Stop Funding Our Adversaries Act of 2023

Maddy summaryThe Stop Funding Our Adversaries Act of 2023 prohibits federal agencies like Defense, Energy, Health, and Environmental Protection from funding research conducted by the Chinese government, the Chinese Communist Party, or entities owned or controlled by them. It blocks all funding mechanisms - including grants, contracts, and cooperative agreements - for such research. This directly affects how these agencies allocate research budgets and restricts support for projects led by Chinese state entities. The bill enacts a concrete policy change by banning federal financial support for research involving specified Chinese entities.

Enhancing Energy Recovery Act

Maddy summaryThis bill modifies tax credits for carbon capture under the Internal Revenue Code. It expands qualifying uses for carbon capture credits to include using carbon as a "tertiary injectant" in oil/gas recovery projects (with storage) and other specified methods, while increasing the credit rate from $17 to $36 per ton for eligible projects starting in 2025. The changes directly affect companies capturing carbon dioxide for storage or industrial use, making these projects more financially viable. The updated credit rates apply to taxable years beginning after December 31, 2024, with future rates adjusted for inflation.

Fair Access to Banking Act

Fair Access to Banking Act This bill places restrictions on certain banks, credit unions, and payment card networks if they refuse to do business with a person who complies with the law. Restrictions include prohibiting the use of electronic funds transfer systems and lending programs, termination of an institution's depository insurance, and specified civil penalties. Banks and other specified financial institutions are allowed to deny financial services to a person only if the denial is justified by a documented failure of that person to meet quantitative, impartial, risk-based standards established in advance by the institution. This justification may not be based upon reputational risks to the institution. The bill establishes the right for a person to bring a civil action for a violation of this bill.

Antisemitism Awareness Act of 2025

Maddy summaryHR 1007, the Antisemitism Awareness Act of 2025, clarifies how the Department of Education enforces Title VI of the Civil Rights Act of 1964 to address discrimination against Jewish individuals. It requires the Department to consider the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism when investigating complaints involving discrimination based on actual or perceived Jewish ancestry or ethnic characteristics. This affects Jewish students and communities in K-12 schools and colleges receiving federal funding, as it ensures antisemitism is assessed under existing civil rights protections. The bill does not create new laws but specifies that the IHRA definition - already used by the Department since 2018 - must be applied in Title VI enforcement cases.

No User Fees for Gun Owners Act

Maddy summaryHR 943, the "No User Fees for Gun Owners Act," bans states and local governments from requiring insurance, taxes, or user fees as conditions for owning, buying, or selling firearms. It specifically prohibits these fees for firearm manufacture, importation, acquisition, transfer, or continued ownership, except for general sales taxes applied equally to all goods. The bill amends federal law to prevent states from imposing such conditions on gun ownership or commerce, while allowing standard sales taxes to apply uniformly. This directly affects gun owners, dealers, and manufacturers by removing mandatory fees tied to firearm transactions. The law does not restrict general sales taxes but eliminates state-specific fees as a prerequisite for firearm-related activities.

Dismantle DEI Act of 2025

Maddy summaryHR 925, the "Dismantle DEI Act of 2025," would eliminate diversity, equity, and inclusion (DEI) programs across federal government operations. The bill requires federal agencies to close DEI offices, rescind related executive orders, and prohibit the use of federal funds for DEI training, offices, or initiatives. It defines "prohibited diversity, equity, or inclusion practice" as any activity that discriminates based on race, ethnicity, religion, biological sex, or national origin, or requires employees to complete training asserting that certain groups are inherently superior or inferior. The legislation also prohibits requiring employees to sign statements about race, ethnicity, or gender, and establishes private lawsuits for violations with potential damages of $1,000 per violation per day. This bill would directly affect federal agencies, contractors, grantees, and advisory committees receiving federal funding.

Dr. Lorna Breen Health Care Provider Protection Reauthorization Act

Maddy summaryThis bill reauthorizes the Dr. Lorna Breen Health Care Provider Protection Act, extending mental health support programs for healthcare professionals through 2030 (previously ending in 2024). It requires funded programs to specifically address reducing administrative burdens on healthcare workers while continuing to promote access to mental health and substance use disorder services. The legislation directly affects healthcare providers across the U.S. who may access these federally supported resources. Key provisions include extending funding periods and mandating that grant recipients focus on easing workplace administrative tasks, alongside maintaining existing awareness initiatives. The bill does not create new programs but continues and refines existing mental health support for the healthcare workforce.

Master Sergeant Roddie Edmonds Congressional Gold Medal Act

Maddy summaryHR 921, the Master Sergeant Roddie Edmonds Congressional Gold Medal Act, authorizes the posthumous award of a Congressional Gold Medal to Master Sergeant Roddie Edmonds for his heroic actions during World War II. The bill recognizes Edmonds' defiance of Nazi orders to separate Jewish-American soldiers at Stalag IX-A prisoner camp, where he declared "We are all Jews here" to protect approximately 200 Jewish soldiers, saving their lives. The medal, to be struck by the U.S. Treasury and presented to his son or next of kin, commemorates his actions and his posthumous recognition as "Righteous Among the Nations" by Yad Vashem. This commemorative act does not create new policy or affect any group beyond honoring Edmonds' legacy.

RECOGNIZING Judea and Samaria Act

Maddy summaryHR 902, the "RECOGNIZING Judea and Samaria Act," mandates that the U.S. government replace the term "West Bank" with "Judea and Samaria" in all official federal documents, communications, and materials. It prohibits federal agencies from using "West Bank" in policy, regulations, or public communications after enactment, with limited exceptions for international treaty obligations. The bill requires specific legal amendments across multiple laws, including the Foreign Assistance Act and the Taylor Force Act, to update references to the territory. This change affects only U.S. government terminology, not the legal status of the territory or any policies toward it. The bill does not alter funding, regulations, or diplomatic positions but focuses solely on renaming the area in federal communications.

Ensuring Justice for Victims of Partial-Birth Abortion Act

Maddy summaryHR 895 requires the Attorney General to investigate whether the 2022 discovery of five baby remains in Washington, DC, violated the existing Partial-Birth Abortion Ban Act of 2003, with a report due within six months. It mandates that healthcare workers must immediately report suspected violations of the ban to law enforcement and requires annual reports from the Attorney General detailing enforcement efforts, violations, and prosecutions over the past decade. The bill also directs the GAO to review enforcement actions from 2004-2024 and submit recommendations. This legislation focuses on strengthening enforcement of the existing 2003 ban, directly affecting healthcare providers, law enforcement, and the Department of Justice.
