Metastatic Breast Cancer Access to Care Act

Metastatic Breast Cancer Access to Care Act This bill expedites payment of Social Security Disability Insurance (SSDI) benefits and eligibility for Medicare coverage for those with metastatic breast cancer (i.e., breast cancer that has spread to other sites in the body). Specifically, the bill eliminates the 5-month waiting period for SSDI benefits and the subsequent 24-month waiting period for Medicare coverage for individuals with metastatic breast cancer. Under current law, individuals generally must wait 5 months after the onset of disability to begin receiving SSDI benefits and an additional 24 months to become eligible for Medicare.

Rights for the TSA Workforce Act

Maddy summaryThis bill requires the Transportation Security Administration (TSA) to transition its workforce from a special personnel management system to the standard federal personnel system under Title 5 of the U.S. Code by December 31, 2025. It protects TSA employees by ensuring no reduction in pay, benefits, or retirement rights during the transition, while preserving collective bargaining rights for screening agents. The legislation also mandates consultation with labor unions during the process and requires several reports on workforce issues including recruitment, harassment policies, and workplace safety.

Generating Retirement Ownership through Long-Term Holding

Maddy summaryThis bill changes how individual investors in mutual funds (regulated investment companies) are taxed on certain dividends. It allows investors to defer paying tax on capital gain dividends that are automatically reinvested in additional fund shares through a dividend reinvestment plan. The deferred tax is recognized later when the investor sells shares or upon their death. It also establishes that shares acquired through this reinvestment are treated as held for over one year from the start, potentially qualifying for long-term capital gains rates. The rule applies only to individual investors (not estates, trusts, or dependents claimed by others).

WISH Act

Maddy summaryThe WISH Act would create a federal long-term care insurance program to help seniors cover costs of long-term care services. It would provide monthly benefits to seniors who have a serious disability lasting at least a year, have met coverage requirements (6 quarters of coverage in the base period starting in 2026), and have not exhausted their savings. Benefits would be calculated based on the median cost of personal assistance care and the individual's work history. The program would be funded through an initial $12 million appropriation for each of fiscal years 2026-2028, plus $50 million for public education. This would help seniors avoid exhausting their savings or becoming dependent on Medicaid for long-term care costs.

Military Spouse Hiring Act

Maddy summaryHR 2033, the Military Spouse Hiring Act, expands the Work Opportunity Tax Credit to include spouses of active-duty military personnel. It adds "qualified military spouse" as an eligible category for the tax credit, meaning employers who hire such spouses can claim the credit. A "qualified military spouse" is defined as someone certified by a local agency as married to an active-duty service member at the time of hire. The credit applies to hires occurring after the bill's enactment date. This directly affects military spouses seeking employment and employers hiring them, providing a tax incentive to encourage their hiring.

SHIELD Against CCP Act

Maddy summaryHR 708, the SHIELD Against CCP Act, establishes a DHS working group to coordinate efforts against security threats posed by the Chinese Communist Party. The working group examines DHS programs targeting terrorism, cyber threats, border security, and transportation security, specifically focusing on the CCP's nontraditional tactics (like identity theft and visa exploitation), predatory economic practices, fentanyl trafficking, and illicit financial activity. It requires annual reports to Congress on these threats, identifies gaps in current responses, and ensures privacy compliance and coordination with federal and local partners. The working group expires seven years after its creation.

Denouncing the human trafficking and forced labor of and profiteering from Cuban medical personnel serving in third-world countries.

Maddy summaryHRES 205 is a resolution condemning Cuba's labor export program for medical personnel, which the U.S. State Department identifies as involving forced labor and human trafficking. It cites a 2024 State Department report stating Cuba profits $6-8 billion annually by withholding workers' wages, confiscating passports, and restricting their movements. The resolution urges foreign governments to pay Cuban medical workers directly (bypassing Cuba) and calls for U.S. visa restrictions against officials from Cuba, Brazil, and other nations involved in the program. It does not create new law but expresses the House's position based on U.S. government findings.

Sarah Debbink Langenkamp Active Transportation Safety Act

Maddy summaryThis bill increases federal funding for projects improving safety for pedestrians and cyclists. It allows states and local governments to use highway funds for connecting existing bike/pedestrian infrastructure (clause xxix) or reducing safety risks to vulnerable road users (clause xxx), with federal funding covering up to 100% of costs for these projects. The bill also creates flexible financing options, letting local safety plans (like Complete Streets or Vision Zero plans) count toward required local funding shares. It directly affects state transportation agencies and local governments administering federal highway safety programs. The key change is making 100% federal funding available for qualifying pedestrian and cyclist safety projects.

NATO Edge Act

Maddy summaryHR 2010, the NATO Edge Act, prevents the U.S. from withdrawing from NATO unless all remaining NATO allies commit to spending at least 2% of their GDP on defense within five years. The bill amends a 2024 defense law to require this commitment before the U.S. can suspend, terminate, denounce, or withdraw from the NATO treaty. It also prohibits using federal funds for such withdrawal actions without Senate approval (requiring two-thirds concurrence) or an act of Congress. The law expires on September 30, 2033, after which the original withdrawal rules revert.
