Telehealth Improvement for Kids' Essential Services Act or the TIKES Act This bill requires several agencies to promote and evaluate the use of telehealth under Medicaid and the Children's Health Insurance Program (CHIP). Specifically, the bill requires (1) the Centers for Medicare & Medicaid Services to issue guidance to states on ways to increase access to telehealth; (2) the Medicaid and CHIP Payment and Access Commission to study the impact of telehealth on health care access, utilization, costs, and outcomes; and (3) the Government Accountability Office to evaluate federal interagency collaboration with respect to the provision of telehealth services to individuals under the age of 18.

Black History is American History Act This bill requires entities (e.g., institutions of higher education, libraries, and museums), in order to be eligible for certain grants administered by the Department of Education (ED), to include Black history in their teaching of American history. It also requires Black history to be included in tests administered by the National Assessment of Educational Progress (NAEP). Specifically, the bill mandates the inclusion of Black history as a required component of American history for such entities to be eligible for American History and Civics Academies' competitive grants. These grants support the establishment of (1) Presidential Academies for Teachers of American History and Civics, which offer workshops to teachers of American history and civics to strengthen their knowledge and prepare them to teach in these subjects; and (2) Congressional Academies for Students of American History and Civics, which support high school students in developing an understanding of these subjects. (Currently, Black history is not a required component of American history for either academy.) In addition, ED must give priority to grant applicants that align their activities with programs and resources of the Smithsonian Institution's National Museum of African American History and Culture. The bill also requires the inclusion of Black history in tests administered by the NAEP, which measures student academic achievement in various subjects.

Behavioral Health Coordination and Communication Act of 2021 This bill establishes, within the Executive Office of the President, the position of Interagency Coordinator for Behavioral Health to coordinate federal programs and activities concerning mental health and substance use disorders. Federal departments and agencies must notify the coordinator when developing or implementing policies related to behavioral health. The Government Accountability Office must report on the impact of the coordinator on relevant programs and must study issues related to behavioral health services in school settings and in the juvenile justice system.

Coronavirus Medicaid Response Act This bill increases the Medicaid federal matching rate, also known as the Federal Medical Assistance Percentage (FMAP), for states and U.S. territories that experience economic downturns (i.e., high unemployment) beginning on or after January 1, 2020, in accordance with specified requirements and limitations. The bill's increase is in addition to previously enacted FMAP increases relating to COVID-19 (i.e., coronavirus disease 2019) but may not result in an FMAP greater than 95%.

Children's Health Insurance Program Pandemic Enhancement and Relief Act or the CHIPPER Act This bill extends through FY2022 the 11.5% increase to the enhanced federal matching rate, also known as the enhanced Federal Medical Assistance Percentage (FMAP), that is otherwise applicable under the Children's Health Insurance Program (CHIP), subject to specified conditions. For example, in order to receive the increased FMAP in FY2021 and FY2022, a state must cover, without cost-sharing, testing and treatment for COVID-19 (i.e., coronavirus disease 2019), including vaccines, specialized equipment, and therapies.

This bill provides for the presentation of a Congressional Gold Medal to the Freedom Riders, in recognition of their contribution to civil rights by fighting for equality in interstate travel.

Protecting LGBTQ Youth Act This bill expands programs that prevent and treat child abuse and neglect to address issues facing lesbian, gay, bisexual, and transgender youth. Specifically, these programs include (1) research and reporting requirements, (2) providing technical assistance, (3) grants to states and local agencies to train child-welfare personnel, and (4) community-based prevention-service grants, among others.

Parity Enforcement Act of 20 21 This bill provides authority for the Department of Labor to enforce the parity requirements for group health plans with respect to the coverage of mental health and substance use disorder benefits.

Dental Loan Repayment Assistance Act This bill modifies the requirements for calculating taxable income to exclude from gross income payments received under the federally funded student loan repayment program for full-time faculty members of dental schools with programs in general, pediatric, or public health dentistry. The bill also requires the Government Accountability Office to report to Congress on the participation of dental providers and faculty in areas and schools receiving funding under the program.

Charlotte Woodward Organ Transplant Discrimination Prevention Act This bill expressly prohibits health care providers and other entities involved in matching donated organs with recipients from denying or restricting an individual's access to organ transplants solely on the basis of the individual's disability, except in limited circumstances. Specifically, these entities may consider an individual's disability when making decisions about transplants only if a physician finds, based on an individualized evaluation, that the individual's physical or mental disability is medically significant to the provision of the transplant. A disability shall not be considered medically significant if the individual has an adequate support system in place to comply with transplant-related medical requirements. These entities must also make reasonable changes to their policies to make transplants and related care more available to individuals with disabilities. Aggrieved individuals may bring claims of discrimination to the Office of Civil Rights of the Department of Health and Human Services or before a federal court. The bill provides for expedited resolutions of these claims.
