Anti-Congestion Tax Act

Anti-Congestion Tax Act This bill prohibits the Department of Transportation (DOT) from awarding capital investment grants to the Metropolitan Transportation Authority for projects in New York until DOT certifies that drivers using certain vehicular crossings (e.g., Holland Tunnel, Lincoln Tunnel, or George Washington Bridge) to enter into Manhattan receive exemptions from congestion fees. Disaster Reforestation Act

Disaster Reforestation Act This bill sets forth a special rule for the tax deduction for casualty losses of uncut timber (including pre-merchantable timber). It provides that in losses of any uncut timber from fire, storm, insects, invasive species, drought, or other casualty, or from theft, the basis for determining the amount of the deduction for such loss shall not be less than the excess of the value of such timber determined immediately before such loss was sustained, over the salvage value of such timber. To be eligible for the casualty loss deduction, the uncut timber subject to the loss must be reforested not later than the close of the five-year period beginning on the date of the loss.

Credit Union Board Modernization Act

Maddy summaryHR 582, the Credit Union Board Modernization Act, changes the required meeting frequency for boards of directors at federal credit unions. It replaces a simple "monthly" requirement with tiered schedules based on each credit union's performance rating under the Uniform Financial Institutions Rating System. Top-rated credit unions (ratings 1 or 2) must meet at least six times yearly, with one meeting per fiscal quarter. Lower-rated credit unions (ratings 3, 4, or 5) must meet monthly, and new credit unions must meet monthly for their first five years. This directly affects all federal credit unions by adjusting their board meeting obligations based on their regulatory rating.

Financial Exploitation Prevention Act of 2023

Maddy summaryThe Financial Exploitation Prevention Act of 2023 requires investment companies and transfer agents to implement safeguards for "specified adults" (individuals aged 65+ or those with a mental/physical impairment that limits their ability to protect their own financial interests) who hold direct-at-fund accounts. It mandates collecting contact information for a trusted person to help verify account activity, and allows delaying redemption payments (for up to 25 business days total) if financial exploitation is suspected, after notifying the trusted contact and conducting an internal review. The law also requires detailed record-keeping, internal procedures for handling delays, and directs the SEC to submit a report to Congress within one year on further regulatory needs.

Expanding Access to Capital for Rural Job Creators Act

Maddy summaryThis bill updates securities regulations to include rural-area small businesses in existing capital access provisions. Specifically, it amends the Securities Exchange Act of 1934 to add "rural-area small businesses" as a qualifying category alongside women-owned small businesses in two key sections. The change directly affects rural small businesses seeking capital by expanding their eligibility for certain regulatory exemptions. This is a procedural adjustment to current law, not a new funding program.

Maddy summaryHRES 68 is a symbolic resolution supporting National Catholic Schools Week, which recognizes Catholic schools' educational and community contributions. It does not create new policies or funding but formally endorses the week's goals - highlighting Catholic schools' academic achievements, diverse student enrollment, and role in fostering moral development. It directly affects Catholic schools by affirming their nationwide impact, though it has no binding effect on federal programs or resources.
