Office of Gun Violence Prevention Act of 2025

Maddy summaryThis bill establishes a new Office of Gun Violence Prevention within the Department of Justice to coordinate federal efforts addressing gun violence. The Office, led by a Director appointed by the Attorney General, will integrate existing Justice Department programs (like background checks and victim services), evaluate their effectiveness, identify data gaps, and develop evidence-based recommendations for Congress and the President. It will also conduct public education campaigns on safe firearm storage and suicide prevention, assist communities after gun violence incidents (such as mass shootings), and coordinate with other federal agencies including Health and Human Services and Education. The Office must issue annual reports detailing gun violence trends and policy recommendations, supported by an Advisory Council including survivors, public health officials, and community representatives.

Age 21 Act

Maddy summaryThe Age 21 Act (S 597) would prohibit individuals under 21 years old from purchasing certain firearms and related items. The bill specifically targets semiautomatic assault weapons, certain pistols, shotguns, and large-capacity ammunition feeding devices by amending Section 922 of Title 18. It defines detailed categories of firearms that would be covered, including specific models like AR-15s and AK-47s, as well as features like detachable magazines that hold more than 10 rounds. The bill would require sellers to verify that buyers are at least 21 years old for these specific firearms and ammunition types. This would directly affect young adults aged 18-20 who would no longer be able to purchase these defined firearms.

Enhanced Iran Sanctions Act of 2025

Maddy summaryThis bill imposes new sanctions on foreign entities (including banks, insurers, and logistics companies) that knowingly facilitate Iran's oil, gas, LNG, or petrochemical exports. It blocks U.S. property of sanctioned entities and bars targeted individuals from entering the U.S. via visa restrictions or revocation. Exceptions cover goods imports and certain international obligations, while the President may grant limited 180-day waivers for national security reasons, subject to congressional reporting. The law aims to disrupt Iran's energy revenue streams used for terrorism, weapons programs, and repression, with enforcement coordinated through a new interagency working group.

Rural Hospital Closure Relief Act of 2025

Maddy summaryThis bill allows states to waive the 35-mile rule for certain rural hospitals seeking Critical Access Hospital (CAH) designation under Medicare. It targets hospitals that are sole community hospitals, Medicare-dependent small rural hospitals, low-volume hospitals, or subsection (d) hospitals located in high-poverty or health professional shortage areas, with two consecutive years of negative margins. To qualify, hospitals must commit to adding high-demand services like obstetrics or behavioral health and submit annual reports on these services. The bill caps total CAH designations at 120 nationwide (5 per state) and requires transition to new payment models after 9 years. It also mandates studies by GAO and MedPAC to evaluate impacts on access and costs.

Protecting Sensitive Locations Act

Protecting Sensitive Locations Act This bill prohibits immigration enforcement actions within 1,000 feet of a sensitive location except in exigent circumstances, such as the imminent risk of death, violence, or physical harm to any person. Sensitive locations include  health care facilities; schools and school bus stops; places that provide assistance for people such as children, pregnant women, and abuse victims; child care facilities; places that provide disaster or emergency services; places of worship; courthouses and lawyers’ offices; facilities used as polling places; certain labor union facilities; and public assistance offices. The prohibition shall apply to Department of Homeland Security officers and agents, as well as state employees pursuing immigration enforcement actions. If an enforcement action is carried out in violation of this prohibition (1) no information resulting from the action may be entered into the record in a resulting removal proceeding, and (2) the affected individual may move to immediately terminate such a proceeding. U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection shall annually report to Congress about enforcement actions taken at sensitive locations in the preceding year.

Protect Our Letter Carriers Act of 2025

Maddy summaryThis bill directs $1.4 billion annually (2025-2029) to upgrade U.S. Postal Service mailboxes with high-security models and replace physical "arrow keys" with electronic locks, directly affecting postal carriers and mail collection points. It requires the Attorney General to appoint dedicated prosecutors in each judicial district to coordinate investigations and prosecutions of crimes against postal employees, including assaults or robberies. The bill also mandates the U.S. Sentencing Commission to amend guidelines so that assaults or robberies against postal employees are treated with the same severity as assaults against law enforcement officers. These changes aim to enhance physical security, improve legal responses to violence, and increase penalties for attacks on postal workers.

SECURE Firearm Storage Act

Maddy summaryS 468, the SECURE Firearm Storage Act, requires federally licensed firearm importers, manufacturers, and dealers to securely store firearms and paper records when their business premises are closed. It mandates that firearms must be secured using a hardened steel rod through the trigger guard (with specific locks and anchoring) or stored in locked fireproof safes, cabinets, or vaults. The bill also requires secure storage for paper transaction records and allows the Attorney General to set additional security rules for businesses. Violations trigger tiered penalties: $1,000-$10,000 fines for first offenses, license suspension for second offenses, and license revocation for third offenses. The storage requirements for firearms take effect one year after enactment, while paper record rules begin 90 days after enactment.

Alternatives to PAIN Act

Maddy summaryS 475, the Alternatives to PAIN Act, changes Medicare Part D coverage to make non-opioid pain management drugs more accessible and affordable for beneficiaries. It requires Medicare plans to cover qualifying non-opioid pain drugs without deductibles and place them on the lowest cost-sharing tier (meaning patients pay the least out-of-pocket) starting in 2026. The bill also prohibits plans from requiring step therapy (forcing patients to try opioids first) or prior authorization for these specific drugs. Qualifying drugs must treat acute pain (like post-surgery), not work on opioid receptors, have no equivalent alternatives, and meet cost thresholds. This directly affects Medicare Part D beneficiaries needing pain management and the plans that cover them.
