Building Much Needed Rail Grade Separations Act of 2021

Building Much Needed Rail Grade Separations Act of 202 1 This bill establishes a grade separation investment program to award competitive grants to certain entities for projects that separate railway-highway grade crossings, improve safety by reducing the number of deaths and injuries at rail-highway crossings, increase the efficiency and reliability of the movement of people and freight over rail-highway crossings, increase the capacity of the freight and passenger rail system, reduce the amount of noise from trains, and improve air quality and reduce greenhouse gas emissions from less idling at rail-highway crossings. Among other requirements, the bill (1) requires grant awards for large projects (projects with total costs of greater than $100 million) to be at least $50 million, and for any other projects not less than $2.5 million; and (2) directs the Department of Transportation to consider a number of factors in awarding grants, including accident history at the rail-highway crossing over the last 10 years, the annual average daily motor vehicle, cyclist, and pedestrian traffic at the crossing, the likelihood of a collision based on the geometry of the crossing, and the number of critical facilities near the crossing.

Urging solidarity with working people fighting for adequate pay, quality retirement benefits, and safe working conditions.

Maddy summaryHRES 752 is a symbolic House resolution (not a binding law) introduced on October 28, 2021, that urges U.S. House members to stand in solidarity with workers advocating for fair pay, quality retirement benefits, and safer workplaces. It references widespread strike activity in 2021 (including nurses, auto workers, and theater employees) and highlights statistics showing growing worker demands and public support for unions (68% of Americans support labor unions). The resolution does not create new policies or change existing laws - it serves solely as a statement of support for workers' efforts to secure better compensation and working conditions through collective action.

Social Security for Future Generations Act of 2021

Social Security for Future Generations Act of 2021 This bill increases specified benefits and taxes related to, and otherwise modifies, the Social Security program. Changes to benefits include increasing the primary insurance amount for certain beneficiaries; revising the method for calculating cost-of-living adjustments by using a price index that tracks the spending patterns of older consumers; extending benefits through age 22 to full-time students who are eligible children of deceased, disabled, or retired workers; establishing a new minimum benefit for certain lifetime low-earners; and establishing an alternative benefit based on combined household benefits for widows or widowers in two-income households. Changes to taxes include subjecting earnings in excess of $250,000 to Social Security payroll taxes. No taxes shall be applied to earnings between the contribution base (the maximum amount subject to the Social Security payroll tax, set at $142,800 for 2021) and $250,000. The bill preserves eligibility for Supplemental Security Income payments and other means-tested programs, despite any changes to an individual's Social Security benefits under the bill.

Equitable Health Care for All Act

Equitable Health Care for All Act This bill prohibits discrimination in health care based on race, religion, and other characteristics. It also revises reporting requirements, adds equity-related measures to certain Medicare programs, and makes other changes to reduce health disparities. To enforce the prohibition, the Department of Health and Human Services (HHS) must establish an administrative process to resolve complaints about inequitable health care. HHS must investigate these complaints and mediate agreements to resolve issues. In the event of noncompliance with a mediated agreement, an aggrieved individual may bring a civil action. Health care providers must also report data in formats that allow disaggregation by demographic factors. HHS must issue proposed regulations to carry out this requirement within 90 days. Additionally, the Centers for Medicare & Medicaid Services (CMS) must include measures related to equitable health care in the Medicare value-based purchasing program for hospitals. This program provides incentive payments based on quality of care. The CMS may also exclude providers that furnish inequitable health care from its programs. In addition, the bill establishes the Federal Health Equity Commission to monitor implementation of the bill and establishes a grant program for hospitals to promote equitable health care.
