This resolution modifies requirements for written statements required of nongovernmental witnesses who appear before standing committees of the House of Representatives. Specifically, the resolution eliminates a requirement that a witness disclose whether they are a fiduciary of an organization or entity that has an interest in the subject matter of the hearing, in favor of a requirement that they disclose whether they are a fiduciary of an entity that has received payments from a specified foreign entity. The resolution also requires nongovernmental witnesses to disclose in their written statement certain contracts with specified foreign persons or entities. If the committee determines that a witness knowingly and willfully failed to truthfully comply with such disclosure requirements, the witness is prohibited from testifying before the committee for three years.
This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Keep Innovation in America Act This bill modifies provisions enacted by the Infrastructure Investment and Jobs Act relating to the definitions of broker and digital assets and their reporting requirements. The bill redefines broker , for tax reporting purposes, to mean any person who (for consideration) stands ready in the ordinary course of business to effect sales of digital assets at the direction of their customers. The bill redefines digital asset to mean any digital representation of value which is recorded on a cryptographically secured distribution ledger (this revised definition eliminates the discretion of the Department of the Treasury to include similar technology in the definition of digital asset). The bill eliminates the cash reporting requirement for digital assets (i.e., receipt of more than $10,000) but requires Treasury to conduct a study of, and report on, the effect of expanding the definition of cash to include any digital asset.
Veterans Heroin Overdose Prevention Examination Act or the Veterans HOPE Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.
Student Veterans Counseling Centers Eligibility Act This bill requires the Department of Veterans Affairs (VA) to furnish counseling, including counseling through a Vet Center, to veterans or members of the Armed Forces who are pursuing a course of education using specified Department of Defense or VA educational assistance benefits. Specifically, such counseling must be provided to veterans or members of the Armed Forces who are utilizing educational assistance benefits under the Montgomery GI Bill (Active Duty), Montgomery GI Bill (Selected Reserve), Veteran Readiness and Employment program, Post-Vietnam Era Veterans Educational Assistance Program, Post-9/11 GI Bill, Reserve Educational Assistance Program, VA High Technology Pilot Program, or Veteran Rapid Retraining Assistance Program.
This resolution requires the Joint Committee on the Library to approve or deny the statue of Rev. Billy Graham for placement in the National Statuary Hall within 30 days after North Carolina submits (1) photographs of the statue, (2) dimensions of the statue and pedestal, (3) the final weight of the statue and pedestal, and (4) any inscriptions on the statue.
Creating Hope and Opportunity for Individuals and Communities through Education Act or the CHOICE Act This bill expands school choice programs for elementary and secondary school students. Specifically, the bill authorizes the Department of Education (ED) to award grants to support the design and implementation of state programs that allow the parent of a child with a disability to choose the appropriate public or private school for their child. It also outlines the requirements for program eligibility. Further, if the state has established a program that allows parents to use public or private funds to assist with the cost of their child attending a private school, then the state may supplement those funds with federal special education funds. Additionally, the Department of Defense must carry out a five-year pilot program to award scholarships to enable military dependent students who live on military installations to attend the public or private elementary or secondary schools their parents choose. The bill also requires ED to return to the Treasury specified amounts made available for salaries and expenses.
This concurrent resolution declares that Congress should not impose any new performance fee, tax, royalty, or other charge relating to the public performance of sound recordings on a local radio station for broadcasting sound recordings over the air, or on any business for such public performance of sound recordings.
