Vaccine Injury Compensation Modernization Act of 2021

Vaccine Injury Compensation Modernization Act of 2021 This bill increases the compensation available under the Vaccine Injury Compensation Program for vaccine-related deaths and injuries and otherwise modifies the program. This program provides compensation through a no-fault alternative to litigation for injuries and deaths caused by certain vaccines. Specifically, the bill increases the compensation for a vaccine-related death and the maximum compensation for pain, suffering, and emotional distress from a vaccine-related injury from $250,000 to $600,000. It annually adjusts these amounts based on a consumer price index. In addition, the bill extends from 36 months to five years the period of time after the onset of symptoms of a vaccine injury during which an individual may file a claim for compensation. Furthermore, the Centers for Disease Control and Prevention (CDC) must update the Vaccine Injury Table, which lists and explains injuries and conditions that are presumed to be caused by vaccines, within six months of recommending a vaccine for routine administration to children, adults, or pregnant women. Current law requires the CDC to update the table within two years of recommending a vaccine for routine administration to children.

RICE Act

Readable Insurance Coverage Explanations Act or the RICE Act This bill requires health insurance plans to annually submit, in a machine-readable file, a summary of benefits and coverage under the plan to the Department of Health and Human Services (HHS). HHS must publish the summaries online.

Improving Seniors’ Timely Access to Care Act of 2021

Improving Seniors' Timely Access to Care Act of 2022 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards, including the ability to provide real-time decisions in response to requests for items and services that are routinely approved; (2) annually publish specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services, relating to the quality and timeliness of prior authorization determinations.

Medicare Enrollment Protection Act of 2022

Medicare Enrollment Protection Act of 2022 This bill provides for a special enrollment period for Medicare medical benefits for individuals who are enrolled in COBRA continuation coverage at the time they qualify for Medicare. The special enrollment period applies during each month of COBRA coverage and the three-month period after coverage ends; individuals may enroll during the special enrollment period once during their lifetime.

Responsible Education Assistance through Loan Reforms Act

Responsible Education Assistance through Loan Reforms Act This bill makes various changes to the federal student loan system, including by (1) limiting the authority of the Department of Education to issue regulations, (2) establishing a new income-based repayment plan, (3) repealing the Public Service Loan Forgiveness program for new borrowers, and (4) allowing certain workforce development programs to be eligible for Pell Grants.

Greatest Generation Commemorative Coin Act

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

National Plan to End Parkinson’s Act

National Plan to End Parkinson's Act This bill requires the Department of Health and Human Services (HHS) to carry out a project to prevent and cure Parkinson's disease (a progressive brain disorder that causes unintended or uncontrollable movements) and related conditions. Among other components of the project, HHS must (1) implement and periodically update a national plan to coordinate and guide efforts to prevent and cure the disease; (2) improve diagnosis, treatment, and care of those with the disease; and (3) address health and other disparities related to the disease. HHS must also conduct annual assessments on the preparation for and response to the increased burden of Parkinson's disease. In addition, the bill establishes a council, comprised of federal and nonfederal stakeholders, to advise HHS on and make recommendations concerning the prevention and cure of Parkinson's disease. The bill's provisions terminate at the end of calendar year 2035.

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2022

Securing and Enabling Commerce Using Remote and Electronic Notarization Act of 2022 or the SECURE Notarization Act of 2022 This bill allows a notary public commissioned under state law to remotely notarize electronic records and perform notarizations for remotely located individuals. The bill provides technical requirements for such notarizations, including the creation and retention of video and audio recordings and the use of communication technologies (i.e., video chat). Additionally, the bill requires U.S. courts and states to recognize notarizations—including remote notarizations of electronic records and notarizations of remotely-located individuals—that occur in or affect interstate commerce and are performed by a notary public commissioned under the laws of other states. The bill also allows a notary public to remotely notarize electronic records involving an individual located outside of the United States, subject to certain requirements.
