PAWS for Veterans Therapy Act

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill implements a program and a policy related to service dog therapy for veterans. Specifically, the bill requires the Department of Veterans Affairs (VA) to implement a five-year pilot program to provide canine training to eligible veterans diagnosed with post-traumatic stress disorder as an element of a complementary and integrative health program. Eligible veterans are those who are enrolled in the VA health care system and have been recommended for participation by a qualified mental health care provider or clinical team. The VA must seek to enter agreements containing specified elements with accredited nongovernmental entities that have demonstrated ability to provide canine training. Veterans who participate in the program are authorized to adopt the dog they assisted in training if their health provider determines it is in the best interest of the veteran. The VA must establish processes to document and track the progress of participating veterans with respect to health benefits and improvements. The Government Accountability Office must brief Congress and submit a report on the program. The bill also authorizes the VA to provide service dogs to veterans with mental illnesses, regardless of whether they have a mobility impairment.

Quality Higher Education Act of 2021

Quality Higher Education Act of 2021 This bill revises the accreditation standards under which an accrediting agency or association must assess an institution of higher education (IHE), and it requires the Department of Education to establish procedures for an agency or association to follow when an IHE fails to meet these standards. An accrediting agency or association must measure an IHE's success in student achievement against at least one standard each in the categories of completion, workforce participation, and progress toward meeting such completion and workforce participation standards. An agency or association must also make certain information such as student achievement standards and IHE performance benchmarks available on a publicly accessible website. Additionally, the National Advisory Committee on Institutional Quality and Integrity must evaluate the effectiveness of the revised standards and compare similar accrediting agencies or associations based on their assessments of IHEs.

To amend the Internal Revenue Code of 1986 to provide tax credits for carriage of independent programmers by qualified distributors and multichannel video programming distributors.

This bill allows a new tax credit for carriage of qualified independent programmers by eligible distributors and multichannel video programming distributors based on license fees and the number of subscribers. The bill defines eligible distributor as any person engaged in the trade or business of a qualified distributor or multichannel video programming distributor and any person engaged in the trade or business of being a virtual multichannel video programming distributor. The term multchannel video programming distributor is defined in federal regulations as any entity engaged in the business of making available for purchase, by subscribers or customers, multiple channels of video programming. Such entities include, but are not limited to, a cable operator, a BRS/EBS provider, a direct broadcast satellite service, a television receive-only satellite program distributor, and a satellite master antenna television system operator, as well as buying groups or agents of all such entities. The bill defines qualified independent programmer as a U.S.-based person engaged in the production, creation, or wholesale distribution of three or fewer television channels in which no multichannel video programming distributor, cable programmer, or broadcast network has attributable interest, and includes rural, women, socially disadvantaged, and minority-owned programmers.

Helping Seniors Afford Health Care Act

Helping Seniors Afford Health Care Act This bill alters eligibility standards and related processes for several programs that provide premium and cost-sharing assistance to low-income Medicare beneficiaries. Among other things, the bill expands income eligibility for the Qualified Medicare Beneficiary Program and the Specified Low-Income Medicare Beneficiary Program to up to 135% and 200% of the federal poverty level (FPL), respectively, and provides an enhanced Federal Medical Assistance Percentage (i.e., federal matching rate) to state Medicaid programs for expenditures related to the expansion. The bill also repeals the Qualifying Individual Program (which currently provides premium assistance to beneficiaries with incomes between 120% and 135% of the FPL).

Federal Disaster Housing Stability Act of 2021

Federal Disaster Housing Stability Act of 2021 This bill imposes limits on foreclosures and evictions in areas affected by a declared disaster or emergency. A servicer of certain federally backed residential mortgages for a property in such an area may not initiate the foreclosure process or take other foreclosure-related actions relating to that property unless the property is vacant or abandoned. These restrictions shall be in place for six months after the disaster or emergency is declared. Similarly, the landlord of a dwelling in such an area may not (1) initiate eviction proceedings against a tenant in that dwelling for nonpayment of rent or fees; (2) charge that tenant a penalty for nonpayment of rent; (3) increase the rent; (4) prevent a tenant who has temporarily relocated from returning; or (5) otherwise require the tenant to vacate the dwelling. Landlords must also provide notice to tenants regarding available federal assistance. These restrictions shall be in place for 90 days beginning (1) when the disaster or emergency is declared; or (2) in the case of a dwelling eligible for assistance, when such assistance is received or when eligibility for such assistance has expired.

Expressing that the United States is obligated to permanently end the unhoused crisis by 2025 and uphold, protect, and enforce the civil and human rights of unhoused individuals, including the human rights to housing, universal health care, livable wages, education, employment opportunities, access to public facilities, free movement in public spaces, privacy, confidentiality, internet access, vote, freedom from harassment by law enforcement, private businesses, property owners, and housed residents, and equal rights to health care, legal representation, and social services without discrimination based on housing status.

This resolution urges the United States to protect the human rights of unhoused individuals, to establish regulations and enforcement tools to protect unhoused individuals from violations of civil and human rights, and to establish blanket legal protections for third parties providing goods or services to unhoused individuals. The resolution also urges the United States to establish a process to award appropriate damages, attorney's fees, and costs to a prevailing plaintiff in an action alleging a violation of the human and civil rights of unhoused individuals. Relatedly, the resolution urges the United States to allow the court in such an action to consider housing status and apply leniency in compiling records, receipts, and documentation from those plaintiffs. The resolution also expresses the intention of the House of Representatives to address the unhoused crisis in the United States by providing funding and imposing requirements on the Department of Housing and Urban Development and the Department of Health and Human Services.

Farm System Reform Act of 2021 This bill places a moratorium on large concentrated animal feeding operations; requires country-of-origin labeling for beef, pork, and dairy products; and otherwise revises provisions related to the marketing of livestock, poultry, and meat.

9/11 Responder and Survivor Health Funding Correction Act

9/11 Responder and Survivor Health Funding Correction Act This bill increases funding for and otherwise modifies a federal program that provides medical monitoring and treatment to responders and survivors who suffer from health conditions related to the September 11, 2001, attacks on the World Trade Center. Among the changes, the bill allows certain health care providers other than physicians to determine whether an individual's health condition is related to the attacks, and it establishes a research program to study the impacts of the attacks on health and educational outcomes of individuals who were 21 years of age or younger when the attacks occurred.
