Curbing China’s Vaccine Diplomacy Act

Curbing China's Vaccine Diplomacy Act This bill requires the Department of State, in carrying out the international distribution of COVID-19 vaccine doses, to prioritize distribution to and ensure that at least 25% of such doses are reserved for Taiwan and certain Latin American allies. The State Department may not make such distribution until the Administration determines that all Americans have been afforded ample opportunity to be vaccinated against COVID-19. Further, the State Department must ensure that at least 25% of COVID-19 vaccine doses intended for international distribution are reserved for and distributed to Taiwan and Latin American allies, and it may not distribute any doses internationally to any recipient or country until Taiwan and Latin American allies receive their first shipment of such doses.

Lead by Example Act of 2021

Lead by Example Act of 2021 This bill provides that, beginning January 3, 2023, the only health care plan the federal government may make available to Members of Congress and congressional staff shall be health care provided through the Department of Veterans Affairs (VA). By September 15, 2021, the VA and the Office of Personnel Management shall jointly submit to Congress a plan to carry out this bill, including recommendations for any necessary legislative actions.

Restoring Military Focus Act

Restoring Military Focus Act This bill eliminates the position of Chief Diversity Officer within the Department of Defense (DOD), as well as the position of Senior Advisor for Diversity and Inclusion within the military departments. Additionally, the bill prohibits the use of federal funds to establish similar positions to that of Chief Diversity Officer or Senior Advisor for Diversity and Inclusion within DOD.

Veterans Burn Pits Exposure Recognition Act of 2021

Veterans Burn Pits Exposure Recognition Act of 2021 This bill requires the Department of Veterans Affairs (VA) to concede, for the purposes of health care benefits and wartime disability compensation, that a veteran was exposed to certain toxic substances, chemicals, and hazards from burn pits if such veteran served on active duty in a covered location during a specified time frame (unless there is affirmative evidence to establish that the veteran was not exposed during such service). A burn pit is an area used for burning solid waste in open air without equipment. Specifically, the bill covers the following locations and corresponding time periods: Iraq between August 2, 1990, and February 28, 1991, as well as from March 19, 2003, until burn pits are no longer used in this location; Somalia and Southwest Asia (including Kuwait, Saudi Arabia, Oman, and Qatar) from August 2, 1990, until burn pits are no longer used in these locations; and Afghanistan, Syria, Jordan, Egypt, Lebanon, Yemen, Uzbekistan, the Philippines, and Djibouti from September 11, 2001, until burn pits are no longer used in these locations. Under the bill, if an exposed veteran submits insufficient evidence to establish a service-connection for purposes of disability compensation, the VA shall provide a medical examination and request a medical opinion regarding a causal link between the disability and a toxin, chemical, or hazard.

Retain Skilled Veterans Act

Retain Skilled Veterans Act This bill modifies the restriction related to the appointment of retired members of the Armed Forces to certain civil service positions in the Department of Defense. Under the bill, the 180-day waiting period before a retired member may be appointed to a position only applies to those positions in the excepted or competitive service classified at or above GS-14 of the General Schedule (or equivalent).

To modify the presumption of service connection for veterans who were exposed to herbicide agents while serving in the Armed Forces in Thailand during the Vietnam era, and for other purposes.

This bill requires the Department of Veterans Affairs to ensure that, if it creates a presumption of service-connection between the occurrence of a disease and exposure to an herbicide agent while serving in the Armed Forces between January 9, 1962, and June 30, 1976, at a military base in Thailand, such presumption must also apply to exposure at any military base in Thailand, regardless of where on the base the veteran was located or what military job specialty the veteran performed.
