Debt-to-GDP Transparency and Stabilization Act

Maddy summaryThis bill requires the President's annual budget submission and congressional budget resolutions to include the ratio of public debt to estimated gross domestic product (GDP). It amends existing laws (31 U.S.C. §1105(a) and the Congressional Budget and Impoundment Control Act of 1974) to mandate this specific metric be reported. The change would standardize the inclusion of this ratio in federal budget documents, making it a formal part of fiscal planning. It is a procedural update to reporting requirements, not a policy change affecting debt levels or spending.

Safeguarding Charity Act

Maddy summaryThis bill clarifies that tax-exempt status for charities (under IRS Section 501(c)(3)) does not count as "federal financial assistance" for other federal programs. It directly affects tax-exempt organizations, such as charities and religious groups, by preventing their tax exemption from automatically qualifying them for other federal benefits or programs. The key provision amends the U.S. Code to define "federal financial assistance" as excluding tax exemptions, ensuring these organizations aren't mistakenly included in programs meant for recipients of direct federal funds. This change applies prospectively and does not alter how tax exemptions were treated before the bill's enactment.

Stop Settlement Slush Funds Act of 2023

Maddy summaryHR 788, the Stop Settlement Slush Funds Act of 2023, prohibits federal agencies from entering settlement agreements that direct payments to third parties (other than the U.S. government) unless the payment directly reimburses actual harm caused by the defendant or covers services related to the case. It requires agencies to report annually on such settlements to Congress and mandates annual audits by agency Inspectors General to ensure compliance. The law applies to all federal agencies entering settlements after its enactment and includes a 7-year sunset provision. This directly affects how federal agencies handle settlements in civil cases, limiting their ability to divert settlement funds to external entities without clear, direct justification.

Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Food and Nutrition Service relating to "Application of Bostock v. Clayton County to Program Discrimination Complaint Processing-Policy Update".

Maddy summaryH.J.Res. 92 seeks congressional disapproval of a 2022 rule from the Food and Nutrition Service (FNS) that updated how discrimination complaints are processed in federal nutrition programs (like SNAP) following the *Bostock v. Clayton County* Supreme Court decision. The bill aims to block the rule’s implementation, which would have required agencies to handle discrimination complaints under the expanded protections established by *Bostock* (covering LGBTQ+ individuals). If passed, the resolution would make the FNS policy update ineffective, maintaining the previous complaint processing approach. This affects how federal nutrition programs address discrimination claims but does not change the underlying anti-discrimination law.

No VA Resources for Illegal Aliens Act

Maddy summaryHR 6744, the "No VA Resources for Illegal Aliens Act," prohibits the Department of Veterans Affairs (VA) from providing health care or processing health care claims for individuals unlawfully present in the United States who are not already eligible for VA health care under existing law. This bill directly affects undocumented immigrants who do not qualify for VA benefits through standard veteran eligibility criteria. The key provision explicitly bars VA resources from being used for any care or claims processing for such individuals. The bill does not alter VA eligibility rules for veterans but prevents the use of VA funds for non-eligible non-citizens unlawfully present in the U.S.

Small Businesses before Bureaucrats Act

Maddy summaryThis bill raises the dollar threshold that determines when the National Labor Relations Board (NLRB) can handle labor disputes involving small businesses. It increases the threshold for 2023 to ten times the previous year’s amount and sets up an automatic annual adjustment using the Personal Consumption Expenditure Per Capita Index (starting in 2024) to keep pace with inflation. Small businesses with payroll below this higher threshold will no longer fall under the NLRB’s jurisdiction for labor disputes. The change directly affects small businesses and the NLRB’s ability to assert jurisdiction over their labor issues, shifting oversight away from the agency for smaller employers. The amendment applies to all NLRB decisions made after the bill’s enactment date.

Condemning the final agreement at the United Nations Climate Change Conference that encourages "transitioning away from fossil fuels".

Maddy summaryHRES 941 is a non-binding House resolution condemning the final agreement from the December 2023 UN Climate Change Conference in Dubai, which includes language urging a "transitioning away from fossil fuels." The resolution states that Congress believes the U.S. should not promote policies discouraging fossil fuels and urges the Biden administration not to implement policies aligned with the UN agreement. It references U.S. energy exports and economic benefits from fossil fuel production as context for its position. This resolution has no legal effect and serves only as a symbolic expression of congressional sentiment.

Federal Grant Accountability Act

Federal Grant Accountability Act This bill limits the indirect costs that are allowable under federal research awards to institutions of higher education (IHEs). Specifically, the total amount of indirect costs allowable under a federal research award may not exceed the total amount of indirect costs allowable under private research awards. The Office of Management and Budget must determine the average indirect cost rate applicable to private research awards. Additionally, the Government Accountability Office must study and report on (1) the indirect cost rates allowable under federal research awards to IHEs, including awards made by the National Institutes of Health, the National Science Foundation, and other such organizations; and (2) the indirect cost rates allowable under private research awards to IHEs.

National Guard and Reservists Debt Relief Extension Act of 2023

Maddy summaryHR 3315, the National Guard and Reservists Debt Relief Extension Act of 2023, extends an existing bankruptcy protection for qualifying military reservists and National Guard members. It amends the 2008 National Guard and Reservists Debt Relief Act to extend the exemption period from 15 to 19 years, allowing those activated for at least 90 days after September 11, 2001, to avoid automatic rejection in Chapter 7 bankruptcy filings due to income thresholds. This provision directly affects service members called to active duty or homeland defense roles, providing them additional time to manage debt without facing the "means-test presumption of abuse." The bill makes no new policy changes beyond extending this specific relief period.

Whole Milk for Healthy Kids Act of 2023

Maddy summaryHR 1147, the Whole Milk for Healthy Kids Act of 2023, allows schools participating in the National School Lunch Program to offer whole milk as an option during lunch. It amends the school lunch law to explicitly permit schools to serve flavored and unflavored whole milk alongside reduced-fat, low-fat, and fat-free milk choices for students. The bill also requires the Secretary of Agriculture to adjust meal regulations to account for saturated fat from whole milk, ensuring it doesn't count against meal fat limits. This change directly affects participating schools and the students who receive school lunches, expanding their milk beverage options.
