Better CARE for Animals Act of 2025

Maddy summaryHR 3112, the Better CARE for Animals Act of 2025, strengthens enforcement of the federal Animal Welfare Act by requiring dealers and exhibitors to hold valid licenses for animal sales or transport (Section 4). It expands enforcement authority by allowing the Attorney General to sue violators for up to $10,000 per day, seize animals, and seek injunctions (Section 20), while clarifying that courts can address violations of related rules and regulations. The bill directly affects animal dealers, exhibitors, the USDA, and the Department of Justice, creating clearer pathways for holding violators accountable. Key provisions include updating definitions, broadening inspection powers to cover all regulations, and directing penalty funds toward temporary animal care costs during legal proceedings.

Assault Weapons Ban of 2025

Assault Weapons Ban of 2025 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Equality Act

Maddy summaryThe Equality Act (HR 15) amends federal civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in employment, housing, public accommodations, credit, and jury service. It expands existing protections under the Civil Rights Act of 1964 by adding sexual orientation and gender identity as protected characteristics under sex discrimination prohibitions. The bill clarifies that discrimination against LGBTQ people is a form of sex discrimination, consistent with the Supreme Court's Bostock decision, and adds specific definitions for gender identity and sexual orientation. This legislation directly affects businesses, employers, housing providers, financial institutions, and government entities that serve the public. The bill creates a more comprehensive legal framework to address discrimination that LGBTQ people face in multiple aspects of daily life.

Arctic Refuge Protection Act

Maddy summaryHR 3067, the Arctic Refuge Protection Act, repeals the existing oil and gas program for the Arctic National Wildlife Refuge (ANWR) and designates approximately 1.56 million acres of the refuge's Coastal Plain as wilderness. This directly affects federal management of the ANWR, halting potential oil drilling in the designated area. The bill requires the Secretary of the Interior to administer the newly designated wilderness area under the Wilderness Act, treating it as part of the existing wilderness within ANWR. The change prevents future oil and gas development on this specific portion of the refuge.

Medicare for All Act

Medicare for All Act This bill establishes a national health insurance program that is administered by the Department of Health and Human Services (HHS). Among other requirements, the program must (1) cover all U.S. residents; (2) provide for automatic enrollment of individuals upon birth or residency in the United States; and (3) cover items and services that are medically necessary or appropriate to maintain health or to diagnose, treat, or rehabilitate a health condition, including hospital services, prescription drugs, mental health and substance abuse treatment, dental and vision services, long-term care, gender affirming care, and reproductive care, including contraception and abortions. The bill prohibits cost-sharing (e.g., deductibles, coinsurance, and copayments) and other charges for covered services. Additionally, private health insurers and employers may only offer coverage that is supplemental to, and not duplicative of, benefits provided under the program. Health insurance exchanges and specified federal health programs terminate upon program implementation. However, the program does not affect coverage provided through the Department of Veterans Affairs or the Indian Health Service. The bill also establishes a series of implementing provisions relating to (1) health care provider participation; (2) HHS administration; and (3) payments and costs, including the requirement that HHS negotiate prices for prescription drugs. Individuals who are age 18 or younger, age 55 or older, or already enrolled in Medicare may enroll in the program starting one year after enactment of this bill; other individuals may buy into the program at this time. The program must be fully implemented two years after enactment.

Recognizing the significance of "Community College Month" in April 2025 as a celebration of the more than 1,000 community colleges throughout the United States that support access to higher education, workforce training, and more, and broadly sustain and advance the economic prosperity of the United States.

Maddy summaryHRES 340 is a ceremonial resolution recognizing April 2025 as "Community College Month" to celebrate the role of over 1,000 U.S. community colleges. It highlights these institutions' work in providing affordable higher education, workforce training, and economic support - serving 10.2 million students annually and contributing significantly to national economic growth (e.g., generating $898 billion in alumni income in 2020). The resolution emphasizes community colleges' accessibility (average $3,990 tuition for in-district students, 10-mile average student commute) and their role in workforce development across sectors like healthcare and manufacturing. As a non-binding recognition, it does not create new laws or funding.

Food Secure Strikers Act of 2025

Maddy summaryHR 2357, the Food Secure Strikers Act of 2025, removes a restriction that previously barred workers on strike from receiving Supplemental Nutrition Assistance Program (SNAP) benefits. The bill amends the Food and Nutrition Act of 2008 to eliminate language making workers ineligible for SNAP "as a result of being on strike," ensuring striking workers are not automatically denied food assistance during labor disputes. This change directly affects workers participating in strikes who would otherwise lose access to SNAP benefits. The key mechanism updates the eligibility rules to prevent SNAP ineligibility solely due to strike participation.

Federal Firefighter Cancer Detection and Prevention Act of 2025

Maddy summaryHR 2921, the Federal Firefighter Cancer Detection and Prevention Act of 2025, requires the Department of Defense (DOD) to provide free, regular cancer screenings during annual health assessments for its firefighters. It mandates specific screenings: biannual mammograms for female firefighters aged 40-49, annual for those 50+, colon cancer screenings starting at age 45 with options like colonoscopy, and annual prostate-specific antigen tests for male firefighters aged 50+ or high-risk individuals (e.g., African American firefighters or those with family history). The bill also requires DOD to document screening rates, cancer trends, and share anonymized data with the CDC for research, while allowing firefighters to opt out of any screening. This applies exclusively to DOD firefighters, not all firefighters nationwide.

Pursuing Equity in Mental Health Act

Maddy summaryThe Pursuing Equity in Mental Health Act (HR 2904) aims to reduce mental health disparities affecting racial and ethnic minority groups by modifying federal grant programs, requiring research on disparities, and funding targeted initiatives. It directs the Health and Human Services Secretary to prioritize grants for community health organizations serving minority populations, mandates a National Institutes of Health study on mental health research gaps in these groups, and establishes training programs for health professionals to address cultural competency in mental health care. The bill also requires a public outreach strategy developed with community input to reduce stigma and improve access to culturally appropriate care, alongside $20 million annually (2026-2031) for this effort. Additional funding includes $150 million yearly for NIH mental health research and $750 million yearly for the National Institute on Minority Health.
