Better CARE for Animals Act of 2025

Maddy summaryHR 3112, the Better CARE for Animals Act of 2025, strengthens enforcement of the federal Animal Welfare Act by requiring dealers and exhibitors to hold valid licenses for animal sales or transport (Section 4). It expands enforcement authority by allowing the Attorney General to sue violators for up to $10,000 per day, seize animals, and seek injunctions (Section 20), while clarifying that courts can address violations of related rules and regulations. The bill directly affects animal dealers, exhibitors, the USDA, and the Department of Justice, creating clearer pathways for holding violators accountable. Key provisions include updating definitions, broadening inspection powers to cover all regulations, and directing penalty funds toward temporary animal care costs during legal proceedings.

Assault Weapons Ban of 2025

Assault Weapons Ban of 2025 This bill makes it a crime to knowingly import, sell, manufacture, transfer, or possess a semiautomatic assault weapon (SAW) or large capacity ammunition feeding device (LCAFD). The prohibition does not apply to a firearm that is (1) manually operated by bolt, pump, lever, or slide action, except for certain shotguns; (2) permanently inoperable; (3) an antique; (4) only capable of firing rimfire ammunition; or (5) a rifle or shotgun specifically identified by make and model. The bill also exempts from the prohibition the following, with respect to a SAW or LCAFD: importation, sale, manufacture, transfer, or possession related to certain law enforcement efforts, or authorized tests or experiments; importation, sale, transfer, or possession related to securing nuclear materials; and possession by a retired law enforcement officer. The bill permits continued possession, sale, or transfer of a grandfathered SAW, which must be securely stored. A licensed gun dealer must conduct a background check prior to the sale or transfer of a grandfathered SAW between private parties. The bill permits continued possession of, but prohibits sale or transfer of, a grandfathered LCAFD. Newly manufactured LCAFDs must display serial number identification. Newly manufactured SAWs and LCAFDs must display the date of manufacture. The bill also allows a state or local government to use Edward Byrne Memorial Justice Assistance Grant Program funds to compensate individuals who surrender a SAW or LCAFD under a buy-back program.

Expressing support for the designation of the last Tuesday of April each year as "APOL1-Mediated Kidney Disease (AMKD) Awareness Day".

Maddy summaryHRES 360 is a symbolic resolution designating the last Tuesday of April each year as "APOL1-Mediated Kidney Disease (AMKD) Awareness Day." It directly addresses health disparities affecting Black Americans, who are disproportionately impacted by AMKD - a rapidly progressive kidney disease linked to APOL1 gene variants (carried by an estimated 13% of Black Americans). The resolution encourages public awareness of AMKD, promotes genetic testing for at-risk individuals (particularly those with Western/Central African ancestry), and urges proactive health measures like regular doctor visits and healthy lifestyles. As a non-binding resolution, it does not create new laws or allocate funds but aims to raise public and medical attention to this specific health disparity.

Of inquiry requesting the President and directing the Secretary of Education to transmit, respectively, certain documents to the House of Representatives relating to the reduction in force and other downsizing measures at the Department of Education.

Maddy summaryThis resolution (HRES 237) is a procedural request, not a policy bill. It directs the President and Secretary of Education to hand over unredacted documents within 14 days about Department of Education downsizing, including staff reductions, closures, and actions related to the Secretary’s March 3, 2025, memo. The documents must cover compliance with key education laws like Title IX, IDEA, and the Family Educational Rights and Privacy Act. It does not change laws or affect the public but seeks transparency about executive branch decisions on the department’s structure.

Equality Act

Maddy summaryThe Equality Act (HR 15) amends federal civil rights laws to explicitly prohibit discrimination based on sexual orientation and gender identity in employment, housing, public accommodations, credit, and jury service. It expands existing protections under the Civil Rights Act of 1964 by adding sexual orientation and gender identity as protected characteristics under sex discrimination prohibitions. The bill clarifies that discrimination against LGBTQ people is a form of sex discrimination, consistent with the Supreme Court's Bostock decision, and adds specific definitions for gender identity and sexual orientation. This legislation directly affects businesses, employers, housing providers, financial institutions, and government entities that serve the public. The bill creates a more comprehensive legal framework to address discrimination that LGBTQ people face in multiple aspects of daily life.

Medicare for All Act

Medicare for All Act This bill establishes a national health insurance program that is administered by the Department of Health and Human Services (HHS). Among other requirements, the program must (1) cover all U.S. residents; (2) provide for automatic enrollment of individuals upon birth or residency in the United States; and (3) cover items and services that are medically necessary or appropriate to maintain health or to diagnose, treat, or rehabilitate a health condition, including hospital services, prescription drugs, mental health and substance abuse treatment, dental and vision services, long-term care, gender affirming care, and reproductive care, including contraception and abortions. The bill prohibits cost-sharing (e.g., deductibles, coinsurance, and copayments) and other charges for covered services. Additionally, private health insurers and employers may only offer coverage that is supplemental to, and not duplicative of, benefits provided under the program. Health insurance exchanges and specified federal health programs terminate upon program implementation. However, the program does not affect coverage provided through the Department of Veterans Affairs or the Indian Health Service. The bill also establishes a series of implementing provisions relating to (1) health care provider participation; (2) HHS administration; and (3) payments and costs, including the requirement that HHS negotiate prices for prescription drugs. Individuals who are age 18 or younger, age 55 or older, or already enrolled in Medicare may enroll in the program starting one year after enactment of this bill; other individuals may buy into the program at this time. The program must be fully implemented two years after enactment.

Child and Dependent Care Tax Credit Enhancement Act of 2025

Maddy summaryHR 2994, the Child and Dependent Care Tax Credit Enhancement Act of 2025, increases financial support for families covering childcare costs. It raises the credit rate to 50% (reduced for higher incomes), boosts the maximum creditable amount from $3,000 to $8,000 per child under 13 (or $6,000 to $16,000 for other dependents), and adjusts these limits annually for inflation starting in 2026. The bill also ensures married couples filing separately calculate their credit as if filing jointly, preventing reduced benefits. It directly affects low- and middle-income taxpayers with childcare expenses who itemize deductions. The changes take effect for tax years beginning after December 31, 2024.

United States Postal Service Shipping Equity Act

Maddy summaryHR 3011 allows the U.S. Postal Service to mail alcoholic beverages under specific conditions, primarily affecting licensed alcohol businesses (like wineries, breweries, and retailers) that register with the USPS. The bill requires shipments to be for personal use only (not resale), include age verification (21+ with ID), and comply with state delivery rules. It explicitly states that state, local, or tribal laws prohibiting alcohol shipments remain in effect and cannot be overridden by this federal law. The USPS must create regulations to implement these rules, and states can sue the USPS for violations under local alcohol laws.

Expressing support for honoring Earth Day, and for other purposes.

Maddy summaryHRES 341 is a symbolic House resolution expressing support for Earth Day, not a substantive bill. It urges the President to issue an Earth Day proclamation, encourages Americans to address environmental challenges (like climate change and litter), and calls for rejoining the Paris Agreement - though these are non-binding recommendations with no legal force. The resolution references historical environmental legislation (like the Clean Air Act) but does not create new policies, allocate funds, or change regulations. It directly affects no specific group, as it solely serves to affirm environmental values through symbolic recognition. (Note: The document header incorrectly lists "Federal Water Pollution Control Act" as the bill text, but this is a formatting error; the actual resolution is about Earth Day.)
