Prevent Gun Trafficking Act

Prevent Gun Trafficking Act This bill establishes new federal criminal offenses for gun trafficking and related conduct. First, the bill establishes a stand-alone federal criminal offense for gun trafficking. A violation is punishable by a fine, a prison term of up to 10 years, or both. The bill also authorizes the seizure and forfeiture of the firearms and ammunition involved in the offense, the property involved in the offense, and the proceeds (or property traceable to the proceeds) derived from the offense. Second, the bill makes it unlawful to sell or dispose of a firearm or ammunition to any person knowing or having reason to believe that the person intends to sell or dispose of the firearm in violation of a federal law, or to sell or dispose of the firearm to a person in another state in violation of that state's law. A violation is subject to existing penalties under current law—a fine, a prison term of up to 10 years, or both. Current law already authorizes the seizure and forfeiture of firearms and ammunition involved in the offense. This bill also authorizes the seizure and forfeiture of the property involved in the offense and the proceeds (or property traceable to the proceeds) derived from the offense.

Camp Lejeune Justice Act of 2021

Camp Lejeune Justice Act of 2021 This bill allows certain individuals to sue and recover damages for harm from exposure to contaminated water at Camp Lejeune in North Carolina between August 1, 1953, and December 31, 1987. This action is available only to individuals who were exposed to contaminated water for at least 30 days. The bill prohibits the U.S. government from asserting specified immunity from litigation in response to such a lawsuit. The bill also prohibits an individual who brings such an action from bringing a separate tort action against the United States based on the same harm.

Dignity for Detained Immigrants Act of 2021

Dignity for Detained Immigrants Act of 2021 This bill directs the Department of Homeland Security (DHS) to establish standards for facilities holding aliens in its custody, phases out using non-DHS facilities for such purposes, and contains other related provisions. The standards shall comply with the American Bar Association's Civil Immigration Detention Standards. The DHS Office of Inspector General (OIG) shall conduct periodic unannounced inspections of each facility and shall take various actions against noncompliant facilities, including imposing fines, cancelling contracts, and closing facilities. DHS shall report to Congress any death of an alien in its custody within 24 hours and conduct an investigation within 30 days that identifies policy changes that could reduce the likelihood of such a death. DHS is prohibited from entering into contracts for third parties to operate detention facilities or alternatives to detention programs and shall terminate existing contracts within three years of the bill's enactment. The bill establishes that OIG facility inspection reports and contracts for an outside entity to operate a detention facility are records available to the public under the Freedom of Information Act. DHS shall maintain certain information relating to detained aliens, including the alien's location and whether the alien was separated from family. The bill provides for various requirements and procedures related to detaining aliens, including (1) prohibiting DHS from detaining children, (2) imposing a presumption that an alien should be released, and (3) establishing that aliens in custody shall be subject to the least restrictive conditions. The bill also abolishes mandatory detention for asylum seekers.

EACH Act of 2021

Equal Access to Abortion Coverage in Health Insurance Act of 2021 or the EACH Act of 2021 This bill requires federal health care programs to provide coverage for abortion services and requires federal facilities to provide access to those services. The bill also permits qualified health plans to use funds attributable to premium tax credits and reduced cost sharing assistance to pay for abortion services.

Indian Programs Advance Appropriations Act of 2021

Indian Programs Advance Appropriations Act of 2021 This bill authorizes advance appropriations for several covered appropriations accounts of (1) the Bureau of Indian Affairs and the Bureau of Indian Education within the Department of the Interior, and (2) the Indian Health Service within the Department of Health and Human Services. The advance appropriations provide new budget authority that first becomes available for the first fiscal year after the budget year. The covered accounts within the Bureau of Indian Affairs are (1) Operation of Indian Programs, (2) Contract Support Costs, (3) the Indian Guaranteed Loan Program, (4) Construction, and (5) Payments for Tribal Leases. The covered accounts within the Bureau of Indian Education are (1) Operation of Indian Education Programs, and (2) Education Construction. The covered accounts within the Indian Health Service are (1) Indian Health Services, (2) Contract Support Costs, (3) Payments for Tribal Leases, and (4) Indian Health Facilities. The bill also requires the President's budget and the supporting documents submitted to Congress to include detailed estimates related to the advance appropriations.

