Securing Strictly Needy Americans’ Pivotal (SNAP) Benefits Act of 2025

Maddy summaryThis bill modifies SNAP (food stamp) program rules to prevent potential misuse. It requires states to suspend SNAP benefits for households making all card transactions out-of-state for over 60 days, unless they prove continued residency in their state through evidence or an investigation. It also prohibits households where members own retail or wholesale food stores from using SNAP benefits at those businesses, with exceptions for publicly owned or government-run stores. These changes directly affect SNAP recipients who move without updating their address or own participating food businesses, aiming to ensure benefits are used by eligible residents. The rules take effect one year after enactment.

Healthy Poultry Assistance and Indemnification Act of 2025

Maddy summaryHR 1376, the Healthy Poultry Assistance and Indemnification Act of 2025, provides compensation to poultry growers and layer facility owners whose operations were prohibited within USDA-designated "control areas" due to animal health restrictions. It directly affects poultry farmers raising birds bred for meat or eggs (like chickens, turkeys, or ducks), excluding doves and pigeons. The bill requires the Secretary to pay compensation equal to the average income from the farm's five most recent flocks multiplied by the number of prohibited flocks, minus any prior state compensation received, with payments due within 60 days of a claim. This mechanism ensures financial support for farmers impacted by USDA-mandated restrictions without requiring judicial review of payment amounts.

Investing in Rural America Act of 2025

Investing in Rural America Act of 2025 This bill allows Farm Credit System (FCS) institutions to make and participate in loans and commitments (and extend other technical and financial assistance) for essential community facility projects as part of the Department of Agriculture's Community Facilities Direct Loan & Grant Program. This program provides funding to develop essential community facilities in rural areas. The FCS financing and technical assistance may be provided in order to make capital available to develop, build, maintain, improve, or provide related equipment or other support for essential community facilities in rural communities (e.g., certain facilities that provide healthcare, community support, public safety, educational, or utility services). Under the bill, the financing provided by an FCS institution may not exceed 15% of the total of all outstanding loans of the institution. Further, an FCS institution must (1) offer at least one non-FCS lending institution an interest in the financing under reasonable terms and conditions acceptable to the borrower, and (2) report the offer to the Farm Credit Administration (FCA). The FCA must submit an annual report to Congress on the activities undertaken by FCS institutions under this bill, including through the partnerships between FCS institutions and other lending institutions. The FCA must post the report on the administration's website.

Impeaching James E. Boasberg, United States District Court Chief Judge for the District of Columbia, for high crimes and misdemeanors.

Maddy summaryHRES 229 is a formal House resolution impeaching Chief Judge James E. Boasberg of the U.S. District Court for the District of Columbia. It accuses him of abusing judicial power by interfering with President Trump's enforcement of immigration policies under the Alien Enemies Act, specifically blocking efforts to remove aliens linked to the Tren de Aragua terrorist group and ordering planes to turn around midair. The resolution claims these actions violated separation of powers by second-guessing the President's constitutional authority without judicial authority. This is a procedural impeachment resolution pending Senate action, not a law affecting the public.

NEDD Act

Maddy summaryHR 2205, the NEDD Act, amends existing defense law to expand the Department of Energy's (DOE) authority over drone operations near nuclear facilities. It specifically shifts responsibility from the State Department to the DOE for: (1) exempting DOE from restrictions on purchasing foreign drones, (2) allowing DOE to operate drones near nuclear sites, and (3) managing classified tracking for nuclear facility security. The bill directly affects U.S. nuclear facilities that store, transport, or use special nuclear materials, or research/produce components for nuclear weapons. These changes streamline drone-related security protocols under the DOE’s existing nuclear safety oversight, without creating new restrictions.

Recognizing the importance of stepped-up basis under section 1014 of the Internal Revenue Code of 1986 in preserving family-owned farms and small businesses.

Maddy summaryThis is a non-binding resolution (HRES 206), not a legislative bill. It expresses the House's support for preserving the "stepped-up basis" tax provision (Section 1014 of the Internal Revenue Code), which allows heirs to reset the tax cost basis of inherited assets like farmland or business equipment to their current market value. The resolution cites that 98% of farms and 19% of businesses are family-owned, noting that eliminating this provision could increase taxes for 66% of midsized farms. It specifically urges opposition to new taxes on family farms and small businesses but does not change any tax law or policy.

Renewable Fuel for Ocean-Going Vessels Act

Maddy summaryThis bill amends the Clean Air Act to update the definition of fossil fuel, explicitly including "fuel for ocean-going vessels" alongside home heating oil and jet fuel. It directly affects the shipping industry by requiring the Environmental Protection Agency (EPA) to issue regulations within one year of enactment to implement this updated definition. The key mechanism is changing the statutory definition to ensure ocean vessel fuels are covered under existing fossil fuel regulations, potentially influencing future clean fuel standards for ships. The EPA must also submit a report to Congress on implementation within one year of finalizing these regulations.

LIONs Act of 2025

Maddy summaryThe LIONs Act of 2025 increases the maximum loan amounts available through two key Small Business Administration (SBA) programs. It raises the cap for standard 7(a) loans from $3.75 million to $7.5 million (with a $10 million ceiling), and doubles the maximum for development company loans from $5 million to $10 million. This bill directly affects small businesses seeking SBA financing for operations, expansion, or equipment, allowing them to access larger loans. The changes simplify access to capital by removing previous funding limits for qualifying businesses.
