Protecting Older Americans Act of 2025

Maddy summaryHR 5115, the Protecting Older Americans Act of 2025, makes pre-dispute arbitration agreements unenforceable for age discrimination claims involving people aged 40 or older. The bill directly affects workers aged 40+ who face alleged age discrimination under federal, tribal, or state law, and their employers who might require arbitration. Key provisions require courts - not arbitrators - to decide if arbitration clauses apply in such cases, and prohibit enforcing these clauses for age discrimination disputes filed after the law’s enactment. This changes how age discrimination claims are resolved, ensuring affected individuals can pursue cases in court rather than mandatory arbitration.

Restore Trust in Congress Act

Maddy summaryThis bill prohibits Members of Congress, their spouses, and dependent children from owning or trading certain investments, including stocks, commodities, and derivatives (referred to as "covered investments"). It requires affected individuals to divest these investments within 90-180 days, with specific exemptions for Treasury bonds, diversified mutual funds, small business interests, and family trusts meeting strict conditions. Violations incur penalties of 10% of the investment's value plus disgorgement of profits, paid directly to the U.S. Treasury. The law applies to all covered individuals during federal service, with exceptions for investments acquired through inheritance or occupational trading (e.g., a spouse’s finance job).

No Foreign Fundraising at United States Embassies Act

Maddy summaryThis bill bans U.S. embassies, consulates, and diplomatic posts from hosting fundraising events for foreign political parties or candidates in foreign elections. It prohibits using federal funds or personal funds of U.S. diplomats to organize such events, including facilitating donor interactions. The law amends existing regulations to enforce this ban and requires the State Department to update its internal guidelines (DSSR/FAM) to reflect the prohibition. The policy aims to maintain U.S. diplomatic neutrality in foreign electoral processes, ensuring embassies do not provide financial or electoral advantages to any foreign political group.

Safe Air on Airplanes Act

Maddy summaryHR 4994, the Safe Air on Airplanes Act, requires the Federal Aviation Administration to update regulations to phase out bleed air systems in aircraft. It prohibits new aircraft designs from using these systems, mandates filters to remove oil fumes in new aircraft by 2031 (7 years after enactment), and sets a 30-year phase-out schedule for existing aircraft designs (25% without bleed air by 2031, 50% by 2041, 100% by 2051). The bill directly affects aircraft manufacturers and airlines, as it changes requirements for cabin air systems that pull engine air for ventilation. These changes focus on modifying manufacturing standards and air quality systems in turbine and turbo-prop aircraft.

Stop Price Gouging in Grocery Stores Act of 2025

Maddy summaryHR 4966 prohibits grocery stores from selling items at "grossly excessive prices," defined as 120% or more above the average market price over the previous six months (with exceptions for unavoidable cost increases like supply chain issues). It bans using facial recognition or personal data to set different prices for individual customers (e.g., adjusting prices based on shopping history) and requires clear signage if facial recognition is used. Stores over 10,000 square feet must replace electronic shelf labels with physical price tags. The Federal Trade Commission enforces these rules, allowing consumers to seek $3,000 per violation or actual damages, with penalties for willful violations.

Unhoused Voter Opportunity Through Elections Act

Unhoused Voter Opportunity Through Elections Act or the Unhoused VOTE Act This bill expands voter registration and voting access for unhoused individuals.  The bill specifies that no state or political subdivision may deny or abridge the right of any U.S. citizen to vote because the citizen resides at or in a nontraditional abode.  Additionally, the bill requires jurisdictions that allow for ballot drop boxes to ensure that these drop boxes are available for in-person use and are accessible and clearly labeled. If a state requires individuals to show proof of residence in order to vote in a federal election, then the state must accept the individual’s written attestation of residence. A state may not prohibit an individual who is residing in a homeless shelter from using the shelter as the individual’s residence for purposes of voting in a federal election. The bill requires chief state election officials to conduct outreach to unhoused individuals. The bill directs the Election Assistance Commission to (1) develop best practices for election officials regarding voter registration and voting access for unhoused individuals, and (2) make grants to eligible states and local governments for programs and activities to support access to voting for unhoused individuals.  The bill also revises the National Voter Registration Act of 1993, including by (1) treating emergency shelters as voter registration agencies, and (2) allowing an unhoused individual to use an unsheltered street location as the individual's place of residence for purposes of a voter registration application.

Sustaining Our Democracy Act

Maddy summaryThe Sustaining Our Democracy Act establishes a federal program providing funding to states for election administration improvements, increased voter access, and protection of election workers. States must submit detailed plans for using funds to upgrade voting equipment, expand early and mail voting options, secure election infrastructure, and address disparities in voting access for underserved communities. The bill prohibits states from using funds for activities that restrict voting access or suppress participation, and creates an Office of Democracy Advancement and Innovation to administer the program. Funded through a $2.5 billion Trust Fund for fiscal years 2026-2035, this legislation directly affects all 50 states, the District of Columbia, and U.S. territories receiving federal election funding.
