Condemning the Hamas attacks of October 7, 2023, and calling for Hamas and its leaders to immediately and unconditionally surrender and to release the hostages, including Americans.

Maddy summaryHRES 795 is a non-binding resolution condemning Hamas for the October 7, 2023, attacks that killed over 1,200 people, took 251 hostages (including Americans), and involved sexual violence. It demands Hamas immediately surrender and release all remaining hostages - specifically noting 48 people still held, including two U.S. citizens. The resolution also affirms Israel’s right to self-defense, calls for humanitarian aid to reach Palestinians, and condemns global antisemitism following the attacks. As a symbolic congressional statement, it does not create new laws or alter policies.

To authorize the reimbursement by the Federal Government of State funds used to maintain participation in the Special Supplemental Nutrition Program for Women, Infants, and Children in the event of a Government shutdown.

Maddy summaryHR 5705 requires the federal government to reimburse state agencies for funds they use to maintain participation in the WIC program during a government shutdown. It directly affects states that cover WIC costs using their own money when federal funding lapses. The bill establishes a process where states can seek reimbursement from the federal government after the shutdown ends. This ensures states aren’t burdened with costs for a federal funding gap that impacts nutrition assistance for women, infants, and children.

Federal Worker Childcare Protection Act of 2025

Maddy summaryHR 5720, the Federal Worker Childcare Protection Act of 2025, would provide reimbursement to federal employees who face a pay gap during a government funding lapse (starting October 1, 2025) while paying for childcare. It directly affects federal workers who are furloughed or working without pay during such a lapse. Employees would receive reimbursement for childcare costs if they provide documentation, such as receipts from a childcare provider, to the General Services Administration. This reimbursement is subject to available congressional appropriations and does not guarantee payment.

Nancy Gardner Sewell Medicare Multi-Cancer Early Detection Screening Coverage Act

Maddy summaryThis bill adds Medicare coverage for multi-cancer early detection screening tests (blood or biological tests analyzing cell-free DNA) starting January 1, 2028. It directly affects Medicare beneficiaries aged 68 and older (starting in 2028, with the age limit increasing by 1 year annually), requiring tests to be FDA-cleared and deemed reasonable/necessary by the Secretary for early cancer detection across multiple organ sites. Payment will initially match current stool DNA test rates before 2031, then shift to a lower rate or new payment system after 2031, with limits preventing more than one test per year. The bill explicitly states it does not alter coverage for existing cancer screenings like breast, colorectal, or prostate cancer tests.

Trust Through Transparency Act of 2025

Maddy summaryHR 5653, the Trust Through Transparency Act of 2025, requires U.S. Customs and Border Protection (CBP) and U.S. Immigration and Customs Enforcement (ICE) officers, as well as deputized personnel, to wear body cameras during all public immigration enforcement actions like stops, arrests, or checkpoints. Footage must be kept for six months unless it involves use of force, an arrest, a complaint, or a voluntary request for longer retention (up to three years) by officers, the public, or families. The bill mandates annual reports to Congress detailing enforcement actions, compliance issues, disciplinary actions taken, and public access to these reports (with privacy redactions permitted). It also creates an independent panel to advise on body camera policies, aiming to increase accountability in immigration enforcement.

Saving the American Dream Act

Maddy summaryThis bill requires five federal agencies (Housing and Urban Development, Agriculture, Veterans Affairs, Treasury, and the Federal Housing Finance Agency) to coordinate housing data sharing and jointly propose policy solutions. Within one year of enactment, the agencies must establish a shared agreement and submit a report to Congress addressing mortgage costs, housing construction barriers, local regulations, insurance availability, down payment assistance, and disaster resilience. The report will outline specific proposals to improve housing affordability and market efficiency. This is a procedural bill focused on interagency coordination, not direct policy changes or benefits for homeowners.

Fair Pay for Federal Contractors Act of 2025

Fair Pay for Federal Contractors Act of 2025 This bill provides back pay to employees of federal contractors who lost pay due to a lapse in appropriations (i.e., government shutdown) in FY2026. Specifically, the bill provides appropriations for federal agencies that are subject to a lapse in appropriations in FY2026 to adjust the price of contracts to compensate federal contractors for providing back pay to employees who were affected by the lapse in appropriations.  The agencies must adjust the price of any contract for which the contractor stopped, suspended, delayed, or interrupted all or part of the work under the contract due to the lapse in appropriations. The price adjustment must compensate the contractor for reasonable costs incurred to (1) compensate employees who were furloughed or laid off, were not working, or experienced a reduction of hours or compensation due to the lapse in appropriations; or (2) restore paid leave taken by employees during the lapse in appropriations if the contractor required or permitted employees to use paid leave as a result of the lapse in appropriations. The maximum amount of weekly compensation of an employee for which an adjustment may be made under this bill may not exceed the lesser of (1) the employee's actual weekly compensation, or (2) $1,442 (or a lesser amount pro-rated for an employee who works less than 40 hours per week). The bill also requires the Office of Federal Procurement Policy to submit a report to Congress on the adjustments made under this bill.

Federal Firefighter Paycheck Protection Act

Maddy summaryThis bill ensures federal firefighters continue receiving pay and benefits during government funding gaps and shutdowns. It authorizes continuing appropriations for firefighter pay during any period without full-year funding for fiscal year 2026, and prohibits layoffs due to reduction-in-force actions during funding lapses. The law directly affects firefighters employed by executive agencies or military departments whose primary duties involve fire control and extinguishment. Key provisions guarantee job security and pay continuity without requiring new legislation during budget implementation delays.

Expressing support for "National Public Lands Day" and encouraging the people of the United States to visit public lands on this fee-free day and recognize their spiritual and cultural value, as well as their contribution to the economy of the United States.

Maddy summaryHRES 772 is a symbolic House resolution expressing support for National Public Lands Day (observed September 27, 2025). It encourages U.S. citizens to visit public lands on this fee-free day, recognizing their cultural, spiritual, and economic value. The resolution cites existing statistics on public lands' economic contributions (e.g., $252 billion in economic output from Bureau of Land Management lands in 2024) but does not create new policies or alter fees. As a procedural resolution, it has no binding effect and serves only to promote awareness of existing public land access.

National Guard Proper Use Act

Maddy summaryHR 5604, the National Guard Proper Use Act, prohibits military and National Guard personnel from being ordered to enforce federal immigration laws. It adds new sections to military law (Title 10 for active forces and Title 32 for the National Guard), explicitly stating members cannot be directed to perform duties related to immigration enforcement. This directly affects military commanders who might attempt to assign such tasks and ensures National Guard members remain focused on their core missions, not civilian immigration enforcement. The bill references the Posse Comitatus Act (18 U.S.C. §1385), a longstanding law that limits military involvement in domestic law enforcement. It clarifies existing legal boundaries without creating new programs or funding.
