Essential Caregivers Act of 2025

Essential Caregivers Act of 2025   This bill prohibits certain health care facilities from limiting the access of essential caregivers to residents of those facilities, including during designated emergency periods.   Specifically, the bill generally prohibits Medicare skilled nursing facilities, Medicaid nursing facilities, Medicaid intermediate care facilities, and associated inpatient rehabilitation facilities from restricting the access of essential caregivers to residents of the facilities, including during emergency periods in which visitation rights are otherwise restricted. During emergency periods, facilities may restrict access for an initial period of up to seven days and for one additional maximum seven-day period (if the additional period is approved by the state health department). Facilities may restrict access for a total of 7 days (or 14 days with the approval of the state health department) during an emergency period. Essential caregivers must agree to comply with any safety protocols set by the facility, which may be no more stringent for caregivers compared to those for staff. Caregivers who fail to comply with these requirements may be denied access, subject to an appeals process.

Protect America's Workforce Act

Maddy summaryThe Protect America's Workforce Act cancels an executive order issued on March 27, 2025, that excluded certain groups from federal labor-management relations programs, making it legally unenforceable. It also ensures that all collective bargaining agreements between federal agencies and labor unions, which were active as of March 26, 2025, remain fully effective until their agreed terms expire. This directly affects federal agencies, labor unions, and the employees covered by these agreements. The bill prevents federal funds from being used to implement the canceled executive order while preserving existing labor agreements.

No Fentanyl on Social Media Act

Maddy summaryHR 6259, the "No Fentanyl on Social Media Act," requires the Federal Trade Commission (FTC) to produce a detailed report within one year of enactment. The report must examine how minors access fentanyl (including pressed pills) through social media platforms, covering sellers' methods, health risks, platform design impacts, and current measures by platforms, law enforcement, and medical professionals. It specifically asks for recommendations to reduce this access and mandates consultation with stakeholders like parents and medical experts. The bill does not ban fentanyl sales or create new penalties; it solely focuses on gathering information to inform future policy.

CommonGround for Affordable Health Care Act

Maddy summaryHR 6575, the CommonGround for Affordable Health Care Act, extends enhanced premium tax credits for health insurance through 2026, directly benefiting millions of lower and middle-income Americans purchasing coverage through the ACA marketplace. The bill modifies income thresholds for premium subsidies, creating new income tiers that maintain or increase financial assistance for households earning up to 1,000% of the poverty level. It includes provisions to prevent fraud in health insurance exchanges by imposing civil penalties on agents and brokers who provide false information, and requires transparency in pharmacy benefit manager contracts to improve drug pricing accountability. The legislation also extends the annual open enrollment period for health insurance exchanges for the 2026 plan year, allowing more time for people to enroll or change coverage.

World War II Women's Memorial Location Act

Maddy summaryThis bill authorizes the placement of a memorial honoring women who supported the U.S. war effort during World War II (including those working as pilots, engineers, and in factories) on federal land in Washington, D.C. It specifies two locations: Area I on the National Mall map or the National Mall Reserve, as defined in existing law. The memorial was previously authorized by Section 702 of the 2023 Consolidated Appropriations Act (Public Law 117-328), and this bill clarifies its permitted locations.

PATHS to Tutor Act of 2025

Maddy summaryHR 6532, the PATHS to Tutor Act of 2025, creates a federal grant program to fund high-quality tutoring in "hard-to-staff" and "high-need" schools - those with high teacher turnover or significant student disadvantage. The program requires local consortia (combining schools, educator programs, and community partners) to provide tutoring in small groups (max 1:4), aligned with school curriculum, with trained tutors (including students in education programs or recent graduates) who receive fair compensation. It authorizes $500 million, mandating 85% of funds directly support students (via stipends, materials, transportation) while prohibiting use to replace teachers. The bill also coordinates with the Corporation for National and Community Service to approve tutor positions and offer educational awards upon completion.

FREEDOM Act

Maddy summaryThis bill (HR 6469) requires the U.S. State Department, in coordination with the FCC and Treasury, to submit a report within 120 days of enactment assessing internet access options in Iran. The report must evaluate the feasibility of using direct-to-cell wireless technology to expand internet access there, including technical, security, and regulatory considerations. It also analyzes how drone-based systems and signal jamming could affect such technology, surveys Iranian telecom providers (including state ownership and foreign investment), and examines broader implications for communications freedom. The bill does not enact new policy but mandates a government review of potential technological solutions.

Rx ACCESS Act

Maddy summaryThe Rx ACCESS Act improves prescription drug access for TRICARE beneficiaries, including military service members, retirees, and their families, by establishing fair reimbursement standards for pharmacies and expanding medication choice. It requires pharmacies to be reimbursed at actual drug costs (or the national average drug cost for certain medications) plus a standard dispensing fee, while banning hidden fees like point-of-sale charges. Starting October 1, 2026, beneficiaries can choose how they receive non-generic medications for ongoing health conditions. The law also mandates annual audits to verify reimbursement fairness and ensure pharmacy networks provide accessible care, especially in rural and underserved areas.

Homeless Children and Youth Act of 2025

Maddy summaryHR 6403 expands eligibility for homeless children and youth services to include those verified as homeless through other federal programs (like Head Start, domestic violence assistance, or youth services), with verification timelines extended from 14 to 30 days. The bill requires annual public reporting of detailed homeless data - including age, disability status, and length of homelessness - to HUD, and prohibits service providers from prioritizing specific subpopulations without local data justification. It directly affects homeless youth under 24, unaccompanied youth, and families with children, ensuring consistent access to education, housing, and support services across federal programs.
