation that would cause a net increase in outlays unless the Congressional Budget Office certifies that inflation is below 3%. The point of order may be waived by an affirmative vote of three-fifths of the Senate.

Ban Russian Energy Imports Act This bill declares that a national emergency exists with respect to the aggression of Russia against Ukraine. During this emergency, the President must prohibit the importation of crude oil, petroleum, petroleum products, liquefied natural gas, and coal in which Russia or a Russian national has any interest. The bill exempts products that are already loaded or in transit at the time of this bill's enactment.
