Heating and Cooling Relief Act

Maddy summaryThe Heating and Cooling Relief Act (HR 2486) expands the Low-Income Home Energy Assistance Program (LIHEAP) to help low-income households struggling with energy costs. It increases funding to cover all eligible households (those with incomes up to 250% of poverty level or 80% of State median income), sets a goal that no household should spend more than 3% of income on energy, and requires states to operate assistance programs year-round. The bill includes new protections against utility shutoffs for 2 years after assistance is received, prohibits late fees during the 6 months following assistance, and mandates weatherization and energy efficiency improvements in low-income housing. It also requires states to develop extreme heat response plans and addresses the $21 billion in residential utility arrears as of September 2024.

Nutrition CARE Act of 2025

Maddy summaryThe Nutrition CARE Act of 2025 requires Medicare to cover medical nutrition therapy services for beneficiaries with eating disorders starting January 1, 2026. It directly affects Medicare beneficiaries with eating disorders, including an estimated 1.6 million people on Medicare Part B, with specific focus on underserved groups like 420,500-560,700 Black, Indigenous, and People of Color beneficiaries. The bill mandates coverage through registered dietitians or nutrition professionals, requiring at least 13 hours of services in the first year (including initial assessment) and 4 hours annually thereafter, with referrals from physicians or psychologists. This addresses a current gap where Medicare does not cover medical nutrition therapy for eating disorders at any treatment level. The policy change aims to improve access to a critical treatment pillar for a condition with high mortality rates and significant healthcare costs.

Abortion Care Awareness Act of 2025

Maddy summaryThis bill directs the U.S. Department of Health and Human Services to launch a national public education campaign about abortion access. The campaign must provide medically accurate information on where to obtain abortion services (including medication abortion), legal rights for out-of-state care, identifying misleading anti-abortion centers, spotting disinformation, and protecting personal health data. It specifically targets underserved communities like people of color, immigrants, LGBTQ+ individuals, rural residents, and those with low incomes, while prohibiting the promotion of misinformation or abstinence-only programs.

ABC Act

Maddy summaryThe ABC Act (HR 2491) requires the Centers for Medicare & Medicaid Services and the Social Security Administration to review and simplify eligibility processes, forms, and communications for Medicare, Medicaid, CHIP, and Social Security programs. It specifically aims to reduce duplicate paperwork for family caregivers - defined as individuals supporting people with disabilities or health needs - and improve accessibility through features like ADA-compliant websites, translation services, and reduced call wait times. The agencies must gather input from caregivers and organizations, then implement changes to streamline interactions. Within two years, they must report findings and proposed actions to Congress, with follow-up reports every two years. This procedural bill focuses on administrative improvements, not new benefits.

SHOPP Act of 2025

Maddy summaryThe SHOPP Act of 2025 amends the Gus Schumacher Nutrition Incentive Program to expand eligible food items for SNAP participants. It adds legumes (like beans and peas) to the list of qualifying foods and allows fresh frozen fruits and vegetables to count toward year-round incentives. This directly affects SNAP recipients shopping at participating farmers markets or retailers, making it easier to access more types of produce. The bill updates existing program language to replace "fruits and vegetables" with "fruits, vegetables, and legumes" and "fresh fruits and vegetables" with "fresh or fresh frozen fruits, vegetables, and legumes." These changes aim to increase access to a wider variety of nutritious foods through existing incentive programs.

SAFE Act of 2025

Save America's Forgotten Equines Act of 2025 or the SAFE Act of 2025 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly (1) slaughtering an equine for human consumption; or (2) shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. As background, in recent years, the appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

To provide additional funding for scholarships for students at 1890 institutions, and for other purposes.

Maddy summaryHR 1271 increases funding for scholarships at 1890 institutions - historically Black colleges and universities established under the Second Morrill Act - by adding mandatory annual support. It amends existing law to explicitly include bachelor's and graduate programs in scholarship eligibility and requires $15 million annually from the Commodity Credit Corporation starting in fiscal year 2025, to remain available until spent. This funding directly supports students at these institutions by expanding access to financial aid for higher education. The bill updates previous funding language to ensure ongoing support beyond 2023.
