Ukraine Humanitarian Support Act of 2022

Ukraine Humanitarian Support Act of 2022 This bill authorizes the Department of State and the U.S. Agency for International Development to provide humanitarian assistance to address the urgent needs of Ukrainians fleeing Ukraine and those internally displaced within Ukraine. The State Department must also report to Congress a strategy for working with foreign governments and multilateral organizations to address the humanitarian situation in the region as a result of further invasion of Ukraine by Russia.

Financing Lead Out of Water Act of 2022

Financing Lead Out of Water Act of 2022 This bill allows the issuance of tax-exempt private activity bonds to finance the replacement of any privately-owned portion of a lead service line in a public water system. Specifically, the bill provides that the use of proceeds from such bonds for replacement of a lead service line does not constitute private business use.

Expressing the sense of the House of Representatives regarding the need for investigation and prosecution of the crime of aggression and other international crimes committed by officials of the Government of the Russian Federation against the Government and people of Ukraine, and calling on the President to direct the United States representative to the United Nations to use the voice, vote, and influence of the United States to immediately promote the establishment of an appropriate regional or international justice mechanism to investigate and prosecute possible international crimes stemming from the Russian invasion of Ukraine, and further calling upon the President to convoke and convene the world's democracies for the purposes of establishing such an international justice mechanism at the earliest possible time, and for other purposes.

This resolution expresses the sense of the House of Representatives that the United States should urge Russia, Ukraine, and other groups involved in the war in Ukraine to implement an immediate cease-fire and engage in negotiations to end the bloodshed, while demanding that Russia withdraw its forces from Ukraine, the Ukrainian oblasts of Donetsk and Luhansk, and the Ukrainian Autonomous Republic of Crimea; the President should direct the U.S. representative to the United Nations to use the voice, vote, and influence of the United States to immediately promote the establishment of an international justice mechanism for Russian war crimes and other crimes against Ukraine, and to prosecute the perpetrators of such serious crimes committed during the period of conflict in Ukraine; and the United States should urge all other interested states to apprehend persons indicted for international crimes, deliver them into the custody of an appropriate justice mechanism for Russian war crimes and other crimes against Ukraine, and provide any and all data and information pertaining to such crimes to that justice mechanism.

Expressing the sense of the House of Representatives condemning the Russian Federation, President Vladimir Putin, members of the Russian Security Council, the Russian Armed Forces, and Russian military commanders for committing flagrant acts of aggression and other atrocities rising to the level of crimes against humanity and war crimes against the people of Ukraine and others.

This resolution strongly condemns the ongoing violence, war crimes, crimes against humanity, and systematic human rights abuses being carried out by Russia's military and its proxies at the direction of Russian President Vladimir Putin. It also encourages the U.S. government and partner nations to use their influence and vote in international organizations to hold those responsible for such crimes and abuses accountable.

Ukraine Democracy Defense Lend-Lease Act of 2022

Ukraine Democracy Defense Lend-Lease Act of 2022 This bill temporarily waives certain requirements related to the President's authority to lend or lease defense articles if the defense articles are intended for Ukraine's government to help bolster Ukraine's defense capabilities and protect its civilians from a potential Russian military invasion. For FY2022 and FY2023, an agreement to lend or lease defense articles under this bill shall not be subject to certain requirements and provisions that typically apply to such lend-lease agreements, including (1) a requirement that prohibits a loan period from exceeding five years, (2) a requirement that the United States may recall the loaned defense article at any time, (3) a requirement that the receiving party has agreed to pay the United States all costs incurred in leasing the defense article, and (4) a provision that allows Congress to prohibit certain transfers of defense articles upon the enactment of a joint resolution. The President must establish expedited procedures to ensure the timely delivery of defense articles loaned or leased under this bill.

Women's Health Protection Act of 2021

Women's Health Protection Act of 2021 This bill prohibits governmental restrictions on the provision of, and access to, abortion services. Specifically, governments may not limit a provider's ability to prescribe certain drugs, offer abortion services via telemedicine, or immediately provide abortion services when the provider determines a delay risks the patient's health. Furthermore, governments may not require a provider to perform unnecessary medical procedures, provide medically inaccurate information, comply with credentialing or other conditions that do not apply to providers whose services are medically comparable to abortions, or carry out all services connected to an abortion. In addition, governments may not (1) require patients to make medically unnecessary in-person visits before receiving abortion services or disclose their reasons for obtaining such services, or (2) prohibit abortion services before fetal viability or after fetal viability when a provider determines the pregnancy risks the patient's life or health. The bill also prohibits other governmental measures that are similar to the bill's specified restrictions or that otherwise single out and impede access to abortion services, unless a government demonstrates that the measure significantly advances the safety of abortion services or health of patients and cannot be achieved through less restrictive means. The Department of Justice, individuals, or providers may bring a lawsuit to enforce this bill, and states are not immune from suits for violations. The bill applies to restrictions imposed both prior and subsequent to the bill's enactment.
