The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. Expressing the sense of Congress in opposition to the establishment of a new United States consulate or diplomatic mission in Jerusalem for outreach to Palestinians.

This concurrent resolution expresses the sense of Congress that (1) it opposes the establishment of a new U.S. consulate in Jerusalem for outreach to Palestinians, (2) any establishment of a new consulate or diplomatic mission in Jerusalem should not move forward without congressional approval through the passage of new legislation, and (3) the presence of a U.S. diplomatic mission devoted to a non-state actor in Israel's sovereign capital would be an affront to the territorial integrity of a long-standing U.S. partner and ally.

Expressing support for the designation of June as the "Month of Life".

Maddy summaryHRES 1216 is a non-binding House resolution expressing support for designating June as "Month of Life." It does not create new laws or programs but formally recognizes the value of human life from conception to birth, citing the Declaration of Independence, opposition to abortion access (including reference to the Dobbs decision overturning Roe v. Wade), and promoting life-affirming alternatives like adoption and pregnancy support services. The resolution encourages communities to provide resources for mothers and families during this observance. As a symbolic gesture, it directly affects House members who co-sponsored it but has no legal effect on policy or funding.
