COP Act of 2025

Maddy summaryHR 4783, the COP Act of 2025, prohibits federal funding for any law enforcement agency that employs a non-citizen as a law enforcement officer. This directly affects state and local police departments or agencies that receive federal grants, requiring them to ensure all sworn officers are U.S. citizens to maintain funding eligibility. The key mechanism is a strict funding cutoff: agencies violating this rule would lose access to federal financial support. The bill focuses solely on altering federal funding eligibility based on officer citizenship status, with no additional provisions or exceptions described.

To require the District of Columbia to permit Members of Congress who have a valid license or permit which is issued pursuant to the law of a State which permits the Member to carry a concealed firearm, or who is otherwise entitled to carry a concealed firearm in the State in which the Member resides, to carry a concealed firearm in the District of Columbia, and for other purposes.

Maddy summaryHR 4788 would amend a 1932 District of Columbia law to allow Members of Congress (Senators and Representatives) to carry concealed firearms in Washington, D.C., if they hold a valid concealed carry license from a state where they are permitted to carry, or are otherwise legally allowed to carry concealed in their home state. The bill requires these members to not be federally prohibited from possessing firearms, to carry a valid state-issued license or proof of residency rights, and to present photo identification. This exception applies only to Members of Congress and does not alter D.C.'s general concealed carry laws for other individuals. The provision would take effect upon the bill's enactment.

Securing our Border Act

Maddy summaryHR 4765, the "Securing our Border Act," allocates federal funds to enhance border security at land ports of entry. It directs one-third of unobligated funds toward achieving 100% scanning of vehicles using nonintrusive inspection systems by 2034, and two-thirds toward constructing a border wall along the southwest border, requiring quarterly reports on progress and costs. The bill also authorizes recruitment, retention, and relocation bonuses for U.S. Customs and Border Protection agents, with specific limits (e.g., up to $15,000 for recruitment). Additionally, it amends immigration law to require returning certain migrants to contiguous territory or a safe third country while processing their cases, rather than allowing immediate release. These provisions directly affect CBP operations, border infrastructure, and immigration processing procedures.

FASTER Act

Maddy summaryThe FASTER Act requires the Department of Homeland Security (DHS) to conduct biennial surveys of tactical infrastructure along the southern border, measuring miles without such infrastructure and identifying structural or technological deficiencies. DHS must report survey findings to Congress within 90 days of each survey and, if deficiencies are found, take expedited action - including waiving legal requirements - to repair or replace non-operational or damaged infrastructure. The bill directly affects DHS operations and border security infrastructure maintenance, focusing on speeding up fixes for existing gaps. Key provisions mandate regular assessments and authorize waivers under existing law to bypass standard procedures for urgent repairs.

USPS Act

Maddy summaryThis bill requires the Postal Service to immediately post public notices about emergency post office closures (including signs and website updates) and notify local elected officials within 5 days. For closures lasting 30 days, it mandates a public review period for feedback; for 60-day closures, it triggers relocation planning and additional public input. The law also requires annual reports to Congress starting in 2026 detailing all emergency closures, with "emergencies" defined to include natural disasters, safety concerns, or lease issues. It directly affects post offices during emergencies, local officials, and the public receiving closure notices.

End the Vaccine Carveout Act

Maddy summaryThe End the Vaccine Carveout Act changes the National Vaccine Injury Compensation Program (NVICP) to allow individuals to sue vaccine manufacturers or administrators directly in court for vaccine-related injuries or deaths, without first needing to file a claim under the NVICP. It removes time limits for filing NVICP claims and repeals rules that previously let people choose between the program and a lawsuit for the same injury. The bill also specifically excludes COVID-19 vaccines from the definition of "covered countermeasure," meaning they are no longer protected by the same emergency liability shield that applied to other pandemic vaccines. This affects vaccine manufacturers, providers, and individuals who experience vaccine-related harm, shifting liability from the NVICP to the court system for most cases.

Protecting Our Farms and Homes from China Act

Maddy summaryHR 4706 prohibits Chinese government-linked entities (including Chinese corporations, CCP-affiliated organizations, and entities controlled by China) from acquiring, leasing, or owning U.S. agricultural land or residential real estate. The bill requires such entities to sell all existing U.S. agricultural land holdings within one year (with a 180-day letter of intent deadline) and residential real estate holdings within one year, imposing daily fines of $100 per acre for agricultural land violations and $1,000 per residential unit. It also voids noncompete agreements between these entities and their employees. The law applies to all 50 states and territories, with enforcement by the Agriculture and Commerce Departments, and includes a 2-year temporary residential purchase ban ending in 2026 (extendable by the President).

Port Crane Tax Credit Act of 2025

Maddy summaryThis bill creates two new federal tax credits to support U.S. port crane manufacturing. It offers a 25% tax credit for businesses investing in new port crane manufacturing facilities (e.g., buildings, equipment) and a production credit of 40% or 60% of the sale price for port cranes sold domestically, with the higher rate requiring 90% U.S.-made component materials. The credits apply to facilities and production through 2035, directly affecting manufacturers of port cranes, their components, or related equipment located in the U.S. The legislation specifies exact definitions for "port crane" (e.g., gantry cranes at ports) and "component materials" to determine eligibility.

Honoring the brave men and women who participated in the Afghanistan evacuation in 2021 following the United States withdrawal, for their extraordinary efforts and exceptional service in the safe evacuation of over 17,000 people from Taliban-controlled Afghanistan, and for other purposes.

Maddy summaryThis resolution (HRES 595) honors military personnel and civilians who evacuated over 17,000 people, including Afghan allies, from Taliban-controlled Afghanistan during the 2021 U.S. withdrawal. It recognizes their service through a formal House resolution without creating new laws or funding. The resolution specifically acknowledges the efforts of a team led by Chad Robichaux and others who coordinated evacuation operations amid significant danger. It serves as a symbolic gesture of appreciation, not a policy change.