National Disaster Safety Board Act of 2021

National Disaster Safety Board Act of 2021 This bill provides funding for and establishes within the executive branch a National Disaster Safety Board to study and make recommendations concerning the underlying causes of disaster-related fatalities and property damage. Specifically, the board shall review and establish the facts, circumstances, and cause or probable cause of the loss of life, human injury, and economic injury due to a natural hazard with 10 or more fatalities. The bill defines natural hazard to mean a major disaster that is naturally occurring, to include any naturally occurring heat wave or wildfire, and to exclude a technological disaster. The Government Accountability Office shall audit the board at least once every two years.

Israel Relations Normalization Act of 2021

Israel Relations Normalization Act of 2021 This bill requires the Department of State to take certain actions promoting the normalization of relations between Israel, Arab states, and other relevant countries and regions. Specifically, the State Department must develop a strategy on expanding and strengthening the Abraham Accords (the term used to refer collectively to agreements between Israel and the United Arab Emirates and between Israel and Bahrain marking the public normalization of relations between the two Arab countries and Israel). The strategy must include a description of how the U.S. government will encourage further normalization of relations with Israel. In addition, the State Department must report on options for U.S. international efforts to promote the strengthening of ties between Israel, Arab states, and other relevant countries and regions. The State Department must also report on the status of the normalization of relations with Israel, including information on (1) laws that punish individuals for people-to-people relations with Israelis (i.e., anti-normalization laws), and (2) evidence of steps taken by Arab governments toward permitting or encouraging normalized relations between their citizens or residents and Israeli citizens.

BuyAmerican.gov Act of 2021

BuyAmerican.gov Act of 2021 This bill directs the President and specified federal agencies to take steps to increase transparency and limit the use of waivers of Buy American laws. Generally, Buy American requires agencies to procure domestic goods. The bill requires (1) the Department of Commerce to report periodically to Congress and the President on the implementation of, and compliance with, Buy American laws; (2) Commerce and the Office of the U.S. Trade Representative to assess the impacts of all U.S. free trade agreements and the World Trade Organization Agreement on Government Procurement on the operation of such laws; and (3) the General Services Administration (GSA) to establish a free, publicly available BuyAmerican.gov website. Public interest waivers from Buy American laws shall be construed to ensure the maximum utilization of goods, products, and materials produced in the United States. The President shall develop a mechanism to collect information on requests to waive Buy American laws and other domestic content restrictions for purposes of providing early notice to possible waivers via the website. Executive agencies shall make information concerning the intention to issue a waiver or exception in connection with a federal procurement available to the GSA at least 20 days prior to waiving a Buy American law. The Government Accountability Office shall report to Congress within two years of this bill's enactment describing the bill's implementation.

Two-State Solution Act

Two-State Solution Act This bill addresses U.S. policy and related activities to preserve conditions for a two-state solution to resolve territorial disputes between Israel and Palestine. The bill prohibits the United States from providing support for projects in geographic regions that came under Israeli control after June 5, 1967. It also prohibits the use of any U.S. security assistance, defense articles, or defense services provided to Israel for efforts to annex or exercise permanent control over any part of the West Bank or Gaza. Current law designates the Palestine Liberation Organization (PLO) as a terrorist organization and restricts its activities (e.g., prohibiting it from maintaining an office in the United States). The President may waive for up to six months some of these restrictions to serve U.S. national security or diplomatic interests. If the President certifies that the PLO has ceased supporting terrorist actions and met other conditions, the bill automatically terminates the terrorist organization designation. Goods produced in the West Bank or Gaza that are imported into the United States must indicate those areas as the country of origin on their labels. The bill expands the scope of certain foreign and development assistance to foster initiatives, including shared educational opportunities and youth activities, that connect Israelis and Palestinians. Additionally, the Department of State and the U.S. Agency for International Development may jointly award grants to private, nonprofit organizations to promote human rights and democracy, strengthen civil society, and otherwise address the needs of the Palestinian people.
