Uyghur Genocide Intelligence Review Act

Uyghur Genocide Intelligence Review Act This bill requires all elements of the U.S. intelligence community to ensure timely and effective intelligence collection relating to the Uyghur genocide. (The Uyghurs are a predominantly Muslim ethnic minority group living primarily in the Xinjiang Uyghur Autonomous Region in China. In 2021, the Department of State determined that China had committed genocide against the Uyghurs and other ethnic and religious minority groups in Xinjiang.) The bill also requires the Office of the Director of National Intelligence to submit an annual report to Congress on the Uyghur genocide.  This report must include information related to topics such as forced sterilization, forced abortion, torture, surveillance, forced labor, and work conditions of Uyghurs.

To amend title X of the Public Health Service Act to prohibit funds under such title from being used for any system through which counseling or referrals are provided to individuals regarding abortion services.

This bill generally prohibits Title X grants for family planning services, research, and training from being used for a hotline, website, or other system that provides individuals with counseling and referrals regarding abortion services. However, the prohibition does not apply (1) in cases of rape or incest, or (2) when a physician certifies that the individual suffers from a physical condition that is life-threatening unless an abortion is performed.
