Heating and Cooling Relief Act

Maddy summaryThe Heating and Cooling Relief Act (HR 2486) expands the Low-Income Home Energy Assistance Program (LIHEAP) to help low-income households struggling with energy costs. It increases funding to cover all eligible households (those with incomes up to 250% of poverty level or 80% of State median income), sets a goal that no household should spend more than 3% of income on energy, and requires states to operate assistance programs year-round. The bill includes new protections against utility shutoffs for 2 years after assistance is received, prohibits late fees during the 6 months following assistance, and mandates weatherization and energy efficiency improvements in low-income housing. It also requires states to develop extreme heat response plans and addresses the $21 billion in residential utility arrears as of September 2024.

It provides up to $10 million annually for state, local, and tribal agencies to cover training costs, including travel and lodging, for officers responding to mental health crises. The training must be evidence-based, developed with healthcare professionals and people with lived mental health experience, and cover de-escalation, empathy, community resources, and safety protocols. Agencies applying must demonstrate current training gaps, officer safety records, and how the training will reduce injuries to officers and the public during mental health emergencies. Sarah Katz Caffeine Safety Act

Maddy summaryThe Sarah Katz Caffeine Safety Act would require restaurants and retail food establishments with 20 or more locations to label menu items containing 150 milligrams or more of caffeine per serving with a "High caffeine" warning. It would mandate that packaged foods and dietary supplements with more than 10 milligrams of caffeine display the exact caffeine content, whether naturally occurring or added, along with a safety advisory about daily limits (400 milligrams for healthy adults). The bill directs the FDA to review caffeine safety in food and beverages, and the NIH to study caffeine's effects on vulnerable populations including children, pregnant women, and those with heart conditions or mental health conditions. It also requires a public education campaign about caffeine safety and a GAO study on the marketing of caffeinated beverages to children and teens, with reports due within 6 months and 180 days respectively.

Rural Wellness Act

Maddy summaryHR 1906, the Rural Wellness Act, extends a deadline for rural development funding to 2029 and requires that 17% of funds prioritize projects offering behavioral and mental health services like prevention, treatment, and recovery. It directs grant administrators to give preference to rural community facilities providing these services and employing staff trained in mental health care. The law applies to programs under the Consolidated Farm and Rural Development Act and the Rural Development Act of 1972. This affects rural communities seeking health facility grants and changes how funding is allocated to address mental health needs.

SAFE Act of 2025

Save America's Forgotten Equines Act of 2025 or the SAFE Act of 2025 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly (1) slaughtering an equine for human consumption; or (2) shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. As background, in recent years, the appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

This resolution directly affects Latinas as a recognized demographic group within U.S. society.

Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2025

Maddy summaryThis bill provides housing loans and education assistance to Black World War II veterans who were denied GI Bill benefits due to racial discrimination, or to their surviving spouses, children, or direct descendants. To qualify, applicants must certify they were denied benefits on racial grounds under the original 1944 GI Bill and apply within five years of the law's enactment. The Department of Veterans Affairs must implement these provisions within 90 days and report to Congress on participation and program costs. It specifically addresses documented historical discrimination where Black veterans were steered toward vocational training instead of college, with only 6% earning degrees compared to 19% of White veterans.

Safer Skies Act of 2025

Maddy summaryThe Safer Skies Act of 2025 requires specific smaller airlines to adopt enhanced security screening protocols currently used by larger carriers. It mandates that "covered air carrier operations" - defined as airlines operating under certain FAA rules, offering individual seats with public schedules, using planes with more than nine passenger seats, and not using TSA checkpoints - to follow the Aircraft Operator Standard Security Program (49 CFR §1544.101(a)) within 360 days of the bill's enactment. The Transportation Security Administration must revise its rules to enforce this requirement. This directly affects regional and private charter airlines that currently skip TSA checkpoint screening but serve the public with scheduled passenger flights.
