Taiwan Preclearance Act This bill requires the Department of Homeland Security to report to Congress on various issues, including (1) a plan for establishing a U.S. Customs and Border Protection preclearance facility in the Indo-Pacific region; (2) an analysis of the feasibility and advisability of establishing a preclearance facility in Taiwan; and (3) an assessment of the impact that a preclearance facility will have on trade, tourism, and the security partnership between Taiwan and the United States. (Preclearance facilities are stations in designated foreign airports that inspect travelers prior to boarding U.S.-bound flights.)

Preventing Animal Abuse and Waste Act of 2021 or the PAAW Act of 2021 This bill prohibits the National Institute of Allergy and Infectious Diseases (NIAID) from conducting or supporting research that causes significant pain or distress to a dog. The bill also requires reporting about the use of dogs in research studies. First, the National Institutes of Health must report on ongoing or prospective research conducted or supported by NIAID that causes significant pain or distress to a dog and the amount of funds obligated for such research. Second, NIAID must report on efforts to phase out the use of dogs in the research it conducts or supports.
This resolution expresses the sense of the House of Representatives that the case of Peng Shuai is directly related to broader international concerns around the freedom of speech and safety of athletes participating in the 2022 Olympics in Beijing. The resolution also expresses that the role of the International Olympic Committee (IOC) in legitimizing China's claims about Peng's safety raises questions about the IOC's ability and willingness to protect the rights of athletes participating in the 2022 Olympic and Paralympic games in Beijing. Finally, the resolution expresses that China should (1) provide independent and verifiable proof of Peng's whereabouts and that she is safe, (2) allow Peng to engage directly with the Women's Tennis Association and the United Nations to independently verify her safety and explain her absence from public life since making her allegation, (3) open an independent and transparent investigation into Peng's allegations against former senior Vice Premier Zhang Gaoli, (4) publicly commit to holding sexual violence abusers accountable, (5) cease all censorship of reporting and discussions of Peng's case, and (6) allow Peng to leave China if she so desires and not retaliate against her family members who remain there.
Streamline DoD Cyber Recruitment Act This bill requires the Department of Defense (DOD) to study the establishment of a designated central program office within DOD to oversee all academic engagement programs focusing on cyber talent across DOD. Upon completion of the study, DOD must determine whether it should establish a designated central program office responsible for each specified academic engagement program (e.g., recruitment or retention programs) across DOD. Additionally, DOD must justify a decision not to establish such a program office.
This bill prohibits the Department of Defense (DOD) from taking specified actions against a member of the National Guard based on whether the member has received a COVID-19 vaccine. Specifically, DOD may not (1) involuntarily discharge or discipline the member, (2) withhold pay or benefits from the member, or (3) prohibit the member from participating in training or using equipment.
Critical Infrastructure Manufacturing Feasibility Act This bill requires the Department of Commerce to study and report on products that are in high demand across the critical infrastructure sectors. Critical infrastructure sectors are those whose assets, systems, and networks are vital to national security, the economy, public health or safety, or any combination of those matters. The study must (1) identify the products in high demand across those sectors that are being imported due to manufacturing, material, or supply chain constraints; and (2) analyze the costs, benefits, and feasibility of manufacturing those products in the United States.
Employee Retention Tax Credit Reinstatement Act This bill provides for a reinstatement of the employee retention tax credit through 2021. The credit was established to compensate employers whose businesses were negatively impacted by the COVID-19 pandemic for wages paid to their employees.
This resolution urges all U.S. government officials to decline invitations to the XXIV Olympic Winter Games and XIII Paralympic Winter Games as part of an official diplomatic delegation unless the International Olympic Committee and International Paralympic Committee move the XXIV Olympic Winter Games and XIII Paralympic Winter Games to a city under the jurisdiction of a government that is not committing mass atrocities, or the Department of State has certified that the Chinese Communist Party has stopped committing acts of genocide and that the perpetrators have accounted for their crimes. The resolution also encourages the International Olympic Committee and International Paralympic Committee to develop a framework for reprimanding or disqualifying host cities and the countries in which they are located if their governments are actively committing mass atrocities.
Fairness for Federal Contractors Act of 2021 This bill prohibits executive agencies from requiring contractors to receive a COVID-19 vaccination. The bill also requires the Government Accountability Office to study the degree to which Executive Order 14042 (Ensuring Adequate COVID Safety Protocols for Federal Contractors) caused disruptions to federal contracts, supply chains, and transportation systems.
This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.
