The resolution acknowledges 556 officers killed in the line of duty during 2022 and calls for ensuring law enforcement officers have necessary equipment, training, and resources to protect both themselves and the public. This resolution does not create new law but formally expresses congressional support for an existing observance.
Maddy summaryHR 3328 (Protecting Children From Experimentation Act of 2023) prohibits healthcare professionals from performing or referring for gender transition procedures on minors under 18. The bill defines "gender transition procedures" to include puberty-blocking drugs, cross-sex hormones, and surgeries (like genital or non-genital procedures) aimed at altering physical characteristics to match a gender different from a minor’s biological sex. It excludes care for minors with medically verified disorders of sex development or conditions requiring urgent medical treatment. Violations could result in fines, up to 5 years in prison, or both for providers, while minors receiving such care cannot be prosecuted.
Maddy summaryHR 3256, the Preventing Executive Climate Overreach Act, would eliminate the legal effect of Executive Order 14096. This order, issued by the President to advance environmental justice in federal programs, would no longer be enforceable. The bill's key provision directly states that the executive order "shall have no force or effect." As a result, the administration would be unable to implement environmental justice policies based on that order.
Maddy summaryThe Protecting Taxpayers and Victims of Unemployment Fraud Act allows states to retain 25% of funds recovered from fraudulent unemployment claims (for pandemic-related benefits) to improve fraud prevention systems. States can use these retained funds to modernize unemployment systems, hire fraud investigators, reimburse administrative costs, or conduct other fraud prevention activities. The bill requires states to use specific data matching systems like the National Directory of New Hires to detect fraud more effectively. It modifies federal rules to ensure states can use recovered funds without violating deposit requirements. This legislation aims to reduce unemployment fraud while protecting taxpayers and victims of fraud.
Maddy summaryThis bill amends federal law to require that recipients of certain administrative subpoenas (issued by the Department of Homeland Security in investigations related to child predators) keep the subpoena's existence secret for up to 180 days. The government must certify that disclosure could endanger an investigation (e.g., by risking a person’s safety, causing a suspect to flee, destroying evidence, or intimidating witnesses) to impose this secrecy. Recipients can seek court review of the secrecy order, and courts must uphold it if they find disclosure would jeopardize the investigation. The secrecy period may be extended in 180-day increments if the government demonstrates ongoing risks.
Maddy summaryHRES 339 is a non-binding House resolution expressing that an "all-of-the-above" energy strategy - including oil, gas, nuclear, coal, hydropower, and renewables - is the most viable approach to U.S. energy policy. It states this strategy would strengthen national security, lower consumer energy prices, and reduce reliance on foreign energy sources. The resolution highlights that domestic energy production supports infrastructure funding, job creation, and energy independence, while noting U.S. energy sources like Gulf of Mexico oil and nuclear power provide clean, reliable electricity. As a statement of congressional opinion, it does not create new laws or policy changes.
Maddy summaryThis bill creates new federal crimes for killing or assaulting law enforcement officers and public safety personnel while they're on duty or because of their status as officers. It establishes mandatory minimum sentences of 10 years for murder of officers, with higher penalties for assaults causing serious injury or using deadly weapons. The bill also creates a new offense for fleeing to avoid prosecution for killing officers and limits federal habeas corpus relief for those convicted of killing officers. Additionally, it expands law enforcement officers' authority to carry firearms in certain locations. The bill directly affects law enforcement officers, public safety personnel, and individuals who commit violent acts against them.
