Sanctioning Russia Act of 2025

Sanctioning Russia Act of 2025   This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government.   If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Freedom from Unfair Gun Taxes Act of 2025

Maddy summaryThe Freedom from Unfair Gun Taxes Act of 2025 would prohibit states and local governments from imposing taxes on the sale of firearms, ammunition, or firearm parts during interstate or foreign commerce. This bill directly affects state tax policies and manufacturers or dealers selling these items across state lines. It explicitly states that the bill does not change the existing federal tax on firearms and ammunition that funds wildlife conservation programs. The key provision bans state-level taxes for these sales in interstate transactions while preserving current federal funding mechanisms.

Portable Ultrasound Reimbursement Equity Act of 2025

Maddy summaryHR 2477, the Portable Ultrasound Reimbursement Equity Act of 2025, would amend Medicare rules to require equal reimbursement for portable ultrasound transportation and setup services as is currently provided for portable X-ray services. This change directly affects Medicare beneficiaries needing portable ultrasound exams and healthcare providers (like mobile clinics) who offer these services. The bill mandates that Medicare pay separately for portable ultrasound transportation and setup in the same way and to the same extent as portable X-ray services, using similar supplier requirements as existing regulations. The policy change would take effect for services provided on or after January 1, 2027.

Prescription Drug Transparency and Affordability Act

Maddy summaryThe Prescription Drug Transparency and Affordability Act (HR 2450) requires pharmacy benefit managers (PBMs) to provide detailed, regular reports to group health plans and health insurance issuers about prescription drug pricing and spending. These reports, to be submitted every six months (or quarterly if requested), must include specific information about drug costs, rebates, out-of-pocket spending by participants, and other financial details in plain language and machine-readable format. The law specifically applies to "specified large employers" (employers with 100+ employees) and "specified large plans" (plans with 100+ participants), aiming to increase transparency about drug pricing and help health plans make more informed coverage decisions. The bill includes enforcement provisions, with potential civil penalties for non-compliance, and requires reports to be provided in accessible formats while maintaining privacy protections.

PHIT Act of 2025

Maddy summaryThe PHIT Act of 2025 allows taxpayers to deduct certain fitness-related expenses as medical costs on their federal tax returns. It directly affects individuals and families who pay for qualifying physical activity programs, such as gym memberships, fitness classes, or approved equipment. Key provisions include setting annual limits ($1,000 per person or $2,000 for joint returns), defining eligible fitness facilities (excluding golf courses or private clubs), and specifying that equipment must be used exclusively for physical activity. The bill amends the Internal Revenue Code to treat these expenses as deductible medical costs, effective for taxable years after its enactment.

Ocmulgee Mounds National Park and Preserve Establishment Act

Maddy summaryThis bill redesignates the existing Ocmulgee Mounds National Historical Park as Ocmulgee Mounds National Park and establishes a separate Ocmulgee Mounds National Preserve in Georgia. It allows voluntary land acquisition (via purchase, donation, or exchange) for both areas without eminent domain, and requires the Secretary of the Interior to develop a management plan prioritizing cultural resource preservation for the Muscogee (Creek) Nation. The bill mandates tribal consultation, provides hiring preferences for tribal members, and ensures protection of sacred sites. It also places 126 acres of tribal land into federal trust for the Muscogee (Creek) Nation.

Common Sense Air Regulations Act

Maddy summaryThis bill would cancel a specific Environmental Protection Agency (EPA) rule finalized in March 2024 that reconsidered national air quality standards for particulate matter. It directly affects the EPA’s regulatory authority and would prevent the implementation of that rule, impacting industries and communities subject to particulate matter air quality standards. The key mechanism is a direct nullification of the EPA’s final rule (89 Fed. Reg. 16202), declaring it "shall have no force or effect." This policy change would revert to prior air quality standards without altering the broader regulatory framework.

BIRD Energy and U.S.-Israel Energy Center Reauthorization Act of 2025

Maddy summaryThis bill reauthorizes and expands U.S.-Israel energy cooperation programs through 2031. It increases annual funding for the BIRD Energy Foundation from $2 million to $5 million and for the U.S.-Israel Energy Center from $4 million to $7 million, extending support through fiscal years 2026-2031. The bill adds new focus areas like hydrogen energy, fusion, industrial decarbonization, carbon management, agrivoltaics, grid modernization, and energy infrastructure cybersecurity to existing collaboration efforts. These changes directly affect U.S. and Israeli energy companies, researchers, and institutions working on commercializing clean energy technologies.

SIGN Pardons Act

Maddy summaryHR 2248, the SIGN Pardons Act, requires the U.S. President to personally sign any pardon or reprieve granted under the Constitution. This bill directly affects the presidential pardon process by mandating a physical signature instead of allowing other forms of authentication. The key provision states that no pardon may be issued without the President's handwritten signature. This change applies to all pardons granted under Article II, Section 2, Clause 1 of the Constitution. The bill does not alter pardon eligibility or policy, only the procedural requirement for signing.

National Fallen Firefighters Memorial Coin Act

Maddy summaryHR 2257 authorizes the U.S. Mint to produce three commemorative coins (a $5 gold coin, a $1 silver coin, and a half-dollar) to honor fallen firefighters, with specific quantity limits and specifications. The bill requires a surcharge ($35 for gold, $10 for silver, $5 for half-dollar) on each coin sold, which is directed entirely to the National Fallen Firefighters Foundation to support its programs. The coins must be issued in 2026, will be legal tender, and the government must recover all costs through sales before distributing funds to the Foundation. This is a commemorative coin program, not a direct legislative policy change affecting broader public programs.
