Improving Veterans Access to Congressional Services Act of 2021 This bill requires the Department of Veterans Affairs (VA) to permit a Member of Congress (upon request) to use a VA facility to meet with constituents. The VA and the General Services Administration must jointly identify available spaces in VA facilities for such purposes. The VA must prescribe regulations regarding such use of a VA facility by a Member of Congress.

Fair COLA for Seniors Act This bill bases cost-of-living adjustments for certain benefits available through federal and military retirement programs, Social Security, and specified programs for veterans on a price index that tracks the spending patterns of older consumers. The Bureau of Labor Statistics of the Department of Labor must publish that price index on a monthly basis.
Improving Medicare Coverage Act This bill temporarily expands eligibility for Medicare. It also temporarily establishes a premium and cost-sharing assistance program for low-income beneficiaries. Specifically, the bill lowers the age of eligibility for Medicare from 65 to 60. The Centers for Medicare & Medicaid Services must establish procedures to provide for automatic enrollment of qualifying individuals. Enrollment must be completed within 11 months of the bill's enactment. The bill also establishes a program under Medicare to assist low-income Medicare beneficiaries with premiums, coinsurance, deductibles, and other costs. Currently, such assistance is provided through Medicare Savings Programs, which are administered by state Medicaid programs. The bill also establishes a related special enrollment period under Medicare, expands eligibility for assistance to beneficiaries with income up to 200% of the federal poverty line, and provides for joint eligibility determinations with respect to the bill's program and the low-income subsidy program under the Medicare prescription drug benefit. The bill's provisions generally take effect six months after the bill's enactment and terminate five years later.
Afghanistan Transparency Act This bill requires the Department of Defense (DOD) to report to Congress on U.S. military capability, intelligence, and command matters concerning Afghanistan. The bill specifies the matters that must be included in the report, including a current assessment of over-the-horizon capabilities to address terrorist threats. The bill also requires DOD to provide biannual briefings through December 31, 2026, on the matters included in the report.
Accurate Data for Defense (ADD) Resiliency Act This bill requires the Department of Defense to develop and implement a process to ensure it uses analytical tools that are accurate and effective in projecting the costs and performance of energy resilience measures on military installations.
Incentivizing Solar Deployment Act of 2021 This bill extends the tax credit for the production of electricity from solar energy.
Guaranteeing Resilient Installations for Defense Act of 2021 or the GRID Act of 2021 This bill requires the Department of Defense (DOD) to implement a two-year pilot program to address vulnerabilities at critical defense facilities and their associated defense critical electric infrastructure. DOD is authorized to make grants, enter into cooperative agreements, and supplement funds to support mitigating actions that address such vulnerabilities. DOD must select at least three military installations that are designated as critical defense facilities to carry out the pilot program. The Government Accountability Office must conduct a review and report on the pilot program.
Transparency in Reporting for an Accurate Count of Combat Equipment (TRACCE) Act This bill requires the Department of Defense (DOD) to report the theft or loss of any ammunition, destructive device, or explosive material from its stocks to the Bureau of Alcohol, Tobacco, Firearms and Explosives within the Department of Justice. Currently, DOD only reports on such thefts or losses to the Department of the Treasury. The bill also requires DOD to annually report on all instances of missing, lost, or stolen weapons, large amounts of ammunition, destructive devices, or explosive material from its stocks.
Havana Syndrome Servicemember Support Act This bill requires the Department of Defense (DOD) to establish a cross-functional team to address national security challenges posed by anomalous health incidents and to ensure that individuals affected by such incidents receive timely and comprehensive health care. DOD must brief Congress on the progress of establishing the team and the progress the team has made in carrying out its duties. Additionally, DOD must regularly brief Congress regarding DOD's efforts related to anomalous health incidents.
Realizing Efforts for Military Equity, Diversity, and Inclusion Act or the REMEDI Act This bill provides statutory authority for and expands the requirements regarding diversity and inclusion training for military personnel. The bill requires the Department of Defense (DOD) to ensure that each military department conducts ongoing training programs regarding human relations, diversity, equity, and inclusion for all members of the Armed Forces, civilian employees of DOD, and contractors or subcontractors providing support to DOD. Such training must be tailored to specific leadership levels and local area requirements. DOD must ensure that an individual preparing to enter an officer accession program, execute an original enlistment agreement, or serve as a civilian employee is (1) provided information concerning the meaning of the oath of office or oath of enlistment for service in the Armed Forces with regards to the equal protection and civil liberties guarantees of the Constitution, and (2) informed that if supporting such guarantees is not possible for that individual, the individual should decline to join the Armed Forces.
