PLUS for Veterans Act of 2023

Maddy summaryThe PLUS for Veterans Act of 2023 clarifies and updates rules for veterans' benefit claims under the Department of Veterans Affairs. It sets a $12,500 annual fee cap (adjusted for inflation) for agents or attorneys representing veterans, prohibits charging fees for medical exams, and prohibits unauthorized fees with penalties including fines or up to one year in prison. The bill directly affects veterans seeking benefits, their legal representatives, and the VA by standardizing fee agreements, requiring VA reports on agent/attorney suspensions, and ensuring veterans can access free services from VA-recognized organizations. Key provisions include banning fees for medical reports and requiring clear fee disclosures to veterans.

Safe Step Act

Maddy summaryHR 2630, the Safe Step Act, requires group health plans and health insurance issuers to establish a clear, transparent process for patients or their doctors to request exceptions to medication step therapy protocols. These protocols typically force patients to try cheaper drugs first before covering more expensive alternatives. The bill mandates that plans must approve exceptions when prior treatments failed, delay would cause serious harm, a treatment is unsafe, or a patient is stable on a previously approved drug, with strict 72-hour (or 24-hour in emergencies) decision timelines. It also requires plans to publish the exception process online and limit documentation requests to only necessary medical information. This law directly affects health insurers, employers offering health plans, and patients using step therapy for prescription drugs.

Cellphone Jamming Reform Act of 2023

Maddy summaryHR 2380, the Cellphone Jamming Reform Act of 2023, allows state and federal correctional facilities (like prisons and jails) to operate cellphone jamming systems to block wireless signals from contraband devices or communications involving individuals held in the facility. The bill restricts the Federal Communications Commission (FCC) from blocking such jamming systems, but requires facilities to limit jamming only to housing areas, have state facilities cover all costs, and consult with local law enforcement before implementation. It defines "jamming systems" broadly to include all necessary equipment and installation details. This bill directly affects correctional facilities seeking to prevent cell phone use by inmates, particularly for security purposes related to contraband. The law does not create new restrictions on cellphone use but changes how facilities can deploy jamming technology.

New Markets Tax Credit Extension Act of 2023

Maddy summaryHR 2539 permanently extends the New Markets Tax Credit (NMTC) program, which incentivizes private investment in low-income communities. The bill directly affects community development financial institutions (CDFIs) and investors who fund projects in designated low-income areas by ensuring the credit remains available beyond 2025. Key provisions include automatically adjusting the credit amount annually for inflation starting in 2024 and clarifying that the credit can be used to offset alternative minimum tax liability. This maintains the program’s effectiveness in channeling capital to underserved neighborhoods without changing eligibility or funding levels.

BAH Restoration Act

Maddy summaryThis bill amends the law governing Basic Allowance for Housing (BAH) for uniformed service members stationed in the U.S. It changes the calculation method so that BAH amounts must equal the actual monthly cost of adequate housing in each location, as determined by the Secretary of Defense. This directly affects active-duty service members and their families who receive BAH for housing. The key provision replaces the previous formula with a requirement that BAH payments match local housing costs for members in the same pay grade and dependency status. The change ensures BAH reflects current housing expenses rather than an older calculation method.

America Works Act of 2023

Maddy summaryHR 1581, the America Works Act of 2023, modifies work requirement exemptions for the Supplemental Nutrition Assistance Program (SNAP). It expands direct exemptions to include individuals medically certified as unfit for work, parents or caregivers of children under 7, and pregnant women, while removing a specific enforcement clause (Section 6(o)(4)(A)(ii)). The bill adjusts existing exemption rules to clarify that certain exemptions apply retroactively to cases beginning before the bill's enactment date. These changes directly affect SNAP recipients who would otherwise face work requirements under federal law.

GUARD VA Benefits Act

Maddy summaryHR 1139, the GUARD VA Benefits Act, amends federal law to strengthen penalties for individuals or organizations charging veterans unauthorized fees when helping with VA benefit claims. It directly affects veterans seeking assistance with VA claims and the representatives (like advocates or attorneys) who might charge them fees. The bill adds a new provision making it a violation to solicit, charge, or receive any fee for preparing, presenting, or prosecuting VA claims, punishable by fines under Title 18. This change specifically targets unauthorized fee-charging while excluding fees covered under existing exceptions in sections 5904 or 1984 of the law.

Aviation Workforce Development Act

Maddy summaryHR 1818, the Aviation Workforce Development Act, expands tax-advantaged savings plans (529 plans) to cover costs for specific aviation training programs. It allows funds from these plans to pay for tuition, fees, and required materials at FAA-certified aviation maintenance technician schools (Part 147) or commercial pilot training programs (Part 61 or 141). This directly affects students pursuing careers as aircraft maintenance technicians or commercial pilots by making these training costs more affordable through existing tax-advantaged savings. The bill amends the tax code to include these programs under "qualified higher education expenses" for 529 plan distributions.

Purple Heart Freedom to Work Act

Purple Heart Freedom to Work Act This bill increases the monthly income limit that is used to determine whether certain Purple Heart recipients are eligible for Social Security Disability Insurance (SSDI) benefits. Specifically, when making such determinations with respect to Purple Heart recipients who are entitled to SSDI benefits based on combat-related injuries, the Social Security Administration must use the limit that applies to individuals who are blind rather than the lower limit that applies to other SSDI recipients. In addition, the bill phases out SSDI benefits for these Purple Heart recipients, with benefits reduced by $1 for every $4 of earnings in excess of the limit.

Parents Bill of Rights Act

Maddy summaryHR 5, the Parents Bill of Rights Act, would require public schools receiving federal funding to provide parents with greater access to educational information. The bill mandates that schools post curricula online or widely distribute it to parents, include school budgets in report cards, and provide specific information about school activities including violent incidents and plans to eliminate gifted programs. It also guarantees parents the right to meet with teachers twice a year, review library materials, and address school boards. These requirements would apply to all local educational agencies and schools covered by the Elementary and Secondary Education Act. The bill amends existing education laws to strengthen parental transparency and involvement in their children's education.
