Stop Child Hunger Act of 2021 This bill establishes a permanent program and provides funds for electronic benefit transfer (EBT) cards to cover meals for children during extended school closures. Specifically, the Department of Agriculture must establish a program to provide EBT cards to cover meals for children who are enrolled in the National School Lunch Program or School Breakfast Program when a school is closed, operating remotely, or a combination of both for a period of five days or more. Cards may be used to purchase food from approved retailers under the Supplemental Nutrition Assistance Program.

Air America Act of 2021 This bill establishes the service of Air America employees as qualifying service for purposes of the Civil Service Retirement System. (Air America was a government-owned airline that provided air transport for certain covert operations in Southeast Asia, including Laos and Vietnam, between 1950 and 1976.) The bill applies to U.S. citizens who were employees of Air America or another affiliated company, as specified, between January 1, 1950 and December 31, 1976. Benefit applications must be filed within two years of the date of enactment of this bill.

Arctic Diplomacy Act of 2021 This bill establishes the position of Ambassador at Large for Arctic Affairs within the Department of State. The ambassador shall facilitate the development and coordination of U.S. foreign policy and activities related to the Arctic region, including policies and activities to (1) meet U.S. national security needs, (2) protect the environment, (3) increase cooperation among Arctic countries, (4) involve Arctic Indigenous people in relevant decisions, and (5) enhance scientific research and monitoring. Furthermore, the ambassador must establish an Arctic Region Security Policy. The policy must assess and implement plans and actions to (1) bolster U.S. diplomatic presence in Arctic countries, (2) enhance the resilience of Arctic countries to environmental change and increased civilian and military activity in the region, and (3) advance principles of good governance in the region.

Peace on the Korean Peninsula Act This bill requires the Department of State to report to Congress on various issues relating to North Korea. Specifically, the State Department must report to Congress a review of the restrictions on travel by U.S. nationals to North Korea, including whether such restrictions should be adjusted to allow travel to North Korea to attend a commemoration of a relative. The State Department must also report to Congress a clear roadmap for achieving permanent peace on the Korean Peninsula.

Opportunity To Address College Hunger Act This bill requires institutions of higher education (IHEs) that receive grants to operate work-study programs to notify a student receiving work-study assistance that the student may be eligible for participation in the Supplemental Nutrition Assistance Program (SNAP). The Department of Education must provide guidance to states and IHEs on how to identify and communicate with students who are potentially eligible for SNAP.

Universal Full-Day Kindergarten Act This bill requires the Department of Education to make formula grants to states and, through them, allocations to local educational agencies to carry out full-day kindergarten programs. ED must also reserve funds for outlying areas and the Bureau of Indian Education.

This resolution states that the United Nations Security Council should immediately impose an arms embargo against the military of Burma (Myanmar) and hold it accountable for its ongoing violations of human rights.

This resolution condemns the acts of gun violence that led to the tragic loss of eight lives in Georgia on March 16, 2021.

Birth Access Benefiting Improved Essential Facility Services Act or the BABIES Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a Medicaid demonstration program to improve freestanding birth center services for women with low-risk pregnancies. Among other things, the CMS must (1) publish criteria for freestanding birth centers to participate in the program, including specified accreditation, licensure, and service requirements; (2) publish guidance for states to establish prospective payment systems under Medicaid for program participants; and (3) award planning grants for states to develop program proposals. The CMS may choose up to six states to participate in the program.

Represent America Abroad Act of 2021 This bill requires the Department of State to establish the Represent America Mid-Career Foreign Service Entry Program to increase diversity in the Foreign Service by recruiting mid-career professionals who are from minority groups. As part of the program, the State Department shall (1) establish and publish eligibility criteria for participation; (2) carry out recruitment efforts to attract highly qualified, mid-career professionals from minority groups; and (3) include appropriate mentorship and other career development opportunities for program participants. The State Department must submit an annual report on the status of the program.
